Individual Assignment Report

Q1 Read the following case study and answer the question given at the end of the
case study:

Robert is an engineer with Sumatec Engineering Sdn Bhd, an engineering


company. He has been assigned to obtain quotations on the purchase of a
mechanical equipment. After receiving the quotations as required, Robert
selected Secon Engineering Sdn Bhd (SESB) based on the lowest price quoted,
even though the quotation submitted by SESB shows that the equipment to be
supplied by (SESB) does not exactly meet the specifications provided. In fact
there is a safety issue with respect to the equipment.

(a) Discuss whether the decision taken by Robert is acceptable or not.

The above case is about a professional engineer, who had assigned obtain quotations
on the purchase of a mechanical equipment, but he selected the lower price quoted
without considering the safety issues of that equipment. However, the decision taken
by Robert is completely unacceptable, as SESB equipment doesn’t meat the
specifications as well as the safety issues it might cause.

(b) State the full statement of THREE (3) BEM codes of professional conduct most
applicable in this case.

1- BEM Code 1.0: A Registered Engineer shall at all times hold paramount the
safety, health and welfare of the public.

2- BEM Code 4.0: A registered engineer shall act for each employer or clients as
faithful agent or trustee.

3- BEM Code 5.0: A Registered Engineer shall conduct himself honourably,


responsibly, ethically and lawfully so as to enhance the honour, reputation and
usefulness of the profession.

Specifically, we can use:


BEM Code 5.3: A Registered Engineer shall check with due diligence the
accuracy of facts and data before he signs or endorses any statement or claim. He
shall not sign on such documents unless, where necessary, qualifications on errors
and inaccuracies have been made.
Q2 Read the following case study and answer the question given at the end of the
case study:

Ir. Ferdano is a civil engineer with Maxwell Engineering Sdn Bhd (MESB), a
civil & building construction company based at Kuala Lumpur, Malaysia..
MESB is involved in the construction of One (1) block of 23-storey apartment
at Petaling Jaya, Selangor, Malaysia. Ir. Ferdano discovered that the apartment
block’s foundation was not adequately and properly designed and he reported
this to his superior, Ir. Tong, who is the Project Manager. However, Ir. Tong
neglected his advice with the counter argument that the matter is not that serious.
Subsequently, Ir. Ferdano realized that the reason for Ir. Tong to reject his
advice is due to cost factor.

(a) Discuss the ethical dilemma faced by Ir. Ferdano.

As known the employee has to serve his employer with complete fidelity which Ir.
Ferdano did, but on the other hand, Ir. Ferdano has an obligation to hold paramount the
safety, health and welfare of the public. However, If Ir. Ferdano reports the problem to
the authority, it will upset his superior, but, not doing anything about the problem could
endanger the safety of the public.

(b) State the full statement of THREE (3) BEM codes of professional conduct most
applicable in this case.

1- BEM Code 1.0: A Registered Engineer shall at all times hold paramount the
safety, health and welfare of the public.

Specifically, we can use:


BEM Code 1.3: A Registered Engineer shall not reveal facts, data or information
without the prior consent of the client or employer except as authorized or required by
law or when withholding of such information is contrary to the safety of the public.

BEM Code 1.4: A Registered Engineer having knowledge of any violation of this code
and Local Authorities regulations shall report thereon to appropriate professional
bodies and, when relevant, also to public authorities and cooperate with the proper
authorities in furnishing such information or assistance as may be required.

2- BEM Code 4.0: A registered engineer shall act for each employer or clients as
faithful agent or trustee.

3- BEM Code 5.0: A Registered Engineer shall conduct himself honourably,


responsibly, ethically and lawfully so as to enhance the honour, reputation and
usefulness of the profession.
Q3(a) You are given a task to conduct a brainstorming session to obtain a creative
solution. Prepare a short note on the guidelines for the brainstorming session.
Support your answer by giving FIVE (5) guidelines.

1- Risk: is an unwanted negative consequence of an event of which the possible


undesirable outcome can be identified, predicted and quantified.

2- Uncertainty: is an unknown situation, where its possible outcome cannot be


analysed or predicted. E.g. weather uncertainty.
