CHAPTER 5
STATUS OF PROJECT HIGHWAY

5.1 General:-
The Project Road is a section of National Highway No-11 from Mahua to Jaipur .National
Highway No-11, one of the major arterial routes of the country, originates from Agra (UP),
the famous tourist place, connecting NH-2 & NH-3 and terminated at Bikaner connecting
NH-8, NH-12 at Jaipur and NH-65 at Fatehpur Shekhawati

5.2 Project Highway – Cross Section:-


The Project Highway is widened to have a 4-Lane divided carriageway facility with 1.5 m
wide paved shoulders. The typical cross section of four lane divided carriageway with 4.5
m median is applicable to all rural section, the typical cross section with the 2m wide
median and 5.5m wide service road is applied for the urban areas. The widening of the
carriageway in the urban area is symmetrical with respect to the existing centre line of the
road while in rural section, the widening of the existing road is generally eccentric.

5.3: Geometric Parameters:-

 Width of Carriageway : 7.0M in each direction+ 0.5 Kerb shyness
 Shoulder : a) Paved- 1.5M

 Median : 4.5M in Rural and where land is available

 Service Road : 5.5M carriageway
 Footpath : 1.5M provided over the drain in urban areas

5.4 Intersections/Junctions (AT Grade):-


Concessionaire has designed the following junction with Channelization, all right turn and
left turn lane (auxiliary) for safe and smooth movement of traffic based on the turning
moment counts with the primary objective of identification the type of improvement
required for the junctions. The survey was carried out for 24hrs duration for one day. The
survey was conducted to obtain information on the directional movement of traffic on
intersection. The Following Junctions/Intersections is improved.

5.6 Truck Parking/Lay Bays:-


Total 6 Nos truck lay byes is construction along the project highway. The parking is
designed in the form of Trapezoidal area parallel to the Highway and separator from the
main carriageway by a physical barrier in form of kerb and pedestrian barrier. Basic
facilities such as drinking water and toilets for both ladies and gents with proper disposal

5.7 Highway Lighting System:-


The lighting arrangement is carried out at the Major Intersections / Junctions / ROB /
Grade Separator / Toll Plazas / Truck Lay byes to permit the vehicles plying on the roads
to move about with the greatest safety and comfort so that the traffic capacity of the road
during night hours is as much as equal to that of as planned for the daytime as possible.
High Mast Lighting is provided at the Major Intersections / Junctions / ROB / Grade
Separator / Toll Plazas and Truck Lay Byes keeping in view the following parameters:

 The average illumination level at the locations of Major Intersections / Junctions / ROB /
Grade Separator / Toll Plazas and Truck Lay byes is 20 Lux.

 The layout of the Street Lighting Poles is finalized keeping in view the height of Poles as
10 m and the spacing between these Poles around 40 m., so that the average
illumination level of 20 Lux is achieved.

 The height of High Mast is 25 m.

The details of items provided in the Project Highway are specified in Appendix - 5.7
attached.

The brief description of all the items provided in the Project Highway is described
hereunder:

5.7.1 Lighting System at Toll Plaza (TP-1 & TP-2):-


(i) 4 Nos. High Masts are provided at each Toll Plaza, i.e. two on either side of the
Toll Plaza.
(ii) 8 Nos. Double Arm Street Light Poles are provided in the median of the
approaching roads to the Toll Plaza on either side of Toll Plaza.
(iii) Illumination Level of about 100 Lux is provided at the Vehicle Lanes at the Toll
Plaza locations

5.7.2 Truck Lay- Bye where High Mast lighting arrangement could not be
provided:-
High Masts lighting arrangements are required to be provided at each Truck Lay Bye.
As 3- phase power supply is not available at the following Truck Lay Byes, so , 10 meter
high 10 Nos. Single, Arm Street Light Poles are provided to illuminate the entire Truck
Lay Bye area.

5.7.3. High Mast Lighting:-

5.7.4 Lighting System at ROB:-


1. One High Mast is provided in the center of the ROB and just near the Railway
Lines, thereby illuminating the Railway Lines on both sides of the ROB.
2. 48 Nos. Single Arm Street Light Poles are provided on the ROB, i.e. 24 Nos. on
the outer edge and 24 Nos. on the inner edge of the ROB. The lighting
arrangement is finalized keeping in view that the safe passage is to be provided

to the vehicles plying on them during night hours and as per the saving happing
due to non- provision of High Mast at Four Truck lay- Bye(s).
5.7.5 Sub – Station at TP-1:-
One No. 200 KVA Transformer Sub-Station is provided. 2 Nos. D.G. Sets, one of 200
KVA rating and the other of 100 KVA rating are provided as standby power supply
arrangements.

5.7.6 Sub – Station at TP-2:-


One No. 200 KVA Transformer Sub-Station is provided. 2 Nos. D.G. Sets, one of 200
KVA rating and the other of 250 KVA rating are provided as standby power supply
arrangements.
5.7.7 Fire Extinguishers:-
Sufficient numbers of fire extinguishers are provided inside both the Toll Plaza
Buildings & Sub-Stations.

5.8 Median Opening:-


The median opening is provided for the Local traffic and for the traffic who want to use the
facilities available from the other side of the carriage way. Where intersections are far
place additional opening is provided at a interval of about 2Km for U turns and diversion of
the traffic to one carriageways at the time of emergency or major repair. The list of the
approved median opening is enclosed in Appendix 5.8.1

5.9 Highway Signs:-


The road signs are the means of communication to the road users, especially drivers.
Therefore the signs are so placed the drivers can recognize them easily and in time. The
most of the signs are placed in LHS of the carriageway.

 All road sign is provided with retro reflective sheet of High intensity Grade type IX
 The road signs erected on the Project Highway is conforming the IRC: 67, Code of
Practice for Road Signs.
 The overhead signs are placed on a structurally sound gantry or a cantilever Gantry.
The Height 5.5m and lateral clearance of the sign structure is as per the MORT&H/
IRC specification.
 The material of the sign are as IRC-67

A. Sign Substrate:-
2 MM thick Aluminum sheet as base substrate.

3M brand micro prismatic grade reflective sheeting confirming to ASTM D – 4956 Type IX
specification. All information signs shall be made by plotter cutting (text, arrow and border
etc.) 3M brand Green ECF (Electro Cut Film) and pasting it over base sheeting of White
color. All traffic symbols shall be made joint less by using 3M brand process color
confirming to approved drawings.

C. Back Support Frame:-


Frames shall be made of 40 x 40 x 5 mm angle iron for all sign boards except toll plaza
sign boards which shall be of 50 x 50 x 6 mm angie iron confirming to approved fabrication
drawings for individual category of sign boards.

D. Sign Post:-
Vertical post shall be of 100 x 50 mm MS Channel. Pipe Post height is sign size 9a) + 2.0
m (b) + 0.7 m (c). except cantilever/ overhead gantry, hazard marker sign and object
marker sign which shall be as per approved fabrication drawing. Here

a) Is height of vertical sign size


b) Is height from the ground level to bottom of sign board
c) Is height embedded in earth.

Sign height of above mentioned signs are mentioned with their fabrication drawing.
E. Nuts & Bolts:-
Bolt size of 12mm x 40 mm along with nut and washer to joint shoulder mounted sign
support frame and vertical post. Further these bolts will be champherred to minimize theft
chances. Aluminum sheet substrate and angle iron frame will be joint using Aluminum
POP rivets at regular interval and self drill stainless steel screws at corners to minimize
theft chances.

F. Painting:-
Rear of Aluminum substrate, angle iron frame and gantry structures will be painted using
French Gray color. MS supporting post will be painted with two coats of Red Oxide
followed by two coats of enamel paint of alternate Black & White bands.

G. Foundation:-
Foundation of each category of sign boards shall be using M – 15 grade concrete in a pit
size of 700 x 400 x 400 mm or as mentioned in approved drawing.

H. Warranty:-

The Warranty certificates that the supplied Signs have the Diamond Grade Micro Prismatic
Reflective sheeting supplied by 3M India Ltd, Bangalore to M/s Active Concepts, the sign
Fabricator for Sign boards will conform to ASTM Type IX reflective sheeting. The Warranty

certificates are available with Concessionaire and a sample of the same is enclosed in
Annexure-5.9

5.10 Traffic sampling:-


As per schedule P of CA, NHAI through I.C shall have the right to undertake traffic
sampling for the purpose of determination and/or verification of the actual traffic on the
Project Highway by Automatic Traffic Count- cum- classifier.

For the purpose of the traffic sampling, Concessionaire has procured a potable type
automatic Traffic Count-cum- Classifier model No ITD/TCC540 from IRD with the following
specification.

The Traffic Sampling has been carried out at Ch 204+250 from Dated 28.04.2011 to
30.04.2011 by the ATCC for continuous three days by the Concessionaire and report was
submitted to IC for review. Concessionaire has asked to provide the sensor loops near to
Toll Plaza-I at Ch 156+600 for traffic count, the installation is still balance. Comparing
statement vehicle identification by AVC at Toll Plaza and ATCC is enclosed in
Appendix- 5.10

5.11 Traffic Signals:-


The Traffic Signals has provided at the At- Grade Intersections
 Sikandra Junction at Ch 154+500
 Shahpura Junction under Grade Separator- Ch 182+050
 Kanota Junction at Ch 220+500
The Traffic signal at Sikandra Junction was provided on the edge of the Carriageway due to non
availability of the Land and same was damaged and removed during the Gujjar Agitation.
Concessionaire is agreed to fix up the new after the development of Junction which is hold up
due to non- availability of land and the other two is installed as per IRC:93-1985 and the same
was concurred.

5.12 Traffic Safety Measures:-


5.12.1 Pedestrian Guard Rail:-
Is provided to control and guide the pedestrian road crossing movement safely at the designed
places. The Pedestrians Guard rails are provided in between main carriageway and Service
Roads. The location of the Pedestrian Guard Rail is provided in Appendix-5.12.1

5.12.2 Steel beam Guard rails (W-Type):-


W- Type Guard Rails are installed mainly at major hazard locations particularly (a) where
embankment height is more than 3 m (b) Bridge approach (c) at the Junction and curves etc.
Metallic Guard rails also provided and installed short transition Flared section at the approach
end. The location of the W-Type Guard Rail is provided in Appendix-5.12.2

5.13 Road Furniture:-


The Road furniture such as traffic signs, kilometer posts, hectometer stones, ROW pillars was
provided on the Project Highway provided as per the IRC Codes and meet the specification
requirement of MoRT&H specification.

5.14 Precast Anti Glare in TCS-2 Locations:-


Precast Anti Glare has been provided in the median of urban sections locations at the spacing
of 5 meter. The Anti Glare is place at an angle of 30 degree so that the vehicle’s lights should
not be effect on the other direction traffic. The Height of the Anti glare is kept 1250(950 +300)
from the kerb top. The each anti Glare unit placed over the prepared base and after fixing the

precast unit the pit filled with PCC M-15 cement Concrete. All the units are painted for better
esthetic.

5.15 Administrative, Operation & Maintenance Base Camp:-


As per CA requirement, a minimum of 300 sqm of constructed area of base camp is to be
provided near the Toll Plaza location with the following facilities
a) The main administrative, operation and maintenance base camp shall be provided to
cater to the requirement of the following services;
I. Fee Collection
II. Highway Maintenance
III. Facilities for storage and repair of maintenance equipments, vehicles and
materials
IV. Any other requirement
b) The base camp shall be housed in suitable area. The layout of the different buildings and
facilities shall be finalized in consultation with the Independent Consultant/NHAI.
c) The Administrative building shall primarily house the Main Control Centre, the Security
Headquarters, the Central Store, the Toll audit and data processing units in addition to
other secondary facilities such as computer room, office space, stores, sanitary facilities,
canteen etc. the main base camp shall have adequate parking space for staff and
visitors.
d) The maintenance area shall have a centrally-located building to overlook the
maintenance workshop etc. A separate storage area shall be earmarked for inflammable
materials. The maintenance block shall have enough spaces to park to equipments and
machinery deployed for maintenance activities. Adequate parking space shall be
earmarked for the staff vehicles and visitors’ vehicles In addition. There shall be
adequate and well-illuminated covered parking space for all the maintenance vehicles.
e) In addition the base camps shall have a power sub-station and supplies room to cater to
the power requirements of the camp. The sub-station shall house a standby generator to
provide the required power in case of failure of normal power.
f) The camps shall have adequate lighting during dark periods and night.
g) There shall be underground fuel storage area with delivery facilities (Petrol / Diesel
Filling Station) at the Main Base Camp site to adequately cater to the demands of
maintenance and patrolling activities.
h) The base camps shall not have more than one entry and one exit point. Both of these
shall be manned by security personnel at all times.
i) The camps shall be landscaped so as to protect the area from dust and noise from the
Project Highway.

j) The laboratory facility to be established for testing of various materials related to road
construction and maintenance shall be located at the main base camp.
The land at TP-1 (Ch. 156+600) has not handed over to Concessionaire by NHAI. The
Concessionaire has requested to use their base camp at Khedli (Ch. 174+000) as base
camp for which IC/NHAI is agreed.
The land at TP-2 (Ch. 204+000) for Administrative building is handed over to
Concessionaire, the construction of the Administrative building is under go and likely to
complete by August 2011.
5.16 Shifting of Utilities (Electrical Lines/Poles, Water Supply/Sewerage Pipe
Lines, Hand Pumps):-
5.16.1 As per clause 8 (i) of the Schedule ‘B’ SCOPE OF THE PROJECT, Utility
relocation was the responsibility of the Concessionaire. The cost of the same was
to be borne by NHAI.
5.16.2 Vide NHAI HQ letter No. NHAI/BOT/11019/5/2003 dated 19th February 2004 an
addendum to the bidding documents was issued which was to be an integral part
of RFP. As per para 2.4 of this letter the “Onus of shifting all involved utility service
rested with the Concessionaire.” Also “NHAI was to provide necessary support and
shall bear all such costs, which are intimated by the concerned Government or
other concerned agencies.”

5.16.3 The Concessionaire prepared separate estimates for shifting of electrical lines and
water supply lines respectively. These estimates were sanctioned by NHAI as per
following details:-
 For electrical line shifting vide NHAI letter No NHAI/BOT-II/11016/2/2005/752 dated
02.3.2006 for Rs. 14,59,61,005 as per following:-
(a) Supply = Rs. 13,55,21,872
(b) Erection = Rs. 1,04,64,439
Total = Rs. 14,59,86,311

 For water supply lines shifting vide NHAI letter No. 18013(i)/1/2005-JPR/PHED/1587
dated 18.3.2006 for Rs. 5,83,72,781 as per following;
(a) Water Lines
(i) Supply = 41,41,6482
(ii) Erection = 82,01,476.50

(b) Hand pumps


(i) Supply & Erection = 8,75,4822.50

 The electrical line shifting work amounting to Rs 10,48,93,433/- has been executed. A
sub-division-wise break-up of sanctioned cost & work executed. The final bills of the
amount duly unified by concerned executive engineers of JVVNL have been submitted to
PD, PIU-Jaipur.
 Similarly water pipe lines and hand pump shifting wore amounting to Rs 4,63,72,252/-
has been executed. The Final Bill has been submitted to PD, PIU- Jaipur to make
payment to Concessionaire.
 The Work of the utility shifting is completed by the Concessionaire except in the Places
where the Land has not been made available. Concessionaire has issued a certificate in
this regard. The list of the balance work which is not completed due to Non- availability
of land included in the balance Punch list for issuance of Completion Certificate.
