T h i s h a s r e f e r e n c e to t h e f o l l o w i n g r e c o m m e n d a t i o n s o f t h e
working* group c o m p o s e d of the T a r i f f C o m m i s s i o n , the National.
Statistical Coordinating Board and the National Statistics
Office formed to d i s c u s s t h e m o n i t o r i n g " o f A S E A N PTA import
statistics which were adopted by the Philippine Council for
ASEAN Cooperation - . Technical Board for ASEAN Economic
C o o p e r a t i o n during" i t s m e e t i n g ' on 15 N o v e m b e r 1 9 8 9 :

1. That the Bureau of Customs be requested t-o require

i m p o r t e r s availing* o f M a r g i n o f P r e f e r e n c e ( M O P ) u n d e r t h e
ASEAN Preferential Trading Arrangement (PTA) to file
another c o p y ( f o u r t h c o p y ) of t h e C e r t i f i c a t e of Origin
Form C b e g i n n i n g .1 J a n u a r y 1 9 9 0 . T h e f o u r t h c o p y of the
Certificate of O r i g i n s h o u l d b e p r o p e r l y n u m b e r e d and be
attached to t h e i m p o r t e n t r y t h a t g o e s t o t h e NSO which
will henceforth prepare the import statistics on the
a v a i l m e n t of M O P ' s under the ASEAN P T A .

2. T h a t the R u r e a u of C u s t o m s b e r e q u e s t e d to i s s u e a C u s t o m s
Memorandum Circular to enforce the proposed new
r e q u i r e m e n t for c i r c u l a t i o n to all p o r t s and s u b - p o r t s .

3. The National S t a t i s t i c s O f f i c e will compile the data for

1988 and 1989 while the Tariff Commission will prepare
those for 1986 and 1 9 8 7 . D e a d l i n e f o r s u b m i s s i o n of data
was s e t f o r e n d - D e c e m b e r 1 9 8 9 in t i m e f o r t h e next COTT
Meeting to b e h e l d in C e b u f r o m 27 F e b r u a r y to 1 March
1990.

In t h i s r e g a r d , w e w o u l d l i k e to r e q u e s t t h e BO'C to take
a p p r o p r i a t e i m p l e m e n t i n g " a c t i o n s on t h e a b o v e r e c o m m e n d a t i o n s .
