The district, North 24-parganas, has been divided geographically into three parts, e.g.
(a) vast reverine belt in the Southern part of Basirhat Sub-Divn. (Sundarban area),
(b) the industrial belt of Barrackpore Sub-Division and (c) vast cultivating plain land in the
Bongaon Sub-division and adjoining part of Barrackpore, Barasat & Northern part of
Basirhat Sub-Divisions
The drainage capabilities of the canals, rivers etc. have been reduced due to unplanned
manmade activities and some ecological changes like silting of the rivers etc. So, the
flood/heavy water logging has been common occurrence every year in the most parts of the
aforesaid sub-divisions. Similarly, Cyclone and High tide has been commonly found in the
reverine belts of Basirhat sub-division. Strangely, several focal areas of Gaighata Block of
Bongaon sub-division had been found to be hit by tornado several times in the past.
Not all disasters can be predicted or prevented. However, precautionary measures taken
within the existing infrastructure, in the form of preparedness, can considerably mitigate the
human sufferings, loss of life and property and restore normalcy at the earliest.
The course of a disaster is dependent on how early the same is identified and how
effectively specific control measures are applied. The impact of the disaster control measures
can be expected to be significant only if proper measures are applied in time. Scarce resources
are often wasted in undertaking such measures after the disaster has already peaked and the
outcome of such measures in limiting the damage and in reducing human sufferings;
morbidity with loss of life and property becomes negligible.
Experience of past decades has proved that unprecedented flood, heavy rainfall and
cyclones highly affect the normal life and livelihood of people of this densely populated district.
The very highly vulnerable costal area suffers most from loss of life and property accompanied
by environmental damage.
This plan for the year 2016-17 has been prepared by the Disaster Management Section
of the District Administration of North 24 Parganas using information received from the blocks
and Government line departments. In this year’s plan contact details of more key stake holders
and more GPS coordinates of rescue shelters as well as air dropping points have been provided
compared to the last years plan. We hope that this plan will be more effectively used by all stake
holders in the event of a natural calamity striking this district.

This District Disaster Management Plan for the year 2016-17 for the District of
North 24 Parganas has been prepared by the Disaster Management Section of the
Office of the District Magistrate, North 24 Parganas. The entire North 24 Parganas
district is vulnerable to multi-hazards e.g. natural calamities like Flood, Cyclone,
Hailstorm - Kalbaishakhi, Earthquake, Drought and Embankment Erosion. In fact
there are High Risk Multi-Hazard Zones. Apart from these natural hazards
occurrences of man-made disasters like major fire, roadway/ railway/ waterway
accidents, industrial/chemical hazards, terrorist attacks etc. are also possible. This
disaster management plan has been formulated in the context of both natural and
man-made disasters to tackle the multi-hazard risks in the current year 2016-17 and
includes the factors like ever-growing population, rapid unplanned urbanization,
increasing industrialization, development within high risk zones, environmental
degradation, climate change, state and national security, economy and sustainable
development etc.
Causes of Flood
There are 18 rivers running through the district and as it is situated at the downstream of
these rivers. Embankments of all the rivers are made of Soil and the river beds are getting
high day by day due to Siltation. All inhabitants are situated in the area comparatively at
the lower level than the water level of river, so they face a water logging in almost every
year due to heavy rainfall. Average rainfall of this district is 1579 mm. In the year (2015)
rainfall has occurred in 2491.50 mm. Due to heavy rainfall and breach of embankment
maximum area of this district are water logged. As a result huge nos. of houses are
damaged, agricultural crop, fishery, and other infrastructure like roads, tube wells &
schools etc. are also damaged.

Fairs and festivals: There are a number of fairs and festivals in the district. The
major ones are – Durga Puja, Rath Yatra, Aam Barun i mela
(commonly known as PR Thakur mela), Ghosto Bihari mela,
Charak,Urs, Pagla pir mela, Maharam, Ban Bibir Puja,
Chakla Dham mela, etc. Of these, Durga Puja, Maharam,
Eed, Charak, etc. are observed all throughout the State.
Famous Religious places: Dakhsineswar Kalibari, Manosa Bari, Adya Pith, Chakla
Dham, Thakur nagar.
History: The great epic Mahabharata, Raghuvansa and in some the
Puranas refer the Gangetic delta lay between the kingdom of
the Suhmas live in Western Bengal and that of the Vangas in
Eastern Bengal at the dawn of the history. At the time of
Raghu Vansa, the country was dominated by the Vangas.
But the naval force of the Vangas were defeated by Raghu,
who set up pillars of victory on the islands in the midst of the
Ganges. Probably, these islands represented the present area
of the district of 24 Parganas. A few details in Ain-i-Akbari
reveals that the district formed part of Satgaon revenue
division, the jurisdiction of which was from Sagar islands on
the south to a little above Palashi on the north and Kabadak
river on the east, beyond the Hooghli on the west. The
district gained prominence with the events of Sepoy mutiny
of 1824 and 1857. Till eighties, the district was named as
Twenty four Parganas and later divided into two districts –
North 24 Parganas and South 24 Parganas.

Disaster Management Set Disaster Management Section of the Office of the District
up in the district: Magistrate, North 24 Parganas headed by the Additional
District Magistrate (Disaster Management) is the nodal
agency in the district which coordinates with all the line
departments at the District level. The District Disaster
Management Officer (DDMO) reports to the ADM (DM).
The District Disaster Management Authority (DDMA) was
formed in August, 2007 under Disaster Management Act,
2005 of Govt. of India. At present a District Project
Associate is there to coordinate/organize the project activities
of the District Disaster Management Department/DDMA
under the GoI-UNDP DRR Programme. There is also a
District Disaster Management Committee (DDMC).
The District of North 24-Parganas came into being on 1st March, 1986 with the bifurcation of the erstwhile
24-Parganas District into North 24-Parganas and South 24-Parganas Districts. Sundarban is situated at the
confluence of river Ganga and Brahmaputra with the Bay of Bengal. Part of Sunderban area is annexed to the
District of North 24-Parganas. which covers 6 (six) Blocks viz Sandeshkhali-I, Sandeshkhali-II, Hingalganj,
Haroa, Minakhan and Hasnabad. These blocks are surrounded by tidal rivers such as the Ichhamati,
Bidyadhari, Kulti, Dansa, Raymangal etc. besides being crisscrossed by numerous creeks and channels.
In past, this district was hit by natural hazards in many occasions. The hazards include Cyclone, Storm Surge,
Flood, Earthquake etc. of medium to large intensities. Some instances are mentioned below.
1981: Earthquake of magnitude 4.9 on Richter scale shook north of Sundarban on 26thMarch(Epicentre
Latitude 22.3, Longitude 89.1).
1995: Breech of embankment on 15th& 16thMay in Basirhat Sub-Division. 1077 nos. houses werefully and
496 houses were partly damaged.
1996: Heavy rainfall occurred on 27thand 28thof October with consequent breach of embankment inBasirhat
Sub-Division. 48 nos. of houses were fully damaged.
1998: Flood in Bongaon Sub-Division due to incessant rains and over flow of river Ichhamati. Datesof
occurrence were 14.08.98 & 15.08.98. Total 60.30 Sq.km. area and 96.700 people were affected. 10,059 nos.
houses were affected out of which 3,457 were fully damaged. 18,483 persons were rescued and sheltered in
112 Relief Camps.
Cyclone of high magnitude severely affected 466 Sq. km of area in 10 Blocks and 2 Municipalities. No. of
Cattle lost was 773. 2,16,622 people were affected by the calamity.
1999: The district was affected by Drought during May – J une, 1999. Rainfall up to April, 1999 wasonly 6.5
mm. In the district 7 lakh people, 1,37,887nos. livestock were affected and from 4% to 40% Boro paddy was
lost.
Due to heavy rainfall from 21to 24.09.1999, a vast area of 14 (fourteen) blocks and 12(twelve) Municipalities
in all the 5 (five) Sub-divisions of the district were water-logged. 4, 50,000 people were affected.
2000: Unprecedented incessant heavy shower from 17.09.2000 to 21.09.2000 followed by very
highdischarge from the dams and barrages caused huge flood all over the state having highest intensity in
about last two centuries. The water level of Churni rose to an unprecedented 11 m against highest
recorded level of 9.798 m in 1978. A vast area of Bongaon Sub-Division and part of Barasat (Sadar) and
Basirhat Sub-Division were inundated; some places for more than a fortnight. The year 2000 may be
designated as the year of the worst precipitation in terms of quantum , intensity and duration. More than 960
Sq. km. area were affected in the district causing damages to houses, crops, school buildings etc. More than
19 lakhs people were affected and 2,65.000 houses were destroyed or damaged. 652 mouzas were declared as
flood affected. Total financial loss was Rs. 62,207 lakh.
2001: There was a severe Thunder Storm on 20.05.2001 at Gaighata Block under Bongaon Sub-Division.
The most affected G.P.s were Jaleswar-II . Duma and Dharampur-I. 4 (four) human lives were lost.
2002: On 25.05.2002 embankment of Bermajur G.P. on river Choto Kalagachi under Sandeshkhali-IIblock
breached affecting 2,500 people.
A severe cyclonic storm passed over Sandeshkhali-I, Sandeshkhali-II, Hingalgunj and Minakhan blocks on
11.11.2002 affecting 5483 nos. of people. 195 no. of houses were destroyed and 731 were damaged due to
the calamity. The event of crop area damaged was 644.30 hec. Money value of which was Rs. 5,56,82,000/-
There was a very severe cyclonic storm on 03.04.2002 at 3AM in Bongaon Sub-division. About 65,000
people were affected. 3(three) human lives were lost in Bongaon block and 5 (five) Goats and 1025 Poultry
were lost. The extent of damage caused to power and Housing Sector was Rs. 8.5 lakh and 253 lakh
respectively.
2003: Consequent upon the development of low pressure in the Bihar Plateau Region, the SouthBengal
districts including North 24-Parganas experienced heavy rainfall during the period from 16.10. 03 to 10.10.
03. Breach of embankments and erosion were reported from Hingalgunj, Sandeshkhali-I and Sandeshkhali-I
blocks. Due to the calamity, 14 Blocks in North 24-Parganas district were severely affected . 5,10,958 nos.
people were affected and 8,539 houses were fully and 15,131 were partly damaged. Losses in Crop sector
and Fisheries sector were Rs.282.35 lakhs and 2303.28 lakhs respectively.
2004: Due to incessant rain during the period from 10.09.04 to 18.09.04 a vast area of Bongaon,Basirhat,
Barrackpore and Barasat(Sadar) Sub-Division was water-logged. 8,89,283 people were affected. Agricultural
loss was estimated to Rs. 6802.665 lakhs . 359 Mouzas were declared as Flood affected. 18384 dwelling
houses were destroyed and 56,865 were damaged in Urban and Municipal areas.
There was a violent storm on 06.10. 04 at 12 noon over paruipara, Biswaspara and Angrail within the
jurisdiction of Jhowdanda Gram Panchayat under Gaighata block. Two persons were seriously injured and
admitted to Hospital. 29 houses were destroyed.
2006: Due to incessant rainfall vast area of Basirhat, Bongaon, part of Barasat and Barrackpore Sub-division
were affected. 8 persons died due to natural calamity during the year 2006.
2007: This District was affected in two phases due to incessant rainfall in 2007. Average rainfall was1380
mm. Many people were affected.
2008: During the year 2008 this District was affected in different occasions by incessant rain withstorm
(16.09.2008, 26.09.2008, 25.10.2008). About 74,000 people were affected during the above calamities.
2009: On 25 May, Cyclone AILA hit costal Bengal with a maximum wind speed of 120 kmphaffecting over
1.5 million people.
The Situation Report (State Govt.)
Cyclone AILA which hit coastal West Bengal on 25 May, 2009 is described as one of the worst storms to hit
the state in many years. Over 5.1 million people have been affected in 16 districts of West Bengal. The
damage impact assessment carried out by the government of West Bengal and the United Nations
Development Programme (UNDP) reported considerable deaths, of which 25 were caused by a landslide in
Darjeeling. Over 500,000 houses were damaged either fully or partially. The storm was especially
devastating for farmers who were preparing to harvest rice and other crops. According to media sources, the
Sundarbans national reserve forest was worst-hit, as many as three million people lived in the forests.
Government rescue operations are underway, with approximately 60,000 people have been rescued and
accommodated in government relief camps. Local media reports also indicate that food packets have been
dropped by military helicopters in the affected areas.
308 nos. Relief Camp were opened, 26,992 people were in the relief camp. Relief in the Swarupnagar,
Baduria, Bagdah, Gaighata Block were running over the month.
80,000 Tarpaulin, 1380 MT Rice, 40 MT Fodder were distributed among the distress people.
There was a Tornado on 29.7.15 at 11.00 am over Asoknagar-Kalyangar Municipality & Habra
Municipality, Habra-I/II & Deganga Block within the jurisdiction of Barasat Sub-Division. Huge nos. of
houses, trees are destroyed in a few minutes.

District Disaster Management Plan : “District Disaster Management Plan” means the
plan for disaster management for the district prepared under section 31.
PREPAREDNESS
Monsoon season is started in this state on and from 8th June and stay upto 31st October. So,
the period, Nov. to May is the preparedness period which is called the period of pre-disaster
management activities. In this period the following activities have been done :
Awareness – Awareness generation has been done through meeting, poster, flex,
booklet. In this regard Department of Disaster Management has printed a Calendar
which is distributed through block. Disaster Management Section of this district also
has attend in the Mela organized in the different corner of this district for Awareness
generation.
Plan – Action plan has been prepared by the all Blocks , Sub-Divisions & Line dept.
Visit of Embankment - Visit of Embankment done by the Block Officials & Irrigation
jointly. Local Panchayet Samity, Gram Panchayet also were present in this inspection.
They prepared a vulnerable list of embankment which is required repair and more
vigilance.
Visit of Relief godown- Visit of Relief godown done by the all Blocks & Sub-Divisions.
They prepared a list for new godown and a list for repair of old godown which is send
to the department.
Visit of Flood Shelter – Visit of Flood Shelter done by the all Blocks & Sub-Divisions.
They prepared a list for new Flood Shelter and a list for repair of old Flood Shelter
which is send to the department.
Visit of Cyclone Shelter – Visit of Cyclone Shelter done by the all Blocks & Sub-
Divisions.
Divers Training –Divers training of 50 nos. CDV have completed. They have required a
refresher training regarding divers. A proposal also send to the department.
Training of CDV – Training of Civil Defence Volunteers for search and rescue is running
in the every.
Equipments –50 sets equipments of Divers have purchased and send to the reverine
Blocks. 7 nos. Inflatable Tower Light, 35 pcs. Search Light also purchased for rescue
team.
Mock Drill – Mock Drill for Tsunami, Cyclone, Radiological Explosion, Hamla have been
organized.
Desiltation – Desiltation has been made by Bidyadhari Drainage Division in the
Ichamati, Padma river.
Pre-monsoon preparedness meeting - Pre-monsoon preparedness meeting has been
held at district level on 5.5.16, at Barasat. In this meeting all line Dept. of this
district was present. All SDDMO & BDMO also were present. Pre-monsoon
preparedness meeting also held at Sub-Divisional Level & Block Level.

Pre-monsoon preparatory meeting has been held at district level on 5.5.16, at Barasat.

Prevester are present in the control room on 26.9.15 at District EOC,Barasat,
Dissemination of Early Warning:
Website of IMD, Kolkata & INCOIS, Hyderabad for daily weather report has been
checked by the district everyday and sent through FAX, Email, SMS to the all concern.
District EOC also keep close contact with the State EOC.

Monsoon season is started in this state on and from 8th June and stay up to 31st October. So,
the period, Nov. to May is the preparedness period which is called the period of pre-disaster
management activities. In this period Awareness programme have been done.
Awareness generation has been done through meeting, poster, flex, booklet, mock drill, etc.
In this regard Department of Disaster Management has printed a Calendar which is distributed
through block.
Awareness programme has been conducted at Block Level, Panchayet Level, Municipality Level in the
last year to combat any situation of a disaster.
Last year, District Authority has organized mock drill on Tsunami at Sandeshkhali=II
Block & Hasnabad Block, mock drill on Radiological Explosion at Dumdum Airport,
mock drill on Hamla at Dumdum Airport, mock drill on Cyclone at Hingalganj Block,
mock dril on Fire Accident at district hqrs. Barasat.
Disaster Management Section of this district also has attend in the Mela organized in
the different corner of this district for Awareness generation.
Mock Drill
Mock Drill is the most essential part to combat any situation of a disaster. More mock drill makes a
perfect Disaster Management Team. Every year, District Authority has organized mock drill at
District level, Sub-Divisional Level, Block Level, G.P. Level.
Last year, District Authority has organized mock drill on Tsunami at Sandeshkhali=II Block &

Multi Purpose Cyclone Shelter has sanctioned for the Aila Affected Blocks in the district of
North 24-parganas, South 24-parganas & Purba Madinipur. Construction has been done by

Natural calamities like flood, cyclones are very common in North 24 Parganas District and are
normal feature. Therefore, a detailed work plan for tackling such calamities is imperative in the long-term
interest of Animal Resources Development of this District.
Considering the above facts, the action plan in respect of Animal Resources Dev. may be divided
in three phases:-
a) Preparedness in anticipation (Pre Disaster).
b) Immediate action (During Disaster).
c) Delayed action. (Post Disaster Management).
a) Preparedness in anticipation:
1. Advance planning to keep all departmental staff alert before the onset of monsoon and their
subsequent deployment in the eventuality has been made through deployment planning and
necessary strengthening.
2. Arrangement for procurement and storage of essential inputs i.e, medicines, vaccines,
disinfectants; drinking water etc have been made to save the affected livestock.
3. Animals in the endemic zones are to be vaccinated against different bacterial and viral diseases
before onset of
disaster.
4. Identification of vulnerable areas and livestock shelters in the safe position is to be settled,
5. Arrangement for opening control rooms at District/Sub-division/Block levels.and veterinary
teams will be kept ready to
proceed promptly.

Milling Plant at Kalyani (an organization of DAIRPOUL) vide No. 822 dt. 13.04.2016 has
already been requested to
keep reserve stock of paddy straw and Concentrate feed respectively for anticipated calamity, if
any.
7. Arrangement for procurement of paddy straw will be made locally inviting quotation at block
level or through existing
approved supplier of Haringhata Farm.
8. Administrative authority in the block/sub-division/district level and panchayet functionaries at
three tiers and municipal
authorities will be contacted in a regular manner to have updating information for calamities and
guideline to aware the
farmers.
9. Additional deployment of A.R.D. personnel will be arranged in the different areas of affected
blocks considering the
Severity of disaster.
10. Annual supply of medicines will be completed within June, 2016 to the different field units.
11. A proforma of daily report has been handed over to all the B.l.D.Os. and Veterinary
Officers(DVH/SAHC) for proper
Reporting system.
12. The District Magistrate/Sub-Divisional Officer/Block Development Officers are requested to
provide country
Boats/speed boats to the District/Sub-division/Block Levels in consultation with the Panchayet
Authorities to combat the situation, if any, for the affected animals.

13. Requirement of Fund for Feed & Paddy Straw as per District Livestock population :-
In the light of experience generally appropriate measure for the affected bovine in respect of
supplying of feeds and dries fodder and animal health care for the affected Livestock population as far as
possible.

Preventive action:
1. Pre monsoon maintenance along with tree trimming of LT and HT line were already done.
2. Sufficient numbers of LT Spacer were installedat different locations to avoid conductor
snapping.
3. Damaged conductors were also replaced to avoid conductor snapping.
4. New DTRs were installed during to avoid burning of DTRs.
5. Damaged tower of 33 KV lines were repaired.
b. Materials:
1. Sufficient nos. of PCC poles are stocked at different points under this Region.
2. Other materials like transformer, conductor, Iron Structure etc. are also procured and stocked at
store.
1. LT mobile vans with sufficient manpower at all Customer Care Centre and HT mobile vans with
sufficient manpower at all 33/11 KV Sub-Station are engaged for day to day work and also meet
up the emergency situation.
a. Control room:
All technical personnel and Erection Contractors are already alerted in this regard. All Erection
Contractors are already instructed to provide sufficient manpower during any kind of emergency and
they also confirmed they are ready to do so.

Bidyadhari Drainage Division
IRRIGATION & WATERWAYS DIRECTORATE
Like previous years flood cell of Bidyadhari Drainage Division will open on 01.06.2015. However the
actual date will be announced by I & WD in due course.
Flood cell will remain open up to 31.10.2015 in normal case. However the closing date will be extended
as per requirement if situation demands.
Daily river gauge will be collector for the following rivers.
a)River jamuna at Gaighata.
b) River Jamuna at Gobardanga.
c) River Ichamati at R.D setu, Bongaon.
d) Daily rainfall data will be collected for the following rain gauge stations.
e) Bidyadhari Bhaban at Barasat.
f)Bongaon through Agriculture Dept.
Above mentioned river gauge and rain fall data be transmitted to our head quarter at Jalasampad Bhaban,
salt lake, Kolkata and to the flood cell of North 24 Parganas in the office of the District Magistrate , North
24 Parganas and the data will be supplied daily irrespective of the holidays.
Arrangement to repair the sluices will be made before monsoon where necessary from this end.
Tender for cleaing the water hyacinth in the different khals where necessary will also be invited in due
time. The work will be taken up in due time.
