VIII. Legislative Profile and Support to Operations (Provide information if the codes and support mechanisms

• A code contains ordinances on the same subject matter regardless of the year of enactment, in a codified
manner. It embodies local rules and regulations drawn from such ordinances or resolutions which partake the
nature of ordinances. Codification implies the following processes: revision, amendment and supplementation,
the latter as a way to update the code in consideration of new laws or new ordinances on the same subject
matter. An exception to this is the Code of General Ordinances which contains different subjects which are
administrative in nature and intent.
• Codes are in support of administrative functions, regulatory mandates, corporate objectives, social
development, economic development and environmental management of the LGU. Decisions of the sanggunian
come in four (4) major types – administrative in intent, regulatory in nature, corporate in purpose and
developmental in focus.
• Ordinance or Executive Order on Freedom of Information may contain the salient provisions of EO No. 2, s.
2016 including: (a) procedures in filing and processing of requests for access to information; (b) inventory of
exceptions; (c) remedies in case of denial of request; (d) fees; (e) protection of privacy; and (f) keeping of records.

• The Manual of Operations / Standard Operating Procedures describes the LGU’s processes and systems
employed in the exercise of its functions and responsibilities to deliver public services. It is a mechanism to
communicate policies and procedures on LGU operations to guide employees and the general public.
• Human Resources Management and Development Plan defines the strategies and specific measures on how
to best manage and support the development of human resources to maximize their potential and heighten their
motivation in contributing to the attainment of organizational objectives.
• A Capacity Development Agenda is a three-year plan that guides the LGUs in implementing capacity
development Initiatives with allocated budget requirements for each capacity development intervention.

A. Office of Senior Citizen Affairs.- Republic Act No. 9257 mandates establishment of an office in cities and
municipalities that will spearhead implementation of programs that promotes welfare of constituents aged 60 and
above
B. Local Youth Development Office.- Republic Act No. 10742 provides for creation of an office in every province,
city and municipality that will facilitate development and involvement programs for the youth
C. Climate Change Expenditure Tagging.- It is the process of prioritizing and assigning codes to climate change
programs, projects and activities. This is done during the preparation of the

annual investment program. (DBM-CCC-DILG JMC No. 2014-01 and Local Budget Memorandum No. 70, s.
2015)
D. Local Project Monitoring Committee.- Originally established to serve as the monitoring arm of the local
development council, it is tasked to facilitate project implementation and devolve facilitation, problem-solving,
monitoring and evaluation of foreign, national and locally-funded projects to sub-national levels. (DILG
Memorandum Circular No. 2004-78 s. 2004, and Executive Order No. 93, s. 1993)
E. Pantawid Pamilyang Pilipino Program (4Ps).- is a national government program that provides cash grant to
the poorest of the poor and help elevate their socio-development status. Local governments, as partner of DSWD
in the frontlines, are key implementers of this program.
F. Agriculture and Fisheries.- Agriculture & Fisheries Modernization Act (AFMA), Agriculture & Fisheries
Modernization Act (AFMech), and Philippine Agricultural Biosystems Engineering Act provide for the organization
and staffing of agricultural engineering division/section of local agricultural offices.
