In the reference 5th cited the Superintending Engineer, NTR TGP Circle, Kadapa has
submitted the Technical Bid evaluation report in respect of work “ Construction of Sub
Surface Dam with sheet pile and pile cap with P.C.C. near near Gandi Anjaneya
Swami Temple of Chakrayapet Mandal- Kadapa.- for according approval.

In this connection, it is submitted that the scheme was taken up under Special
Development package ( SDP) 2016-17 in YSR District as Pilot model study in river Papagni
in Kadapa ( District)

The District Collector, Kadapa has accorded Administrative approval for Rs.2.36 Crores
vide Dist., Collector’s Proceedings No: 412/CPO/D1/SDP/2015, dt.05.07.2016. Accordingly the
estimate for the above work was technically sanctioned by the Chief Engineer vide
reference 2nd cited.

The draft tender notice and draft tender schedules for the subject work were
approved in this office for 4th call as there is no response for the 1st,2nd & 3rd call. The
eligibility criteria in respect of physical quantities and financial bid capacity in accordance
with G.O.Ms.No. 73, dt.27.06.2009 is provided and the clause permitting the agencies /
Contractors for tendering without insisting the registration in this state is also Provided.
 Accordingly, the Superintending Engineer floated tenders for the subject
work on ap “e” procurement platform vide SE’s Tender Notice No.18/2016-17
Dt.23.11.2016.
The schedule of tenders is as follows:

The above tender notice was published in tender digest on 26.11.2016 and also
published in two daily news papers ie., Andhra Jyothi(Telugu ) Daily news paper and Hans
India (English) Daily news paper.

The Technical Bids were opened by the Superintending Engineer, on 13.12.2016 as

per schedule and found that the single bidder ie., M/s RKN Project Private Limited, Nellore
has participated in the Bids for the above work.

The uploaded tender document submitted by the bidder on ap “e”procurement

platform was downloaded by the Superintending Engineer on 13.12.2016 and the
Superintending Engineer evaluated the Technical bid of M/s R.K.N.Projects Private
Limited, Nellore and submitted the same to this office for according approval.

The Technical Bid evaluation report submitted by the Superintending Engineer vide
reference 5th cited, is scrutinized in this office based on the tender conditions and the
tender documents such as
I) eligibility criteria in respect of required physical quantities, completion of similar
nature of work and bid capacity of bidder, & liquid assets facility.
 The above requirements pertaining to single bidder are analyzed in Annexure – III,
and Annexure - IV is as follows
