Uttarakhand Current Affairs – January 2019


Agreement for Renukaji Multipurpose Dam Project signed by 6 states: Ministry of Water Resources
On January 11, 2019, 6 states, Uttar Pradesh, Haryana, Himachal Pradesh, Delhi, Rajasthan and
Uttarakhand, in the presence of Union Minister for Water Resources, River Development and Ganga
Rejuvenation, Road Transport & Highways and Shipping Shri Nitin Gadkari, signed an agreement
for Renukaji Multipurpose Dam Project in New Delhi.

i. Also a concession agreement was signed between U.P. Jal Nigam, NMCG and Prayagraj Water Pvt.
Ltd., for Namami Gange projects for the city of Prayagraj, under Hybrid Annuity Mode and One City One
Operator Concept.
Under Renukaji Dam Multipurpose Project:
i. 3 storage projects are proposed to be constructed on the river Yamuna and two of its tributaries – Tons and
Giri in the hilly regions of Uttarakhand and Himachal Pradesh of Upper Yamuna Basin. These include:

• Lakhwar project on river Yamuna in Uttarakhand,


• Kishau on river Tons in Uttarakhand and Himachal Pradesh and
• Renukaji on river Giri in Himachal Pradesh.
ii. Seen as National Projects since 2008, 90% funding of the cost of irrigation & drinking water component will
be provided by the Govt. of India as central assistance and the rest 10% would be borne by the beneficiary
states.
iii. The project will be executed by Himachal Pradesh Power Corporation Ltd. (HPPCL) and will generate 40
MW of power during peak flow.
iv. This project will meet the drinking water needs of Delhi and the stored water of Renukaji Dam will be used
by

• UP, Haryana & NCT of Delhi from Hathnikund Barrage,


• by NCT of Delhi from Wazirabad Barrage and
• by UP, Haryana and Rajasthan from Okhla Barrage.
v. The total cost of the project was estimated on Price Level 2015 is Rs. 4596.76 Crores out of which central
assistance consists of Rs. 3892.83 croreand remaining Rs. 432.54 crore will be provided by the basin States of
Haryana, UP/UK, HP, Rajasthan & NCT of Delhi.

Uttarakhand Current Affairs – February 2019


Finance Minister of Uttarakhand Prakash Pant presented Rs 48,663.90 crore State budget for financial
year 2019-20
State budget of Rs. 48,663.90 crore was presented by Finance Minister Prakash Pant who described it as a
balanced budget by prioritising education, health, agriculture, employment generation in rural areas,
infrastructure, housing and urban development.
Key points
i. It is said to be a surplus budget with the total expenditure for the Financial Year 2019-20 standing
around 48,663.90 crore and total earnings for the period around Rs 48,679.43 crore.
ii. Interest-free loans of up to Rs 1 lakh shall be provided to poor and small farmers.
iii. Interest free loans amounting to Rs 5 lakh shall be given to self-help groups involved in agro-related
activities.
iv. Rs 1,341 crore have been allocated to agriculture and horticulture in the budget while Rs 3,141.34
crorehave been allocated to rural development and Panchayati Raj department.

v. Rs 2,545.40 crore have been allocated for medical health, family welfare and medical
education while Rs 1,073 crore for the education sector.
vi. Rs 100 crore have been allocated through the cooperative sector in the budget in order to reduce
migration by generating employment in rural areas and doubling the income of farmers by 2022.

Uttarakhand CM launches helpline for quick redressal of public complaints


On 23rd February 2019, a helpline for quick redressal of public complaints was launched
by Uttarakhand Chief Minister Trivendra Singh Rawat at the IT Park in Dehradun.
i. The helpline number for lodging complaints is 1905. To deal with the redressal issues, call centres shall be
open from 8am to 10pm.
ii. Citizens can contact any govt department as the step has been taken to ensure speedy functioning of the
government departments and step up transparency in their work.
iii. Currently, 10 people have been deployed at the call centre.
iv. There’ll be a rating mechanism for the government departments which will enhance accountability in
officials.

Himalayan Cloud Observatory set up in Tehri


On February 9,2019,A Himalayan Cloud Observatory is set up in Tehri district with a motive to forecast and
monitor cloudburst incidents in the Himalayan region and help minimising the damage.

i. The Observatory is established in the SRT campus Badshithaul,in Tehri and is in testing period.
ii. This is the second observatory in the country to monitor cloud activities by the
Indian Science and Technology Department and Indian Institute of Technology (IIT) Kanpur that can
function in high-altitudes.

Mukhyamantri Anchal Amrit Yojana” launched by Uttarakhand CM for anganwadi children
On 7th March 2019, Mukhyamantri Anchal Amrit Yojana was launched in Dehradun by Uttarakhand Chief
Minister Trivendra Singh Rawat.
i. The scheme aims to provide 100 ml milk twice a week, free of cost, to 2.5 lakh children
at 20,000 Anganwadi kendras of Uttarakhand.
ii. Flavoured, sweet, skimmed milk powder will be provided to these children.

Loan Agreement worth USD 96 Million signed between India and World Bank for Additional Financing
for Uttarakhand Disaster Recovery Project
A loan agreement worth $96 Million was signed between the World Bank, Government of
India and Government of Uttarakhand.
i. It was signed by Mr. Sameer Kumar Khare, Additional Secretary, Department of Economic Affairs,
Ministry of Finance, on behalf of the Government of India; Mr. Amit Negi, Secretary, Finance and Disaster
Management, Government of Uttarakhand and Program Director, Uttarakhand Disaster Recovery
Project on behalf of the Govt. of Uttarakhand; and Mr. Hisham Abdo, Acting Country Director, World Bank
India, on behalf of the World Bank.
Key Points:
i. The agreement aims to provide financial support to Uttarakhand for adopting post-disaster recovery plans
and disaster management techniques such as reconstruction of bridges, road and river bank protection works,
and in the construction of a training facility for the State Disaster Response Force (SDRF).
ii. The loan amounting to $96 Million, from the International Bank for Reconstruction and Development
(IBRD) has a 5-year grace period and a final maturity of 15 years.

On Akshay Tritiya, The Char Dham Yatra in Garhwal Himalayas, Uttarkhand began with the opening of
gates of the Gangotri and Yamunotri temples
On the ceremonious occasion of Akshay Tritiya, The Char Dham Yatra in Garhwal Himalayas,
Uttarkhandbegan with the gates of Gangotri and Yamunotri shrines in Uttarkashi district being opened
at 11:30 am and 1:15 pm respectively. The portals were opened amid chanting of vedic hymns in the presence
of administrative members, shrine committee officials and thousands of devotees.
Key points:
i. The opening of these famous shrines symbolises the beginning of the Char Dham Yatra or ‘journey to 4 holy
sites’ that attracts lakhs of devotees from within and outside India.
ii. The idols of goddesses Ganga and Yamuna (the deities of Gangotri and Yamunotri shrines) were brought
down from their winter homes at Mukhba and Kharsali, respectively, before the beginning of the portal-
opening ceremony
iii. The Char Dham Yatra starts from Yamunotri in the west. It then proceeds to Gangotri. Gangotri and
Yamunotri are located in Uttarkashi district of Uttarkhand. The ‘yatra’ finally ends in Kedarnath and
Badrinath in the east. Kedarnath is located in Rudraprayag district in Uttarkhand, while Badrinath is situated
in Chamoli district of the state.
iv. Every year the gates of these 4 temples in Uttarakhand are closed in October-November due to heavy
snowfall. The gates are reopened in April-May.
v.The Char Dham Yatra forms a reason behind the livelihood of locals and thus becomes a major part of
Garhwal Himalayas’s economy

NMCG, HCL Foundation and INTACH inked MoU for Rudraksh Plantation in Uttarakhand
National Mission for Clean Ganga (NMCG), HCL Foundation and Indian National Trust for Art and Culture
Heritage (INTACH) signed tripartite Memorandum of Understanding (MoU) for Plantation of Rudraksh
Trees in Uttarakhand under the ‘Namami Gange’ Programme. The objective is to create a greener ecosystem
in the Ganga Basin along the stretch of 97 towns and 4,465 villages.
Key Highlights
i. Under the project, the aim is to plant 10,000 Rudraksh trees in the catchment area of Ganga River in
Uttarakhand.
ii. This project will also help to generate income for people residing in those areas.

Naik Narayan Singh, a member of Indian Army Mountaineering Expedition team to Mt Makalu that
spotted ‘Yeti’ footprint passed away
Naik Narayan Singh, one among the 18 members of Indian Army Mountaineering Expedition team to Mt
Makalu (8485m) passed away recently. He died while descending from the summit point to Camp IV (first
camp during the descent). He hailed from Pithoragarh in Uttarakhand.
Key points:
i. He had earlier took part in mountaineering expeditions. Last year he had successfully summited Mt Kamet.
ii. He had joined the Army in 2002 and hailed from Pithoragarh, Uttarakhand.
iii. The Expedition team has earlier spotted mysterious footprints of mythical creature ‘Yeti’.
Mount Makalu:
♦ It is one amongst the most dangerous and challenging peaks to summit.
♦ Location – Mahalangur Himalayas 19 km southeast of Mount Everest.

Uttarakhand’s minister for parliamentary affairs and finance Prakash Pant passed away
Uttarakhand minister Prakash Pant passed away at the age of 58 in US where he was taking treatment
for cancer. He is from Pithoragarh. Panthanded over his portfolios to CM before leaving to US.

World Bank commits $31.58 mn loan for Uttarakhand Public Financial Management Strengthening
Project
On June 26, 2019, The Government of India, the State Government of Uttarakhand and the World Bank signed a
tripartite Loan Agreement of$31.58 million (about Rs 221 crore) for Uttarakhand Public Financial
Management Strengthening Project. This will help improve the State’s ability to manage its Financial Systems
and lead to Better Utilization of Development Resources.
Key points:
i. The loan agreement was signed by Sameer Kumar Khare, Additional Secretary, Department of Economic
Affairs, Ministry of Finance on behalf of the central government, Savin Bansal I.A.S, Additional Secretary,
Finance of Uttarakhand on behalf of the Govt of Uttarakhand and Shanker Lal, Acting Country Director, World
Bank India.
ii. The Project will benefit the citizens of Uttarakhand by enhancing accountability in public finances including
administration of tax and non-tax revenues.
iii. It will also help the people of Uttarakhand to access a better quality of public services in the areas of cash
and debt management, planning and budgeting, appraisal and monitoring of high-value projects and public
audit.
iv. The $31.58 Million Loan from the International Bank for Reconstruction and Development (IBRD), has a
5year grace period, and a final maturity of 11 years.

Swami Satyamitranand Giri Maharaj, a renowned seer, passed away at Dehradun in Uttarakhand
On June 25, 2019, A renowned seer, Swami Satyamitranand Giri Maharaj (Swami Satyamitranand), aged
87, passed away at Dehradun in Uttarakhand after a prolonged illness.
i. He was born on September 19, 1932 in Agra, Uttar Pradesh as Ambika Prasad.
ii. He was the head of Bharat Mata Janhit Trust. He established Bharat Mata Mandir in Haridwar and
Samanvaya Seva Foundation to serve poor people from tribal and hilly areas by providing free education and
medical facilities.
iii. He was the recipient of Padma Bhushan in 2015

India will train 1800 Bangladeshi Civil Servants at NCGG in Mussoorie
1800 Bangladeshi civil servants will be trained at the National Centre for Good Governance (NCGG)
in Mussoorie, Uttarakhand between 2019-2025 based on the Memorandum of Understanding (MoU) signed
in February 2019 between NCGG and Ministry of Public Administration, Government of Bangladesh in the 5th
meeting of the India-Bangladesh Joint Consultative Commission (JCC).
Key Points:
i. It was the 2nd MoU signed by NCGG to train the Bangladeshi civil servants. Under the 1st MOU which was
signed 5 years ago 1,500 Bangladesh civil servants were trained.
ii. On July 5, 2019, the first batch of 30 civil servants leaving for a two-week long training programme in
Mussoorie visited the Indian High Commission in Dhaka, Bangladesh.

Uttarakhand was named among best performing states in ‘Beti Bachao, Beti Padhao’ scheme
Uttarakhand has been adjudged as one of the country’s five best performing states under the National
Programme Beti Bachao Beti Padhao (BBBP) scheme aimed at addressing declining child sex ratio and
issues of women empowerment.
Key Points:
i. As per the Union Ministry of Women and Child Development, the State received this recognition for its
consistent performance in respect of sex ratio at birth.
ii. In addition to Uttarakhand, Haryana has bagged three awards, including one state-level and two district-
level awards, for consistent performance in respect of the sex ratio at birth (SRB).
iii. The two districts of Haryana which won the award are Bhiwani and Mahendragarh.
About Beti Bachao Beti Padhao (BBBP) Scheme:
♦ BBBP scheme was launched on 22 January 2015 by Prime Minister Narendra Modi.
♦ It is a joint initiative of the Ministry of Women and Child Development, the Ministry of Health and Family
Welfare and the Ministry of Human Resource Development.

Uttarakhand launches One-time settlement scheme for recovering NPAs of cooperative banks
On July 1, 2019, The State Government of Uttarakhand implemented a one-time settlement’ scheme for debt
trapped state cooperative banks which had the NPA (Non Performing Assets) of Rs 391.50 crore which have
piled up over the last 25 years.
Key points:
i. Relief: In this scheme, some relief will be given to the account holders, who have taken loans up to Rs. 60
lakhs from cooperative banks. The account holders who have died and already repaid the capital amount will
get total interest waiver.
ii. Common category: Those who have already paid interest equal to the principal loan amount will be
required to repay only the principal amount.
iii. Dubious accounts: For the ‘suspected’ loans, the banks will give a discount of 30 percent on interests of the
loans.
iv. Recovery: Loan repayments worth Rs 21 crore were collected in a one month.
v. Duration: The 100-day scheme is effective from July 1, 2019, and continues till 7th October 2019.

First-ever Himalayan States Conclave to be hosted by Uttarakhand on July 28, 2019


The first-ever Himalayan States Conclave will be hosted by Uttarakhand on July 28, 2019, with the main
focus on sustainable development of the Indian Himalayan Region. It will be held at Mussoorie. The event will
discuss the common issues pertaining to states located in the Himalayan Region like environmental protection,
Himalayan culture, and economic development.
Key Points:
i. Along with the administrators and specialists, the conclave will host the Chief Ministers of the Himalayan
states – Uttarakhand, Jammu, and Kashmir, Himachal Pradesh, Sikkim, Assam, Arunachal Pradesh, Meghalaya,
Nagaland, Tripura, Mizoram, and Nagaland.
ii. Rajiv Kumar, Vice President of Niti (National Institution for Transforming India) Aayog, will also be a part of
the conclave.
iii. The key points adopted at the Himalayan conclave will be presented as a draft to the Niti Aayog. This will
help to frame policies for the region’s development.

Six Sigma Healthcare proposed to set up Rs 750 crore project in Rudraprayag district, Uttarakhand
The proposal for setting up the High Altitude Institute of mountain medicine, training and research center,
given by the medical director of Six Sigma Healthcare, Dr Pradeep Bhardwaj was accepted by the Chief
Minister of Uttarakhand Trivendra Singh Rawat. Six Sigma healthcare, a company which operates hospitals in
Kedarnath, Tungnath and Madmaheshwar, will set up Rs 750 crore project in Rudraprayag
district of Uttarakhand.

Key Points:
i. Objective: To develop research in Allopathy, Homeopathy, Ayurveda, Naturopathy and Yoga concerning High
Altitude Mountains and to educate professionals in mountain medicines.
ii. Service: The institute will train armed forces and paramilitary personnel in Mountain Medicines, offer
courses in mountains medicines and high altitude rescue, train local people, schools, colleges in high altitude

Uttarakhand Current Affairs – August 2019


SC clears Chardham project, which will connect 4 holy places in Uttarakhand
On August 16,2019, The Supreme Court(SC) bench comprising of Justices Rohinton Fali Nariman and Surya
Kant has cleared the Chardham highway project, which will connect 4 holy places of Uttarakhand(Badrinath,
Kedarnath, Gangotri and Yamunotri)through 900 km all-weather roads by modifying an NGT(National Green
Tribunal) order to form a committee to look into environmental concerns.

Key points:
i. Members: The court also ordered Union Environment and Forest Ministry to form the fresh high-powered
committee by August 22, 2019 with additional representatives from Physical Research Laboratory, Wildlife
Institute of India and Defence Ministry.
ii.Rights: As per the order, the committee shall hold quarterly meetings to ensure compliance and may suggest
any further measure after each review meeting & should consider whether revision of the full Chardham
project should at all take place with a view to reducing the major impact on the environment.
iii.Time-limit: The committee has given 4 months to submit the report.
iv.Suggestion: It will also suggest the places in which afforestation should be taken and the kind of saplings to
be planted. Further plantation should be taken place, in case of non-survival of any sapling, and compensatory
afforestation should be 10 times the number of trees cut.
v. Background: The NGT had constituted a committee headed by Justice UC Dhyani , former Uttarakhand High
Court Judge to oversee the project.
vi. Chardham Mahamarg Vikas Pariyojna: It proposes to provide all-weather connectivity to four holy towns
of Uttarakhand.

Uttarakhand gets full member status in the BCCI by CoA


The Cricket Association of Uttarakhand (CAU) have been granted full membership in the BCCI (Board of Control
for Cricket in India) by the Committee of Administrators (CoA) on August 13, 2019.
Key points
i. The association has been inducted as member association and as a full member with amendments that are
required to be communicated by CoA.
ii. This membership grant brought an end to long-standing dispute among Uttarakhand Cricket
Association(UKCA), United Cricket Association ( UTCA), Uttaranchal Cricket Association (UCA) and the CAU
vying for BCCI affiliation.
iii. The Uttarakhand cricket association was also asked to appoint an electoral officer by September 14, 2019, in
accordance with the approved constitution.

Former ASG Amarendra Sharan passed away


On August 12, 2019, former Additional Solicitor General (ASG) and senior advocate Amarendra Sharanpassed
away at the age of 69 due to a heart attack in Rishikesh, Uttarakhand.
Key points
i. He is survived by his wife, two daughters and a son.
ii. Sharan served as ASG in the supreme court during UPA-I (United Progressive Alliance) regime from 2004-
2009. He also served as special counsel for CBI (Central Bureau of Investigation) in coal block allocation scam
case.
iii. He was appointed as an amicus curiae (an impartial adviser to a court of law in a particular case) by the
apex court that heard a petition seeking fresh investigation of Mahatma Gandhi’s assassination.
iv. He enrolled as a lawyer in 1975 after doing his LLB (law degree, Legum Baccalaureus) from Patna University
and started practising at Patna High court. He was later designated as a senior advocate after when he shifted
to Delhi in 2000.

Uttarakhand CM Trivendra Singh Rawat launches “Mukhya Mantri Dal Poshit Yojana” scheme in the
state
On September 12 2019 the Chief Minister(CM) of UttarakhandshriTrivendra Singh Rawat has launched
“MukhyaMantri Dal PoshitYojana” scheme in which ration card holders will be provided 2kg of pulses at
subsidised price every month in the state.
Key points
i. Beneficiaries: This scheme would benefit 23.32 lakh ration card holders in the state.
ii. Subsided price: 2kg of chana dal (chickpeas split) would be available at subsided price of Rs. 44kg per
month where its actual price is Rs 65-Rs 70 per kg in the open market.
iii. The scheme was launched as part of Prime Minister Narendra Modi’s vision of healthy India.

National forest martyrs day observed on September 11, 2019 at the Forest Research Institute (FRI) in
Dehradun, Uttarakhand
To commemorate foresters who had laid their lives to protect nature and wildlife in the remote corners of the
country, National Forest Martyrs’ Day was observed on September 11, 2019, at Forester Memorial in the
Forest Research Institute (FRI) in Dehradun, Uttarakhand.
Key points:
i. Indian Council of Forestry Research and Education Director Dr. SC Gairola and senior forest officials,
scientists and employees of ICFRE (Indian Council of Forestry Research and Education) and FRI were present
on the occasion to paid tributes to all men & women who have given the ultimate sacrifice for forests and
wildlife in India.
ii. A total of 1,400 forest personnel have been martyred while protecting the country’s forest wealth and
wildlife.
iii. On September 11, 1730, more than 360 people of the Bishnoi tribe were killed in Khejarli (now in
Rajasthan) because they had disagreed to felling of Khejri trees by the king of Jodhpur.

Uttarakhand CM launches awareness campaign called ‘Urjagiri’ to stop power theft
On October 2, 2019, The Chief Minister (CM) of Uttarakhand, Trivendra Singh Rawat has launched a public
awareness campaign called ‘Urjagiri’ to stop the electricity theft and saving in Dehradun, Uttarakhand.

Key points:
i. The CM also directed to strengthen UPCL (Uttarakhand Power Corporation) Vigilance Cell to ensure effective
action on power theft.
ii. Uttarakhand is second only to Gujarat in preventing line loss and power theft. After the formation of the
state, distribution losses have been brought down from 29.52 percent to 14.32 %.

4th edition of KAZIND-2019, a joint military exercise between India & Kazakhstan begins at Pithoragarh
, Uttarakhand
4th edition of KAZIND-2019, the joint military exercise between India and Kazakhstan commenced
in Pithoragarh, Uttarakhand on October 2, 2019, which will continue till October 15, 2019, with the
involvement of 100 soldiers from both the armies. It aims to carry out counter-terrorism operations in hilly
areas.

Key points:
i. During this time the soldiers of the two countries will share experiences of various military operations and
counter-terrorism retaliation.
ii. Various aspects of the emerging trends of global terrorism and hybrid warfare during military exercises have
been included due to contemporary influences in current times as well as global scenarios.
iii. This joint military exercise will enhance mutual defense cooperation between the two countries. At the
same time it will prove to be helpful in strengthening the bilateral relations between the two countries.
iv. About KAZIND: It is an annual event organized in turn in both countries.
