Working conditions and health

To analyze the qualification of air traffic pilots and controllers, the management policies related
to the qualification requirements were considered. Among the qualification requirements of the
worker are always aspects of educational level or vocational training. There are studies that take
into account even the years of study, such as the case of lavorel (1987). Qualification is
understood as a set of individual and inalienable worker attributes that integrate their work
capacity. It is the knowledge of the worker, knowledge and skills. In the case of aviation, there
are other requirements that are part of civil aviation procedures.

In this understanding it was observed and apprehended the experience of the worker in the daily
work process, composed by observation of the development of the process in work environments
and testimonials, giving rise to the understanding of the worker about his work, about the process
in which it is inserted. It is a shared experience that is built by the daily situations lived and
which are also their living and working spaces. The experience was seized, unfolded in two
moments. First, based on the experience that air traffic controllers and pilots live with systems
and equipment in performing their daily work. A second is the experience with the conflict of
relations in the daily clash with norms, with bosses, with the controversies between
responsibilities and authority.

To this end, a study was conducted with an investigative method composed of four steps: survey
and literature review; data collection through documentation, rules, procedures, routines; long-
term observation for more than six months, following the development of the work process, as
well as standards, routines and procedures, through management policy practices with dialogues
to grasp the daily process, as understood by those who perform; and collection of testimonials,
inside and outside the workplace to grasp the understanding of the work process and
health. Observation was performed on alternate days and times, covering peak and valley times,
on different days of the week.

Thus, a survey of seven items was made, namely:

1. Survey the requirements and requirements for those applying for air traffic controller and pilot
positions, schooling, knowledge, skills in the selection and hiring process;

2. Survey of the required physical aptitudes, by the procedures of medical, laboratory and
psychological examinations and tests performed at the time of selection and hiring;

3. Survey of the requirements of psychological and mental aptitude, by compulsory periodic tests
and examinations and interviews;

4. Survey and observation of the conditions of the rooms and workplaces in which these
professionals live;
5. Monitoring the forms of care and attention practiced in the daily work of these professionals,
such as activities, courses, regulation of breaks, guidance, norms and activities developed;

6. Interviews and testimonials about the conditions experienced by this category of workers,
from working hours, hours, rhythms and shifts, salaries, agreements and medical-hospital
assistance;

7. Survey of the procedures for monitoring health conditions, the conditions under which they
perform such monitoring and the institutions that take care and monitor the health of these
workers.

The procedures of the Code of Ethics were followed. The study was conducted with permission
to access the study sites by the Air Force Command and those responsible for coordinating the
operation of aviation companies. The study was conducted at the request of aviation
workers. Each statement explained the purpose of the study, beneficence, ensuring anonymity to
each one. The study report was sent to the applicants as well as to SRPV-SP and RJ.
