RE: Continuous implementation of DILG MC No. 2019 – 121 and

enforcement of all relative ordinance to the same.

In light of DILG MC No. 2019 and Executive Order No. 10, Series of 2019 of
this office, and by the power vested in me by paragraph b (2) (3) of Section
444 of Republic Act No. 7160, as amended, you are all hereby enjoined to
continuously implement DILG MC No. 2019 – 121.

Also, in relation to the same, you are hereby reminded to implement relative
ordinances to the same such as but not limited to;

1. Municipal Ordinance No. 93 – 020 – 006 dated 20 May 1993

2. Municipal Ordinance No. 18 – 020 -107 dated 10 July 2018
3. Municipal Ordinance No. 19 – 020 – 117 dated 04 June 2019
All barangay chairperson may ask police assistance in the implementation
of the aforementioned ordinances and memorandum circular. The Chief of
Police of the Orion Municipal Police Station shall not refuse any request for
police assistance without any legal justification. Otherwise, the same shall
be dealt with accordingly.

As to the legal basis in the implementation of this memorandum, Section 389

of Republic Act No. 7160, as amended states;

Section 389. Chief Executive: Powers, Duties,

and Functions. -

(a) The punong barangay, as the chief

executive of the barangay government, shall
exercise such powers and perform such duties
and functions, as provided by this Code and
other laws.

(b) For efficient, effective and economical

governance, the purpose of which is the
general welfare of the barangay and its
inhabitants pursuant to Section 16 of this
Code, the punong barangay shall:

(1) Enforce all laws and ordinances which are

applicable within the barangay;
