We feel that each Polling organization and the


DOL/Department of Labor has failed to be “inclusive”
of the target audience identified in this report at the
census tract level with the specificity their numbers
dictate within the state of Wisconsin and the USA.

Target Groups
African Americans, other People of Color and the Work Challenged
Milwaukeeans (employed, unemployed/underemployed and low/no income)

The “Economy of America” is NOT doing well for the


target groups of this report.
Ask African Americans, other People of Color, and Work
Challenged taxpayers without a job and those with one-
two-three jobs, those with school and quality of life debt,
those at POVERTY Level, those about to be at poverty
level, and those head of households wading through
Enduring Concentrated Poverty per census tract.
It is misleading, oppressive, and dangerous for pollsters AND
DOL to continue using faulty data to perpetuate the false
assertion that each state has a LOW unemployment rate.

Milwaukee Professionals Association LLC, a public policy


firm based in Milwaukee, has chosen to look at the authenticity of
Polling since its prima facie results are face value determinants for
decision-making and the faulty data is given an A-rating and considered
a “gold standard” in reliability for pollsters and the DOL/Department of
Labor; even though, they do NOT speak truth to the demographic
populations of African Americans, other People of Color, and Work
Challenged (employed, unemployed/underemployed and low/no
income) at the census tract level. The poll data fails to extrapolate
consistently the opinion of target groups of this report and weigh the
weight of poverty seen in the marketplace per each oppressed

neighborhood – which is always higher (many times double or more)
than Caucasian data.
“Truth-and-trust” polling is necessary to build consumer

confidence and Smart Growth in these neighborhoods since the


snapshots are negative and too often NOT representative of potentials
and the accuracy of urban and rural census tracts.

In this analytical report for MPA-LLC’s Public Policy Review on


polling, Mary Glass spotlights Marquette University Law School Poll
status of a “gold standard” poll - the best, most reliable, or most
prestigious thing of its type - Yet there is a huge gap of EXCLUSION
of the largest populations in Milwaukee at the census tract level that are
consistently left out of MULS data reports.
Consistent INCLUSIVENESS of the UNDERSERVED markets in poll data will
encourage participation and decision-making which will reveal “hidden talent” at the
census tract level that is overlooked in the Gross National Product and National
Norms.
Marquette University Law School/MULS is located in Milwaukee.
Milwaukee has the largest African American population in Wisconsin. It
is also the largest city in Wisconsin (over 500,000 people). According to
the Brookings Institution and the Federal Reserve’s report, Milwaukee
was branded as an Enduring Concentrated Poverty city in year
2008.
Milwaukee is the location of the 2020 Democratic National Convention.
Milwaukee has a large bloc of urban voters, over 300,000 presently. The
majority of the population is made up of People of Color.

Lack of Inclusion
CENSUS Tract Inclusion/CTI”. CTI is up-to-date “raw
demographic data” at the census track level. It is monitored

consistently and accurately.


CTI consist of each individual capable to work and denied
work – this includes those who have STOPPED LOOKING due to
barriers and biases in the marketplace.
CTI requires a finely tuned template that has connectivity with
the target groups through up-to-date communication tools,
such as accurate telephone numbers, accurate email addresses
and customized networks created through hands-on rapport of
focus groups and forums.
CTI is needed for authenticity of the private polls and the
Department of Labor monthly labor reports.
To report only Caucasian data and data of a small amount of
medium to high income people stack-the-deck and supports
false narratives that are heard from pollsters and repeated by
elected officials, educators, financial analysts, decision makers,
pundits, media outlets, workforce development organizations
as well as temporary and permanent employment agencies.
All data sets of Polling should seek “inclusion” and “equity” for
the total USA population with:
Specificity in scientific and demographic review to help
eliminate false narratives that drive up oppression,
segregation, racial bias, discrimination, redlining,
gentrification, disparity in the economy, misappropriations,
and Enduring Concentrated Poverty. CLICK

Poverty.

DOL Report
On the last Friday of each month, there is a posting of
employment through the U. S. Department of Labor Statistics

that does NOT provide the overall economy with valid facts of
the analytics within Enduring Concentrated Poverty areas.
This is a turn-off for the target group because they “do NOT” see
themselves and their conditions reflected accurately.
In fact, government and private

Supplemental Programs
The target groups are mired in poverty and it is only with the
support of supplemental programs such as social security,
food stamp and tax credit, families in poverty America would
drown. Pollsters’ data penalize with their asymmetrical data.
Those submerged in poverty are rescued by 2019
supplemental programs such as social security and the Supplemental Nutrition

(USDOL/Bureau) sends the wrong message for advancing


“consumer confidence” for economic growth. DOL’s failure to
consistently and with equity survey “Work Challenged”
individuals in the marketplace at the census tract level affects
the gross national product, gross national income, and trade.
DOL and pollsters EXCLUDE primary factors below. They are:
 Lack of 35-40 hour employers in urban and rural areas.
 LACK OF ENTREPRENEURSHIP.
 Low/no income.
 Income without “insurance” and benefits.
 Employed/unemployed/underemployed ratios.
 RESTRICTED applicants due to “incarceration”.
 RESTRICTED applicants due to public transportation.
 MULTIPLE JOBS (at once) – first/second/third job.
 Less than 35 hours per week – part-time.
 Lack of relevance of Workforce Development.
 Varied Wages of $7 - $10 per hour and minimum, living,
hourly wages.
 Lack of “internet high-speed”, access and use.
 Damage done with DOL’S monthly reporting.

USDOL Employment Situation Summary


Friday, January 10, 2020, US labor report for December 2019, shares,
In December, 1.2 million persons were marginally
attached to the labor force, down by 310,000 from a
year earlier. (Data are not seasonally adjusted.) These
individuals were not in the labor force, wanted and
were available for work, and had looked for a job
sometime in the prior 12 months. They were not counted
as unemployed because they had not searched for work in
the 4 weeks preceding the survey. (See table A-16.)

Among the marginally attached, there were 277,000
discouraged workers in December, down by 98,000 from a
year earlier. (Data are not seasonally adjusted.)

Discouraged workers are persons not currently looking


for work because they believe no jobs are available for
them. The remaining 969,000 persons marginally attached
to the labor force in December had not searched for
work for reasons such as school attendance or family
responsibilities.

Polling with Authenticity


We are asking for accuracy and inclusiveness from pollsters –
CNN, Harris, GALLUP, Rasmussen, Quinnipiac, Marquette
University Law School Poll, Emerson College Polling, Pew, Fox
New, Survey USA, New York Times/CBS, Time/CNN, ABC
News/Washington Post and WSJ/ABC to name many.

All municipalities around the country need to be concerned with


this as it is a matter of 21st century economic survival at the census
tract level for urban and rural infrastructure viability. It is not a
frill issue or one specific to one region.

Larger counties like Milwaukee also


allow one to look at poverty rates
within the county because the sample is
large enough to break down the data
within Milwaukee into eight separate
subcounty areas. In these areas poverty
rates varied from 8.4 to 38.2 percent,

Why Marquette University Law School Poll?

economic development to promote the eradication of discrimination,


segregation and Enduring Concentrated Poverty in the public square.
Marquette University is located in the city of Milwaukee and is a higher
education site specializing in law.

Since Marquette University Law School Polling is being


bounced around as a “gold standard” on NBC Meet the Press
and other news outlets by elected officials, candidates,
pundits and other well-known public entities as the TRUTH,
we are calling for data results from Professor Charles
Franklin’s Marquette University Law School Poll that reflects
the demographic target groups per census tracts in
Milwaukee, Racine and Kenosha (largest African American
populations in Wisconsin).
We call for MULS Poll to honor its motto, “A COMPREHENSIVE LOOK AT
THE WISCONSIN VOTE”.
We questioned the authenticity of Marquette University Law School
Poll as a “gold standard” in polling because of its lack of demographic
CTI data at the census tract level in the 96.8 square miles of the city of
Milwaukee.
We fail to see “joint inclusiveness” of Milwaukeeans in its data sets
relative to MULS Poll motto – A Comprehensive Look at the Wisconsin
Vote. African Americans and other People of Color are missing from
public discourse led by Professor Charles Franklin and Kevin Conway
of the MULS Polling.
Lack of detailed participation of the Electorates in Milwaukee in MULS
ongoing Polling Initiative (website, forums, interviews, focus groups,
etc.), and lack of raw data from the census tracts of the target groups
in Milwaukee is a giant missed opportunity at the neighborhood level.

The target groups make up the majority population of the city of
Milwaukee - Wisconsin’s largest city (over a half-million population
and over 300,000 voters in November 2019).

Electorates in the city of Milwaukee makeup a large bloc of voters as


seen in Tony Evers – Governor of Wisconsin race as well as the
probability vote outcome between Hilary Clinton and Donald Trump
in the 2016 vote in Wisconsin.
MULS Poll has a unique position to address the ills of employment,
income and poverty that has a strangled hold on the growth of the
city of Milwaukee.
Milwaukee is known as the “gateway” for business to Wisconsin. It is
also known as an Enduring Concentrated Poverty city since 2008 and

Why Milwaukee/Racine/Kenosha
Milwaukee alone has a population of over 310,000 registered voters at
this time from the population of over a half million (592,025 in 2017)
Milwaukeeans.

correctly in MULS Impeachment poll recently.


Demographic sampling at the CTI level is important because Milwaukee,
Racine and Kenosha represent three (3) large voting blocs of African
Americans in southeastern Wisconsin that can change the Voting
results if they VOTE or do NOT VOTE. This was seen in the election of
Tony Evers for Governor of WI (heavy Milwaukee vote). And, were the
deciding loss votes (large African American vote stayed home) for the
Democrat vote in the 2016 election for Hilary Clinton. Donald Trump
won by 22,748 votes.
We feel that MULS Poll MUST show more scientific data depicting
demographics as a part of its “Comprehensive Look at Wisconsin”
when sharing 2020 polling that will weigh so significantly on the
upcoming Presidential election, local elections, gerrymandering and
economic growth. We must see our faces on in the interviews, forums,
MULS website, focus groups and working with you as the lead staff of
this Milwaukee-based polling site.

African Americans, other People of Color and the Work Challenged


citizenry of Wisconsin makeup the target group for this communication.
People of Color represent a huge sample of statewide data that is
dwarfed when placed in a plurality, but the target audience is able to
impact the win/loss of a candidate, referendum, and group of
Electorates. African Americans densely populated results, though
fewer in the state population or nation total, continues to show results
of major value and are now recognized as “the” major bloc – gender
and race – for the Democrat Party.

Going Forward
The 2020 Election will use polling to push and pull votes, often with
discrimination, BIAS and disenfranchisement.

MULS Poll has an opportunity of truly being “Comprehensive” with


their Initiative. We do not see painstaking opinion polling mentioned
in data samples that allows thorough examination of “demographics”.
We wondered if Push polling was the emphasis of your opinion polling.
We wondered about the “scientific significance” of your polling.
We wondered about the accuracy of cell phone numbers, landline
numbers, emails, and data base of MULS, especially since Marquette
University Law School Polling shows NO significant evidence of
interaction with the target audience of African Americans, other
People of Color and Work Challenged (low/no income and
unemployed/underemployed) citizenry in Milwaukee.

We do not see Marquette University Law School Poll staff including the
target audience on its website, in its forums, interviews, Mike Gousha’s
shows, and data/media coverage. Your output/input appears to be
Caucasian focused. This ensures that the target audience of this
communication is aggrieved.

I am concerned about issues that particularly affect African-American,


Hispanic and Latino, Asian and all people of color and people who are
economically disadvantaged in the state. In many cases we have
turned to analysis of US Census data to be able to speak to these
issues because the Census data are much more comprehensive and
with far larger sample sizes than are possible with the Law School
poll. We try to use the best data available for the particular topic.
