Joel B. Guillero – 41 years old, a resident of Sitio Sampinit, Brgy.
Libertad Escalante City, married, a father of 2 children, hacienda
farmers and a Spokeperson of the National Federation of Sugar Workers
(NFSW) in Northern Negros.
Leon T. Charita – 59 years old, a resident of Sitio Catagbacan,
Brgy. San Isidro Toboso, married, a father of 9 children, farmers and
Auditor of the National Federation of Sugar Workers – Toboso and
also a trained Health worker.
Bienvenido M. Ducay –54 years old, a resident of Sitio Napatlagan,
Brgy. Libertad Escalante City, married a father of 5 children,
farmers and a member of the National Federation of Sugar Workers –
Escalante
Aiza G. Orbeso – 32 years old, a resident of Sitio Bayong, Brgy.
Balintawak Escalante City, married a mother of a 5 children and a
Provincial Vice-Chairperson of Kalipunan ng Damayang Mahihirap
KADAMAY – Negros and a house wife.
Kenneth Y. Serondo – 19 years old, a resident of Sitio Magtuod,
Brgy. Bug-ang Toboso, single fresh K12 graduate and a staff of the
Pakigdaet sa Kalambuan (PSK), a local farmer’s cooperative and a
Vice-Chairman of the Teatro Obrero Peasant Cultural group.
Rolly T. Hernando – 22 years old, a resident of Sitio Binabaye Brgy.
Jonob- Jonob Escalante City, single, he works in Manila and took a
break from work to participate in the commemoration of the 34th
Escalante Massacre and a member Panaghiusa sa mga Obrero sa Brgy.
Jonob-Jonob farmer’s cooperative and also a member of the Teatro
Obrero a peasant cultural group.
Reynaldo F. Saura – he is 17 years old during the arrest,resident of
Sitio Binabaye, Brgy. Jonob-Jonob Escalante City, a grade-9 Student
and a member of Panaghiusa sa mga Obrero sa Brgy. Jonob-Jonob
farmer’s cooperative and also a member of the Teatro Obrero a
peasant cultural group.
Carlo C. Aporado –21, years old, a resident of Sitio Gaway-Gaway 1,
Brgy. Jonob-Jonob Escalante City, single, he works in Manila and took
a break to participate in the commemoration of the 34th anniversary
of the Escalante massacre, and a member of Panaghiusa sa mga Obrero
sa Brgy. Jonob-Jonob farmer’s cooperative and also a member of the
Teatro Obrero a peasant cultural group.

ACCOUNT OF THE INCIDENT

A yearly commemoration of Escalante Massacre was observed by the


families of the victims, survivors and members of the people’s
organization for the continued quest for justice. Before the
activity, a series of mobile information drive or recorida was
conducted for public information dissemination.
This year’s mobile information drive started last September 17, 2019
from Escalante City down to Silay City and vice versa. The next day,
September 18, 2019, some leaders and members of Teatro Obrero, NFSW
and Kadamay continued the Recorida from Escalante City to San Carlos
City. After a series of rounds around the city and the public market
of San Carlos City, the group decided to head back to Escalante at
around 2:00 o’clock in the afternoon.
While they were travelling in the area of Barangay Mabini in
Escalante, the group noticed two (2) motorcycles with two (2) masked
wearing riding in tandem in each motorcycle continuously following
their vehicle and taking pictures at them.
Upon reaching Crossing Boli, Barangay Mabini, Escalante City, the two
(2) motorcycle-riding-in-tandem overtake their vehicle and, learned
later that the teams that tailed them stopped in the check point
being set up by members of 1st Negros Occidental Provincial Mobile
Force Company lead by PLT John Paul P. Tabujara in Barangay Jonob-
Jonob, Escalante City. Upon arriving, they saw the personnels of
NOCPMFC signaling them to stop their vehicle at the side of the road.
It was 3:27 in the afternoon.
Immediately after their vehicle stopped, the masked men in civilian
clothes who tailed them approach their vehicle and commanded them to
disembark immediately while holding their guns. Their cellphones, and
cameras were confiscated and ensured that all the pictures taken
during the mobile information drive activity were all deleted

shirt he was holding because Kenneth did not instantly alighted in
their vehicle for fear of planting something in their jeep. But
everybody were all pushed forcibly outside the vehicle.

jeepney and from there position they saw the four (4) masked men get
inside their vehicle. In a distance, they can hear something like
clanking noise of glasses and plastic containers inside the jeepney.
When they heard the noises they tried to go back to the jeep but they
were prevented by the PNP personnels.
When the masked men alighted from the jeep, the group were instantly
brought by the PNP personnel in their vehicle to conduct a search
inside. One personnel summoned Aiza Orbiso and ordered her to
unfilled the lunch box and throw the coffee. Another personnel
instructed Joel Guillermo to go inside the jeep and empty the sack
placed under the seat of the jeepney. After emptying the sack bag,
the group were all shocked of the contents of the sack, the empty
bottle of Rhum which looks like an improvised torch and also two (2)
hand guns inside.
They were brought to the PNP Escalante Station at around 5:00
o’clock in the afternoon.
In the morning of September 19, 2019, the Armed Forces of the
Philippines (AFP) and Philippine National Police (PNP) officials
called for a press conference. The AFP thru General Benedict Arevalo
claimed that there group has a link with the New People’s Army.
During the press conference they presented their alleged recovery;
six (6) 45 caliber pistols with magazines containing 20 ammunition, a
.38 caliber revolver with four ammunition, a KG9 automatic pistol
with a magazine containing 25 live ammunition, three rifle grenades
and 22 bottles of molotov bombs, including improvised dynamites.
The AFP and PNP accused the members of T.O., NFSW and Kadamay of
planning to create a scenario to disrupt the holding of a mass oath
of allegiance by the alleged former members of the New People’s Army
and supporters and soon will accuse the state forces as responsible
for the incident, and eventually use it as propaganda against the
government. But during the said incident, the whole of Escalante was
highly militarized, and more or less 500 state forces were assigned
in the Escalante Gymnasium alone.###
