    I hereby CERTIFY that the work under the above-named project including all
    appurtenances there to, has been satisfactorily completed and no work remain that
    all charges or bills for labor or services performed or materials and charges against
    the contractor, have been paid in full and in accordance with the terms of the
    contract, that no liens have attached against the project, that no notice of intention
    to claim liens is outstanding that no suits are pending by mouse on the project
    under the contract.
