CHAPTER 1

BACKGROUND OF THE PROBLEM

A city hall is an essential part of a city. It is known as

the chief administrative building and symbol of the city. A hall

is characterized between “town” and “city”. City halls are

usually established in larger cities while Town halls in smaller

urban areas. This is where city council, its associated

departments, and their employees congregate. During meetings, it

is their goal to gather problems and public issues concerning

the community. This may include Economic development, public

safety, budgets, infrastructures, education, housing, health,

and environmental sustainability. They provide informations to

residences and listen to their opinions and concerns.

Government agencies are specified depending on their

specific purposes which can be categorized as management of

resources, financial oversight of industries, or national

security issues. On our current generation, even before, it is

undeniable fact that a lot of people need to inquire some

papers from government agencies and municipal hall. Some of

these agencies are: (1) Land Transportation Office(LTO) which

is responsible for registration of different kinds of vehicles

and the issuance of license and permits. (2) Philippine

Statistical Authority (PSA) which publishes statistical

information on economic, social, demographic, political affairs

and general affairs of the people of the Philippines and

enforces the civil registration functions in the country. (3)

National Bureau of investigation (NBI) which undertakes

effecient detection and invistigation of crimes and their

offenses against the law of the Philippines. This is where you

can get NBI clearance, a mandatory document that is needed when

applying for a job. (4) Department of foreign affairs (DFA)

which protects the rights and promote the welfare of Filipinos

overseas and to mobilize them as partners in national

development. (5) Social Security System(SSS) provides for a

replacement of income lost on account of the aforementioned

contingencies. (6) Philippine health insurance corporation

(PhilHealth) is around to provide healthcare benefits to all

members. And (7) Pag-Ibig Fund which provides short-term loans

and access to housing programs.

The city hall and government agencies establish unity and

gives order to the community. They manage industries or

practices that require proficiency and specialized expertise.

Without them, the issuance of government documents and services

wouldn’t be possible to fulfill. They are tasked in enforcing

rules and laws that will create a better community. It is their

responsibility to cooperate with the local government in

enforcing the national law.

As the economic growth of a city advances, its

infrastructures should also experience progress. The

development of a certain place is greatly influenced by the

structures build within the area. Cities, states, and

metropolitan areas might face an unexpected economic changes,

demographic transition, and environmental changes that will

make it vital for the government to rethink the way they do

business.

The workers in this field are usually City managers,

Deputy city clerks, Director of public works, Finance director,

Police chief, Public works director, Planning director. They

are the people who’d be able to adapt whenever there are

changes in the agencies.

Infrastructures enable negotiations, power businesses,

connects workers to their job, creates opportunities for

struggling communities and protect the land from unpredictable

changes in the natural environment. From private investment in

telecommunication systems, broadband networks, freight

railroads, energy projects and pipelines, to publicly spending

on transportation, water, buildings and parks, infrastructure

With poor infrastructure in the city it may contribute to

economic retardation and encourages lack of employment. Also,

the problem regarding transportation makes it difficult to most

people. This is may cause strain between the relationship of

the government and its people who resides in the city.
