ASC Study

Digital billboards according to ASC Manual of Procedures fall under Out-of-Home


(OOH) Ads category. These are essentially all types of advertising that intend to reach
the consumer while he or she is outside the home.

All OOH materials are subject to pre-screening because of the nature of the medium as
it is exposed 24/7 to all audience types.

All billboards shall be screened prior to production for display and prior to installation.

Screening Process

Step 1. Application for Screening

1. Obtain copy of the ASC application form (S-1) from the ASC office or download
from www.asc.com.ph. Each material corresponds to one S-1 form.
2. Fill up the complete information required on the S-1 form.
3. Attach all pertinent support documents together with the application form and
submit these to the ASC submission counter. Submission period is from 8:00AM
to 9:30AM (for Presenters same day release of S1), 8:00 to 11:00am (for regular
application same day release of S1) Mondays-Fridays.
o Two (2) copies of the storyboard/script/layout
o Applicable government-issued documents
o Advertising claim support documents
4. ASC staff encodes the information contained in the submitted form and assigns
an ASC Reference Code number for each application.
5. Pay the corresponding screening contribution fee upon validation of the
application.
6. Claim your copy of the Professional Screener’s Decision Form(S1) in the
afternoon, from 3:00PM to 5:00PM Mondays-Fridays.

The Advertiser/Advertising Agencies or their official representative shall receive


the decision on the application on the same day of application and upon
satisfaction of the above requirements.

Step 2. Securing Clearance for Airing

2.1 Advertiser /Ad Agency or Advertiser’s official representative obtains the ASC
Clearance for Airing form (S-2) from the ASC office or he or she may download
the form from (ASC website). The Advertiser/Ad Agency shall submit the final
and produced material to the ASC Receiving Staff.

a) Material/s must be submitted in MP4 digital format, Windows


compatible, preferably high-res to be able to appreciate the qualifiers in
fine print. It must be properly labeled with a sticker or marker, indicating
the ASC Reference Code, brand name, ad title and company, for easier
retrieval of application/s.

2.2 The Ad Specialist reviews the final produced material vis-vis the approved
storyboard/script/lay-out.

2.3 After viewing the produced material, decision shall be any one of the
following:

a. Approved for Airing, Publication or Display

b. Disapproved
