A1. Definition of Political Engagement:
These are activities of citizens that attempt to influence the structure of
government, the selection of government officials, or the policies of government.

A2. What is/are the form/s of Political Engagement?
Includes a broad range of activities through which people develop and express
their opinions on the world and how it is governed, and try to take part in and shape the
decisions that affect their lives. These activities range from developing thinking about
disability or other social issues at the individual or family level, joining disabled people's
organizations or other groups and organizations, and campaigning at the local, regional or
national level, to the process of formal politics, such as voting, joining a political party,
or standing for elections.

Examples of political engagement:


Voting
 Ensures that public officials are elected by the people, rather than being
assigned to their position by someone else.
Protest
 Makes people’s opinions known by the government
Public Consultation
 The government makes a call to the people to get their opinion on a
particular subject matter that involves them.
Other examples:
- Helping a political campaign
- Signing a petition

B. Major issues in youth participation

The benefits of youth participation are substantial, however implementing, continuing


and developing youth participation strategies in health, mental health and/or community
programs can be diminished, inhibited or interrupted by a range of challenges. Knowing
what these are can assist in reducing their impact. Therefore, one of the first steps in
developing youth participation strategies is to identify the barriers that may affect young
people’s ability to participate. There are different barriers to youth participation for each
of the different players involved; the young people themselves, the organization and the
community.
Barriers affecting young people’s ability to participate include:
• A lack of trust by young people in decision-making systems
• Poor information about how to become involved in youth participation
• Insufficient time due to education and/or work obligations and family/friend
commitments
• Location and lack of transport
• Skills deficits, for example in literacy, verbal skills and public speaking
• Low socio-economic status, for example homeless young people
• Lack of confidence, by both young people and staff
• Insufficient resources
• Minimal power given to young people to initiate organizational change
• Negative social attitudes to, and stereotyping, of young people
• Lack of clarity about roles and responsibilities
• Inequality, with class distinctions preventing young people from lower income
backgrounds to interact with, and assume responsibilities in conjunction with, those from
high-income backgrounds

C. Programs in empowering the Filipino Youth

1. YE-YE Program

YE-YE is a DOLE project addressing the education-to-employment (E2E) needs of the


youth which envisions them as educated, endowed with proper work habits, disciplined
and highly employable.

It aims:

 To help youth to pursue an academic or technical-vocational, post-secondary


course towards becoming more employable and more productive members of the
labor force.
 To support human capital build-up by providing the youth some workplace
experience while studying.
 To develop among the youth proper work values and ethics through exposure to
formal workplace situations and challenges under responsible adult supervision.

Components

 Partnership and Consensus Building

The DOLE collaborate with private corporations/companies and/or educational


institutions as partners and forge a Memorandum of Agreement/Understanding
obligating the corporation/company to provide the youth opportunities to pursue a post-
secondary course to teach work attitudes and ethics such as hard work, patience,
savings, etc

 Selection of Youth Beneficiaries and Referral Services to Partner Corporation or


Company

This involves the initial interview and selection of youth beneficiaries. The concerned
DOLE Regional or Field Office with jurisdiction over the area where the partner
corporation/company operates conduct the undertaking, guided by the Project’s
definition of a “disadvantaged youth”.

 Identification of Educational Institution

The youth will identify his or her selected educational institution and determine the
amount of tuition fee and other school expenses while the partner corporation/company
will coordinate with the selected educational institution on its payment of tuition fee in
favor of the youth and payable by him or her to the partner corporation/company
without interest.

 Youth Service to the Partner Company

The youth render “service” in the workplace of the company as payment for the tuition
fee paid by the company.

2. Kabataan ITo

It is a project of the Department of Labor and Employment in relation to Executive Order


No. 788 “Promoting A Youth National Service”.

It is an earning and learning project through which the IT-literate unemployed youth be tapped in
improving IT literacy among the out-of-school youth and other disadvantaged youth through free
mentoring sessions and in bringing the government closer to the people through free, supervised
internet access to online government programs and services.

Kabataan ITo provide:

 earning opportunities for information technology/computer-literate youth by serving as


mentors;
 learning opportunities for the youth and other sectors who are interested to acquire basic
and practical IT-related knowledge and skills and to experience hands-on IT appreciation
and familiarization; and
 access to various programs and services of the government for poor students, out-of-
school youth, disadvantaged OFWs, occupationally disabled workers and informal sector
workers and their dependents through information and communication technologies

Beneficiaries

Kabataan ITo is being implemented by all DOLE Regional Offices.

The voluntary youth mentors will impart practical IT knowledge and skills to non-IT-literate
youths and other disadvantaged sectors through short appreciation and familiarization sessions
using a suggested guide. They will also assist walk-in clients to get access to online government
services.

The DOLE will issue a certificate of recognition to youth mentors at the end of his or her service
and a certificate of completion to participants who would be able to finish the last lesson
satisfactorily.

3. UNIQUEASE

Focuses not only on "financial independence" through job training but also focuses on
"psychological independence" in order for them to be able to create their own future regardless
of their environment and social status.

UNIQUEASE works to communicate sincerely with the youth to empower them in order for
them to strengthen their capabilities in shaping their own future.

UNIQUEASE provides:

 Basic training (Leadership, Facilitation, Team-Building, Business English, Business


Communication, Business Manner)
 Leaders training (Business Management, Marketing)
 Organizational Structure

Educational support

UNIQUEASE supports these youths to learn in the Filipino government approved ALS
(Alternative Learning System) and fund them to get the necessary textbooks and utensils to
study.
