The permit is issued only to the entrepreneur (individual entrepreneur / legal entity), established in
Georgia.
The Permit is issued for 5 years. The fee is paid yearly in advance.
The Revenue Service is obliged to issue its decision within 20 business days after submission of the
application from the permit seeker. If the decision is not made by the Revenue Service within the
given timeline, the permit is considered to be granted.
1. Written application prepared in accordance with the form and content as prescribed by the Revenue
Service of Georgia;
2. Regalement –shall include game rules and description of products / services / registration rules and
predetermined topics by the law.
3. Certificate of Authorization for the critical products / services used by the permit seeker. The
Certificate of Authorization is issued by the Selected Person (Random Systems Georgia).
4. Technical documentation for the game management.
5. Confirmation of existence of price funds (if any).
6. Certificate of conviction of the applicant's management and representative(s), founder/partner (if
any), beneficial owner.
7. Document certifying the provision of an origination of funds, paid for the permit fee. The
responsibility regarding the correctness of the document lies on the permit seeker.
8. Contract, concluded with the B2B permit holder, showing that products offered to the players are
originated from the licensed source.
9. Any document, the Revenue Service considers necessary for the permit issuance purposes.
Please note that the permit for organizing prize/winning games / sports betting may be issued with or
without the permit for organizing land-based establishments. The difference is in amount of PERMIT
FEE and type of activity.
The permit conditions to obtain a permit of Game Service Provider (GSP) (B2B permit) are given under
the Law of Georgia On Organizing Lotteries, Games of Chance and Other Prize Games (the “Gambling
Law”) and Law of Georgia on Licenses and Permits (the “Law on Permits”).
One of the permit conditions for B2C and B2B to acquire a permit from the Revenue Service of Georgia
is to present an authorization certificate issued by the Selected Person.

Overview of the Process
If the initial audit confirms the absence of substantial incompatibilities with the established standards /
requirements which cannot be rectified during the current authorization process, the Selected Person
may upon its discretion issue a Provisional Approval Certificate up to the period of 3 (three) month for
the rectification of defects.
As a result of integration procedures, the Applicant shall be able to send XML reports to Selected
Person.
