Dated 30 Mar 12

NC Water Conservation

1. Water is essential to maintain operations on NC. Therefore water conservation is

of great importance and it requires assistance from commanders to ensure that it is
adhered to. There are 3 levels of water conservation in NC and they are triggered by
the following:

a. Level 1 – NC is contained

b. Level 2 – NC external water supply is cutoff

c. Level 3 – 3 DOS of water remains in NC

2. Level 1.

a. This requires the signs around North camp to be adjusted to reflect the
new status and contingent commanders to disseminate the following
notes:

(1) In an attempt to conserve our stocks of domestic water on NC, it is

proposed that all persons make an effort to limit the amount of
water they use. These measures are to include:

(a) Limited flushing of toilets and urinals,

(b) Vehicle washing to cease,

(c) Watering of garden’s to cease,

(d) Maximum shower time 3 minutes,

(e) Limit water usage while cleaning, and

(f) Limiting laundry until you have a full load, preferably using
the central Laundry Facility.

b. The MDF will not be restricted in water use but sensible use and
monitoring for cleaning purposes and use of taps is required by the staff.
The central Laundry will continue to operate is it is a more efficient way to
bulk clean clothing.

c. During this period it is recommended that all Remote Site water resupply
tankers are filled to increase the bulk water storage capacity.
2-2

3. Level 2.

a. This will require an instant increase in the limitations of water use and this
will be done through direct control using the main shut-off valve by FEO
allowing only limited hours when the camp water supply is available.

b. This will be notified through the use of the water meter boards and through
the contingent commanders:

(1) In addition to the Level 1 water measures water will now only be
available between:

(a) 0400-0430,

(b) 0630-0800,

(c) 1130-1300, and

(d) 1830-2000.

c. During these times the latrines, sinks and showers will be fully operational.
It will therefore be the contingent’s responsibility to ensure that soldiers
only take combat showers. Shower times are recommended to be limited
to 2 minutes per person.

d. Showers need to be finished 10 minutes prior to the water being shut off in
order for hot water cylinders to refill. If there is no water in the cylinders
then the boiler will burn out and will not be able to be fixed until the
Egyptian FEO employees are able to return to work. Therefore all
showers are required to be completed NLT:

(1) 0420,

(2) 0750,

(3) 1250, and

(4) 1850.

e. It is the contingent’s responsibility to ensure that this occurs.

f. The MDF is not to use the dishwashers and therefore plastic disposable
cutlery and plates will be provided. The Reserve Osmosis Water
Purification Unit tank for nonpotable water (incoming supply) is to be filled
by tanker to ensure it can continue to resupply the MDF.
2-3

g. The central Laundry will not be functional under these conditions.

Individual machines can be used during the hours water is available with
building 11.3 at Thai Village being prioritized for MDF and Dispensary
washing. This will require a small labour force to supervise and carry out
this work and ensure that the priority is met.

4. Level 3.

a. During the water restrictions the DOS will be reported daily. At the point of
reaching 3 DOS remaining under the more severe restriction the FEO will
notify the FC that 3 DOS remains. At the point of the water reserves
expiring only bottled water will remain.

b. The signage will be adjusted to read “No Water” and contingent

commanders to disseminate the following:

(1) No mains water is available. Only bottled water is available and

should be used for drinking purposes only.

c. The MDF will have no water. MRE will be provided for consumption. Hand
sterilizer should be issued for cleaning hands before eating. Toilets at the
MDF will be supplied with any remaining black water.

d. The fire department will not be able to tackle major fires so a fire watch
system is to be established to ensure occupants get early warning and are
safely evacuated from the buildings. Fire pickets are to be to be formed
utilizing pre-trained contingent labour. Training for this should be a
standard part of the contingent duties and can be carried out by the Fire
Department.

e. No Laundry or Dispensary facilities requiring water will function. No control

is required at this stage of the use of tap water as it will not be available
except at the MDF.

5. Remote Sites.

a. The Site Commander on each RS is responsible for water supplies and

therefore also conservation methods. It is strongly recommended that at
Level 1, when NC can no longer resupply bulk water to the RS, strict
conservation methods are to be enforced by the Site Commander. These
should include:

(1) No vehicle washing,

2-4

(2) No dog washing,

(3) No watering plants,

(4) Limited laundry,

(5) Limited cleaning (essential to maintain good hygiene in the kitchen

and bathrooms),

(6) Flushing of toilets only as necessary, and

(7) Shower times limited to 2 minutes per person.
