NATIONAL GAMING BOARD

PRESS RELEASE
The National Gaming Board (NGB) is a body corporate established under the Lotteries and Gaming Act No. 7 of 2016.This is the third licensing
round under the Act.
The NGB was established to enforce the law relating to the conduct of lotteries, gaming, betting and casinos, to establish the National Lotteries
and Gaming Regulatory Board, to provide for licensing and regulation of lotteries, gaming and betting; to provide for taxation of casinos,
gaming and betting activities.
The Board is therefore mandated by law to supervise and regulate the establishment, management and operation of lotteries, gaming betting and
casinos in Uganda, and to protect the citizens from the adverse effects of gaming in Uganda.
LICENSING
The activities licensed under the ACT are:

a) Lotteries
b) Casinos
c) Betting houses
d) Slot Machine operations
e) Bingo Operating Licence

Licensing Process:

In line with section 26 of the Lotteries and Gaming Act a person shall not establish or operate a casino or provide gaming or betting machine
without a license. In operationalizing this Section, the Board advertised to the public for expression of interest of both renewal and new applicant
and in line with Section 47 of the Lotteries and Gaming Act, 2016 provides that applications for renewal of licenses issued under the Act shall be
submitted at least two months before expiry of the license.

The existing applicants were vetted against the following criteria

 Dully filled license Application forms and Application letter

 Audited Accounts for the previous year (the team put a lot of emphasis on this requirement following the guidance given by the office
of the Auditor General on minimum capital requirements, 250 million shillings for betting and 1 billion for casino operators).
 Current Income Tax Clearance by Uganda Revenue Authority
 Annual return forms of a company with share capital 2018
 Certificate of Good Conduct for all key foreign shareholder’s directors and staff of the applicant
 Interpol clearance for all key staff of the applicant
 Work Permits for all foreign staff
 An appropriate Corporate Social Responsibility program in accordance with the Boards framework
 List of gaming equipment in the boards approved format
 Applicants shall indicate details of the branches being applied for in the approved format.
 Proof of citizenship of Shareholders and Directors
 Licensing fees
 Security Guarantee

The new applicants were vetted against the following criterion

 Application fees
 License application form and a cover letter
 Proof of incorporation
 Proof of capital adequacy (250 million shillings for betting and 1 billon for casino operators).
 Games and equipment that applicant intends to operate
 Details of premises both the principle location and operational premises
 Business plan 2019
 Proof of tax registration
 Details of company shareholders; police clearances/ proof of citizenship
 Details of company directors; CVs/police clearances/ proof of citizenship and work permit if foreign
 Details of key employees; CVs/police clearances/ proof of citizenship and work permit if foreign
 Bank account details
 Corporate Social Responsibility plan 2019
  Licensing fees
 Security Guarantee

Licensed companies should adhere to the Law and Regulations and in particular.

 Terms and conditions of the licenses issued to them

 The minimum size of Casinos, gaming/betting premises must be 30sqms and can only be located in a city, municipality or Town council.
 Gaming equipment, systems and software must be authorized and registered by the board before use.
 Key employees must be licensed by the board these include the Chief Executive, Chief of operations, Chief of accounts, Premises
managers /gaming floor managers for casinos.
 Minors who are defined by law as persons below 25 years must not engage directly or indirectly in gaming/betting activities. Therefore
operators must require all punters to show a national ID as proof of age before accessing any gaming, betting or Casino premise.
 Operation times – all gaming and betting operators are required to operate within the prescribed times of 10am - 4 am.
