FOREWORD
As a small island state with no natural resources, Singapore’s quest for
security and resilience has been a constant, relentless imperative since
independence. We have tried to convert existential vulnerabilities into strategic
opportunities through an urgent exercise of human imagination and innovation.
This was only achievable through continuous investment in our people. The
Singapore Cooperation Programme (SCP) reflects our belief that a country’s
most valuable asset is our human capital. Since its establishment in 1992, over
125,000 participants from more than 170 developing countries have participated
in our programmes.

The global order today is undergoing a rapid transition. Against the backdrop
of a shifting geopolitical balance, the international consensus for free trade,
economic integration, and globalisation is fraying. We are also grappling
with disruptions such as climate change and the ongoing digital revolution.

We must work fast to identify solutions to these future challenges. During our
recently-concluded ASEAN Chairmanship, Singapore launched the ASEAN
Smart Cities Network – an inclusive and collaborative platform for cities
within ASEAN and beyond to work towards the common goal of smart and
sustainable urbanisation. Building on this foundation, Singapore will continue to
help build greater capacity in smart cities development, which we have made
a key training cluster in the 2019 SCP Calendar. We have also launched a new
“Climate Action” cluster under our Climate Action Package to develop capacity
in long-term climate mitigation and risk adaptation strategies. This is part of
Singapore’s commitment to supporting fellow developing countries’ efforts to
be climate resilient.

The SCP was originally established to pay forward the assistance that
Singapore received from the international community in our early years
of independence. As we mark the 40 th anniversary of the Buenos Aires Plan
of Action for Promoting and Implementing Technical Cooperation Among
Developing Countries, a growing number of the SCP’s Third Country Training
Programme partners now hail from the Global South. I hope that the SCP will
continue to be a useful platform for South-South cooperation and triangular
cooperation in helping our fellow developing countries achieve the 2030
Agenda for Sustainable Development.

The Asia-Middle East Dialogue (AMED) was started in 2004 with the aim of
fostering dialogue and mutual understanding, and strengthening cooperation

The Initiative for ASEAN Integration (IAI) was launched in 2000 to coordinate
ASEAN’s efforts to narrow the development gap between the newest ASEAN
members – Cambodia, Laos Myanmar and Viet Nam (CLMV) – and the more
developed countries, and to enhance the overall competiveness of ASEAN

The International Monetary Fund (IMF) – Singapore Regional Training Institute


(STI) is a joint initiative between IMF and Singapore, with the support of Japan
and Australia, to enhance economic and policymaking capacity across Asia
Pacific. The STI conducts courses and seminars in Singapore and the region,
on the formulation and implementation of macroeconomic and financial
policies. Since establishment in 1998, the STI has provided training to over
14,000 officials.
