I. GENERAL

A. Project Brief

Road Rehabilitation Project “Muara Enim – SP. Sugihwaras” owned by the Government
of Republic Indonesia with source of funds from Asian Development Bank (ADB). The Project is
located between Muara Enim and Sugihwaras, province South Sumatera - Indonesia. This
project has functional length about 51.55 Km.

PACKAGE SS-02-I
MUARA ENIM-SP SUGIHWARAS

The major scope of works are in Asphalt Pavement Division, they are Asphalt
Concrete – Wearing Course (AC – WC) and Asphalt Concrete – Binder Course (AC – BC) Leveling.
Duration of the project completion is 540 calendar days (18 months)

j. Routine Maintenance Work


Routine maintenance of pavement, shoulders, ditches, drain, cutting & embankment,
and bridges.

B. Provision of site access work

Proper access roads are the first step to succesfully execute of the project. Good
access is needed to deliver equipment, materials, tools, and other material/goods for the
execution of the project. Access road should as short as possible have the adequate capacity
to carry the heavy equipments need for the project.

C. Environmental (preservation & impact)

In order not to having a negative impact to the environment and in reverse not to be
disturbed by the environment, everything has to be arranged properly. All vehicles should be
regulated in order to undisturbed the traffic on existing road. Avoid any jam that can result
loss to any parties is our concern since this will directly influence to the project activities as
well. Waste material disposal will be maintaned as such that the waste will not to pollute the
environment surrounding the project location.
The noisy resulted from the operation of the heavy equipment to be used for the
project will be minimized so as not to disturb the inhabitant surrounding the project. The
intensive coordination with the relevant government institution will be arranged to ensure
the project can be proceeded in the safely manner.

Borrow material area


Change of land surfaces will be occured as a consequence of cutting and moving of soil
material needed as embankment material for the project. Impacts to the locations are dust,
and increasing volume of rains water flow because of the underbrush vanishes.
Measures will be taken to preserve the environment as much as possible. Measures will
include making some deep holes to hold the rains water, cutting layer by layer so as not to
change the surface flow of water significantly, and eliminating the dust during excavation by
spraying water as required.

Quarry material area


The source of material are from 4 Quarries. The nearest is Quarry Suka Karya (deposit 100.000
m3 of stone). The others are Quarry Selangit (deposit 22.500 m3 of stone), Quarry Petanang
(deposit 25.000 m3 of stone) and Quarry Lesung Batu (deposit 50.000 m3 of sand). The map
bellow shows quarries location from the project.

Plant equipment area


Plant areas are Stone Crusher Plant, Batching Plant, and Asphalt Mixing Plant will be manage
so as to minimized unnecessary waste of material and negative impact to the environment.

Stone crusher area


The main effect to environment occurs at the stone crusher is the unavoidable noise.
Usually the stone crusher is operated 24 hours a day as such that the ideal location
should be selected as far as possible from the local community as long as have the
proper access.

Asphalt Mixing Plant area


Asphalt Mixing Plant has waste material such spilled of oil, fuel, and fail production
process. Its environment effects can be avoided by preparing good planning, doing as
planned, concerning in procedure and always making good communication of material
management between plant and site.

Batching Plant area


Batching Plant has waste material as spilled of oil, fuel, fail production process and
wastewater. Doing better, and concern to procedure, can avoid environment problem.
Especially for wastewater, recycling process of that waste while the waste material can
be used for other purpose so as to eliminate the environment effect.

Impacts of transporting material on the road are dust, spilled material and noise.
Measures to be taken to minimize the impact including covering the material with
canvas or plastic sheet during transporting, washing the wheels of the dump trucks
before entering onto the public roads and hauling material in the day light so the noise
of the trucks do not disturb people at night. In case of working in the night arrange the
speed of dump truck safely to the environmental.

Project sites area.


Impacts of executing the project to the surrounding areas are noise from the
equipment, and dust especially when executing the soil embankment.
Excavated soil during the boring process will spill of the area, so the area will be
potentially dirty and wet. To avoid the spilled soil, some dick will be made as
temporary disposal and remove to the disposal area as soon as possible.
To eliminate the disturbance of noise to the nearest villages, the noisy equipment will
be scheduled to operate in the daylight period (not in the night times). To minimized
dust, the surfaces of earth works will be sprayed with water where required.

Worker barracks
The adequate toilets and bathrooms will be prepared in the worker barracks to avoid
the environment effect from the natural human processes and maintain of the worker
healthy.

D. Traffic Management
Generally traffic condition at location of project is not busy. The act of maintaining
traffic conditions in the roadway to assure safe and pleasant driving conditions for public.
Traffic management consists of furnishing traffic control devices and services for the control
and protection of traffic through areas of construction, for roadway will be in conformity with
the “Pedoman Rambu-Rambu Sementara (PRRS)”.

Contractor will be at all times keep roads, affected by the operations, in good
condition, free from soil and material spillage, and will carry out repair and reinstatement
work, including asphalt pavement repair. We will co-operate with the pertinent agencies
regarding traffic control and all details will be subject to maintaining traffic safety and the
avoidance of traffic delay.
In order to facilitate traffic through the work area, it will be installed and maintained at
prescribed points on the work area and at the approaches to the work: traffic signs, lights,
flares, barricades, rubber cone with traffic lamps, warning and guide signs, temporary
barriers and fences, flagmen, and other facilities as required.

During construction period, the traffic management will be implemented according to the
stages of work progress following construction stages.

Target of this work is:


- To ensure Safety & Security of Traffic operations, workers and equipments also maintain
pleasant for the road user during construction period.

Efforts to achieve the target: -


- Arrange special meeting to coordinate all safety and security aspect required with the
Institution involved such as the Police Department, DLLAJR office etc.
- Install the Traffic Sign at the certain location.
- Secure the construction activities boundaries:
 Concrete barrier
 Temporary fences
 Plastic barrier
- Provide the required signage
 Lining (as police line tape)
 Lamp line
 Marking
- Install alarm at the strategic location
 Flash lamp
 Rotary lamp
 Announcing
- Provide person in charge as safety and security officer, flagman etc.
- Install the safety net where required.

II. SITE PLANNING

Site planning is made for managing the equipment location and other facilities that
will be utilized in construction project, such as warehouse, store, workshop, etc. Site
facilities of the project, planned locate at unused area beside the track of Muara Enim –
Sugihwaras Project or in the other place adjacent to the project site.
The good site management will ensure in securing materials, controlling the equipments, and
securing labour. The Engineer approval will also be provided prior the usage of site. The
location of material and equipment will be managed as below :
- Avoid disturbance in public safety
- Provision the required access to simplify in inspection and material investigation by the
engineer.
For site lighting purpose such generator sets will be utulized for its power. For
minimizing traffic jam, the existing road is utilized to be temporary road by arranging its
traffic. The waste of material will be exited from site as soon as possible, so the space area
will free from waste material.

1. Project Management Target


The highest priority of all activities when executing the project is SAFETY while
ensuring the traffic in normal operations conditions, and finish the project in construction
time planned are the another goals.
To reach the target above, Project Management Team will intensively communicate
with the institution of :
- Ministry of Public Works
- DLLAJ
- Police
- PT. Jasa Marga
- Local sub District Authority
- Local community beside of project

2. Site Organization Structure


To oversee the total project management, there will be a Project Manager (General
Super Intendant) of high qualification in road and bridge works, and will be supported by
some site managers of similar qualifications and experience. Supervisors will head solid
teamwork and report directly to the site manager. The site managers and the supervisors will
be directly involved in the planning, organizing, implementing, directing, and supervising
teamwork to ensure the completion project in the timely manner. Depending on the volume
of work, each group will be divided into sub-groups, as necessary. Each subgroup shall be
under one deputy supervisor supported by foremen and leadsmen as required.

Coordination at the top group level shall be handled by the supervisor / group team
leader. The site manager, the supervisors, deputy supervisors, foremen, and leader are highly
qualified to handle the individual assignment.
The technical and logistic/equipment departments, the fabrication plant operation,
and the survey team as well will be under the responsibility of the general coordinator from
standpoint of performance and control. The contract/administration department in the other
hand will be directly under the project managers, and independent but in co-function with
the general coordination/operation for the overall project. The work safety operation, site
security and quality assurance will be likewise independent and directly reports to the
project manager. All the major departments will be in close coordinating and working in
concerted efforts toward the accomplishment of the overall objective under the project
manager for the successful completion of the poroject.
The experiences of selected management team of PT. Waskita Karya will undoubtedly
fulfill the high performance requirement in the management of the project in both work
quality and delivery (key-dates) including background experiences of personnel in the
partinent schedules under this proposal.

3. Coordination Meeting
In addition to the coordination meetings between main contractor and the Employer
as required under the contract. Internal coordination meetings between the different site
departments to be chaired by the Project Manager will be held at least twice a month, to
keep abreast of the project status in terms of accomplishment and schedule overall. The
project manager could call site management meetings anytime required. Individual
departments will be covened meetings as well depending on the needs. Meetings between
departments among work teams within a department or between departments is highly
encouraged for the sake of coordinating and resolving whatever differences/conflicts exist
whether affecting the project, departments or individuals.
It is undoubtedly that only through open dialogue most if not all problems are
resolved and hopefully give best solution for everybody’s benefit. To keep the records
straight for future reference, preparation of the minutes of meeting is necessary and should
be strictly observed.

4. Project Reporting
We realize that we must strictly comply with the contract requirements for project
reporting on weekly or monthly basis and other instruction during the project
implementation. The format, information needed, the period, and other needs usually come
from the Employer. Weekly reports usually are prepared for individual work items as may be
required which is indicating among others the actual cumulative progress to date, the weekly

progress, the work schedule for following week, weather report, problems encountered,
unresolved problem, anticipated problems, etc. This report reflects the overall contractor’s
activities and direction and will give the Employer all necessary information for decision-
making.
On the other hand, the monthly report well be prepared / submitted with the primary
purpose of progress claim. Document evidences will properly support all claims by contractor.
The detailed accomplishment of the project will be shown and plotted against the original
schedule to define the actual performance against the plan. Among others, the equipment,
materials, accident if any and other relevant safety /security reports, and also progress
photos showing work progress between periods, accomplishment projection for original
schedule and cash flow will be prepared to monitor both weekly and monthly progress which
are essential/important project documents.

5. Safety and Sanitation


Usually lightly taken into account but in reality will cause big impact on project
morals are safety and sanitation aspects of the site. For this particular project, the safety
needs as well as the sanitation requirement levels are very high. These scopes of
responsibility cover not only the contractor but also the owner’s side as well and could even
extend to third parties. Particular attention and concern will be exercised by the contractor
in order to accomplish both missions coverage in its provisions/implementation.
Experience security personnel, safety teams, site medical attendants/aides, safety
equipment and stringent regulation such as safety work gears (helmet, shoes, buckles, nets,
platforms, fire extinguisher, etc.), sanitation facilities on the structures under construction
and within the project will be adequately provided. The contractor will leave nothing to
chance when it comes to safety/security and sanitation of site.

6. Quality Assurance
To ensure work-result as required could be achived it is necessary to control the
quality in every stage of work process and production line.
The classification of verivication will consist of :
- All of materials are used in the project.
- Selection of manpower to be used.
- Equipment maintenance.
- Control of material in the laboratory, and material on site.
- The quality controller who is responsible to the technical and equipment division
manager.
The best product is result from the good material (good quality and good delivery),
good proccess (right methode, right equipment, right person inchase), good control (material,

7. Target Obtaining Method


The management system is supported by the other element, namely software as a means
of controlling and hardware as a mean of supporting work performance.

a. Project Control System


A means of controlling is a very important thing to ensure the successful of an
execution of work. Prior to the commencement of the works anything related to the
controlling activities is prepared and will be poured into a list/form (control-form), which
refer to Time Schedule, equipment, material, and manpower schedule.
The main program that has been put into network planning and bar chart will be
detailed on the site. Daily program will be used. The realization will be controlled by the
report of work activity form. As to guide the performance on the site, the detail of
construction method must be furnished with shop drawing to be read and understood by each
worker involved on the execution. With the above mentioned, it is hoped that the target will
be obtained as required.

Number of each kind equipments and calculation will be shown in detailed analysis
calculation. Equipment will mobilized from nearest owned equipment sources if not possible
will mobilize from Jakarta.

d. Material
Material used in this package are reinforcing steel plain bars U-24, stone masonry,
gabions fabrication, geotextile, asphalts, aggregate base and soil embankment with material
from borrow excavation. Some material should be processed in factory and delivery to the
site in large size and heavy weight, some time needed special transportation.

e. Supplier (Vendor)

Supplier with enough experiences should be selected. PT. Waskita Karya have of
supplier list (Daftar Rekanan Waskita/DRW). If the supplier registered on DRW, he is one of
the selected and confident suppliers. He has success to show the requirement in Quality,
Quantity and Delivery time.

f. Manpower
To handle the project, the site management team will consist of;
- Manager and staffs;
- Supervisors, operators, mechanics;
- Labors.

The selected personnel who are experienced in the execution of major project or the
kind will be used as key-personnel. The workers, who will handle the work directly, will be

mobilized from outer region. The workers should be skilled, experienced and well developed
while helpers will be employed from the surrounding of the project. The total amount of
manpower will be employed and adjusted as necessary.

g. Interface Coordination
There will be many various kinds of activities, which are related one to another called
interfaces during the implementation of the works. Therefore, a good and integrated
coordination the works shall be very important factor to avoid any friction and uncontrollable
performance of works, which can cause unexpected obstruction in according to specified
phases. So the completion of the whole project will be done in accordance with the approved
master schedule.

h. Security
For securing of the project, PT. Waskita Karya provides a number of people who have
the main tasks are especially as follows:
- Watching the activity of labor.
- To control material and equipment owned by contractor to prevent from thief.
- To prevent and avoid fire in project, and maintain the fire extinguisher.
- To control of safety equipment for labor as helmet, safety belt, shoes, etc.
- To control and prepare the security fences at danger areas.
- To control of the equipments security.
- To control of the security against the disturbance and threat from outside and also
prevent from the possibility of fight within the project.

8. Detour
Due to prevent and minimized the existing traffic from being interrupted / disturbed,
the following detour will be proposed:
a. In the edge (start and end) of project
The edges of the project are starting point where the activity of project will interrupt the
existing traffic road.
Traffic signage, movable fence, rubber cones and warning plank will also be provided in
certain location to manage the traffic.
b. Crossing between existing roads with new elevated roads.
Parts of existing roads on crossing position will reroute with temporary road construction
to other location, during constructing the elevated road on crossing position. After
elevated road on crossing position finished, temporary road will reroute to crossing the
elevated road with the temporary abutment.
c. Some place, where the activities of project disturb the existing traffic road.

9. Overall Strategy to Manage the Project


- Key Personnel of projects will be selected from the company personnel who have similar
experiences and fulfill the requirement.
- Works will be carried out in all area at the same time, since the works in each region has
its own resources and will be act as an independents subsystem.
- The priority execution of structure is on crossing between existing roads and new
elevated roads.
- Minimize disturbance of the public traffic by arranging such traffic management and
traffic detour.
- All kind of the construction in lower elevation position will be executed first.
- All kind of the independent construction in each region will be started as soon as
possible.
- Use the available space area in nearest location for the workshop and base camp.
- Time implementation of project is 540 calendar days. One day is 8 hours. Overtime
working will also be done where required.
- Push the progress in dry seasons
- Use night time to delivery and install the large dimension material or heavy material,
where the process can disturb the traffic

III. METHOD OF MAJOR ITEM WORK

Surveying is initial work for all activities to construct the structure. Usually markings
is installed every 50 m long at centre of road in the straight roadway. Another marking at

centre of road that will be installed are elevation markings. Surveying activities is needed in
the beginning to check and fix the position of structure to be built while the same activities
will be carried out during construction to check the position and elevation of structure and at
the end of project to easily make the as built drawing.

A. General
All general works should be complete in 90 days after commencement, except for
quality control facilities should be prepared in 60 days after commencement and Engineer
facilities should be prepared in 30 days after commencement. Demobilization will be done
congruent to the usage of equipment schedule.

The following activities will be carried out in general works are as follows: -
1. Site Survey
This work is intended to know about the existing utilities such as electric, gas, water,
etc that should be kept its functions.
2. Setting Out
The setting out will be carried out to know the following: -
a. The boundary site
b. The existing building
c. The existing utilities

B. Drainage
The drainage works at Muara Enim – Sugihwaras will consist of the construction of
excavation for drainage ditches and waterways, mortar stonework, and porous drainage/filter
material. No specific work item to explain statement because all work is common work. All
Implementation process of Drainage works shall be done as required in Tender Document

C. Earth Works

Estimated quantity of this work about 67,323.7 Cu M. The equipment used is


excavator in the excavation area, dump truck for hauling to site and spread material use
motor grader, compacting by vibratory roller and water tanker in site area. One fleet of
equipment will execute this work.

D. Pavement Widening and Shoulder & Granular Pavement

Work item in this division is Aggregate Base class A and class B. Material aggregate
will be produced on mixing plant if raw material is not attended. Loader will mix to increase
the quality of composition material. Material aggregate mobilized by dump truck and dump at
location site. Motor grader will spread material in specification thickness. Vibratory roller will
compacted the spread layer until fulfill as the compacted design. Water tanker will supply
the water to maintain the water content of aggregate.

E. Asphalt Pavement

Asphalt pavement has two various mix for two kind usage pavement i.e. Asphalt
Concrete - Wearing Course (AC-WC) and Asphalt Concrete – Binder Course (AC-BC). Sampling
test of Asphalt pavement will be provided to check and assure the specified quality.

Initial Job Mix Formula will be prepared to fine out the mixing formula. Periodical
sampling will be carried out during mixing process. Compaction test, checking temperature
and random core drill to check the quality will also be conducted during construction. Kind
and agreed number of test, and all process required for quality checking of pavement should
be fulfilled as required in the tender document or other related document. Government
accredited institution or competent university laboratory will be involved to carry out
independent quality tests of asphalt pavement.

1. Construction of base course class A and B layers

Quarry/material source
Aggregate sub grade material was selected from approved sources in accordance
with specification.

Material that has been approved transported to stone crusher for crushed purpose.
Excavator and dump truck was used for excavation and transportation works.

Mixing had been done by using excavator at location of stone crusher. All aggregate
was free from organic matter and lumps of clay or other deleterious matters and the
grading was conformed to the grading requirement as shown on specification.

Crushed stone that have been mixed was transported to site by using dump truck.

The granular base material A and B was placed in uniform layers so that the
compacted depth was not exceeding 15 cm. Spreading by using motor grader.

Immediately followed final spreading and smoothing, each layer was compacted to
full width by compacter. Rolling was gradually progress from the low to the high point of
the cross section, parallel to the center line of the road, and shall continue until the
entire surface has been rolled.
Any irregularities or depressions that was developed, was corrected by loosening the
material until the surface was smooth and uniform. For the places that had no accessible
for the roller, the material was compacted by using hand stamper. The material was
both bladed and rolled until a smooth, even surface had been obtained.

The density of compaction surface/layers were compacted to at least 100% of the


maximum dry density as determined according to AASHTO T180. The finished surface had
been uniform, dense and even.

Preparation of surface
If there was an existing pavement, the first step is cleaning of existing pavement.
The surface of existing pavement was cleaned by manually of workers or by brushing
machine or equipment.
- Scarifying the existing pavement
The existing pavement was sacrificed by scarifier in a depth of minimum 5 cm, to
make good connection with the base A layer.
- Spreading base A layer
The granular base material A was placed in uniform layer so that the compacted
depth was not exceeding 15cm. Motor grader was used for spreading.

The dried aggregate was combined in the mixer in the amount of each fraction of
aggregates required to meet the job mix formula. The bituminous material was measured
or gauged and introduced into the mixer in the amount specified by the job-mix formula.
After the required amounts of aggregate and bituminous material have been introduced
into the mixer, the material was mixed until a complete and uniform coating of the
particles and a thorough distribution of the bituminous material throughout the
aggregate was secured.

The mixture was transported from the mixing plant to the point of use by dump
truck. No loads were sent out so late in the day as to prevent completion of the

spreading and compaction of the mixture during daylight hours. At the night works,
satisfactory illumination was provided.

Spraying of prime coat or tack coat


Prime coat was applied to the width of the section to be primed by means of a
bitumen distributor in a uniform, continuous spread. The rate of application of prime
coat was usually being in the range of 1.0 to 2.5 kg/sqm. The rate of application of tack
coat was usually being in range of 0.4 to 0.8 kg/sqm.

The mixture was laid upon an approved surface, spread and struck off to the grade
and elevation established. Asphalt paver was used to distribute the mixture either width

or over such partial width as it practical. On areas where irregularities or unavoidable


obstacles made the use of mechanical spread and finishing equipment impracticable. The
mixture was spread, raked, and lute by hand tools. For such area the mixture was
dumped, spread and screed to give required compaction thickness.

Compacting
After the mixture had been spread, struck off and surface irregularities adjustment.
It was throughout and uniform compacted by using rolling. The surface was rolled when
the mixture is in the proper condition and when the rolling did not cause undue
displacement, cracking and shoving.
Roller was moved at slow but uniform speed with the drive roll or wheels nearest
the paver. Rolling began at the sides and proceeds longitudinally parallel to the road
center line. Each trip was overlapping one-half the roller width, and then gradually
progressing to the crown at the road.
The surface level of pavement had been test. The specific gravity of the
consolidated mixture, as determined by AASHTO T230, was not less than 95 percent of
the specific gravity of laboratory compacted specimens that was composed of the same
material in like proportion. Laboratory specimen was consist of the mixture compacted
by the procedure of AASHTO T167.

Stone masonry and gabions structure is used for retaining wall at embankment area.
Stages to installing as follows :
- Land preparation, land that will be foundation of stone masonry and gabions must
appropriate with level on design.
- Mixing mortar concrete for installing stone masonry. Composition of cement and sand is 1:
4. Mixing process is done by concrete mixer.
- Stone that will be used must be clean for disturber, so we will wash the stones before
installing it become stone masonry.
- First layer of stone masonry, must be filled by mortar concrete, then we put stone above
mortar concrete and void between stone will be filled by mortar concrete.
- Gabions from fabrication will design in specification dimension by wiremesh filled with
stone.
