SUBJECT : After Operation Report re- Arrested person for Robbery, and
R.A10591 (Illegal Possession of Firearm and Ammunition) and
B.P 6

1. References:
a. Memorandum from this office dated May 7, 2023 with subject “Spot
Report re- Arrested person for Robbery, and R.A10591 (Illegal
Possession of Firearm and Ammunition) and B.P 6; and
b. Blotter Entry no. 2023-05-.

2. This pertains to the above-mentioned incident that transpired on May 7,


2023 at about 1:00 PM along Phase-1K-1, Kasiglahan Village, Brgy. San Jose,
Rodriguez, Rizal (Lat. 14.74568, Long.121.14632) wherein the suspects were
identified as 1.) Mark Anthony Abungi y Ubaldo, 22 years old, single, jobless, born on
March 7, 2001 in Pangasinan and residing at no.301 Pook Masagan, Brgy. Bahay
Toro, Quezon City, 2.) Emel Wenceslao y Castillo, 22 years old, single, with live-in
partner, jobless, born on October 24, 1999 in Dipolog City and residing at Sub Urban,
Brgy. San Jose, Rodriguez, Rizal, 3.) Mark Anthony Wenceslao y Castillo, 29 years
old, with live-in partner, jobless, born on May 15, 1993 in Dipolog City and residing at
Sub Urban, Brgy. San Jose, Rodriguez, Rizal while the victim identified as Jaspreet
Ghuman y Singh, 38 years old, married, Indian National, money lending, born on
November 3, 1985 in India and residing at Blk-21 Lot-20 Phase-2, Eastwood
Greenview, Brgy. San Jose, Rodriguez, Rizal and witness identified as Maricar
Arconado y Sapico, 48 years old, with live-in partner, collector, born on March 3, 1975
in Ilocos Norte, and residing at Sitio Maislap, Brgy. San Isidro, Rodriguez, Rizal.
Arresting officers were PSSg Jerwin Papa and Pat Nelson Umanos of COMPAC-4,
Rodriguez MPS with B/T Rogelio Milaya and B/T Ralph Manchus of Area-5, Brgy. San
Jose, Rodriguez, Rizal.

3. Initial investigation revealed that, at the above TDPO Jaspreet Ghuman y


Singh was onboard on his driven motorcycle with his back rider identified as Maricar
Arconado y Sapico wherein the three suspects suddenly approached them and one of
the suspects drew an unknown caliber of firearm that prompted the witness (Ms.
Arconado) to run on foot. On the process said suspect pointed a gun to Mr. Ghuman
at the side portion of his body and declared “Hold-up” then forcibly took and carted
away the victim’s cash money amounting to Php 7,595.00 and after their ruthless
intention they fled towards Brgy. San Jose Proper of this municipality.

4. Victim averred on his statement that he recognized one of the suspects
(Mark Anthony Wenceslao) and will positively identify once presented whom at the
time of the incident was wearing a red cloth and was immediately reported the incident
to Brgy. Tanod of Area-5 of Brgy. San Jose of this municipality. Upon report by the
victim, the Barangay Tanods found out that suspects were armed with unknown
caliber of firearm thereafter they requested the assistance to the duty personnel of
COMPAC-4 identified as PSSG Jerwin A Papa and Pat Nelson Umanos for
apprehension.

5. After a brief narration of the victims regarding the incident, compact 4


personnel informed the Duty Officer PCPT ADUCA for further instructions or advice
and after being instructed the said personnel with desired to arrest the said lawless
elements and without hesitation immediately conducted follow-up operations by way of
wearing civilian clothes for the purpose to cover themselves not to be identify as police
officers.

6. While on follow-up operation together with the victim and the witness, they
arrived at Phase 1L-2 Kasiglahan Village, Brgy. San Jose, wherein the victim saw and
recognized one of the suspects wearing red cloth standing at the pavement which
prompted the victim to instantly inform the responding police.

7. Thereafter, arresting lawmen approached the suspect and introduced


themselves as Police wherein Pat Umanos made query to the suspect by asking his
name and as replied he introduced himself as Mark Anthony Wenceslao.

8. At that juncture, Pat Umanos informed the suspect of his constitutional


rights and crime committed. After the arrest was affect, body search was made to
search for anything for the purpose of pre-cautionary measure to the arresting officers
likewise to the victim and witness which resulted in the recovery from his possession
and control one caliber of 38 revolver with six live ammunitions.

9. While the suspect is about to brought the investigation section, arresting


officer interrogates the suspect regarding his cohorts which on the process confessed
the whereabouts of other cohorts.

10. Arresting Officers together with the victim, witness and arrested suspect
arrived at stretch of Sub Urban Village, Brgy. San Jose, Rodriguez, Rizal. The
arrested suspect saw and pinpointed the two bystanders as his cohorts identified as
Emel Wenceslao y Castillo and Mark Anthony Abungi y Ubaldo which is also positively
identified by the victim and witness.

11. At that point, immediately PSSg Papa affect arrest and the cause of their
arrest for the crime of robbery and inform their constitutional rights. As pre-cautionary
measures a body search was conducted that resulted to the recovery from the
possession and control of the suspect (Emel Wenceslao) the carted cash money
amounting to PHp 7,595.00 and one pointed knife from the possession of the other
suspect (Abungi).

12. After affect of arrest, the two suspects were also apprised of their
Constitutional Rights and subsequently brought to Casimiro Ynares Sr Memorial
Hospital for Medical Examination and to this Station (Investigation Section) for the
preparation of pertinent documents and for filing of appropriated charges against the
suspects which being handle by PSSg Lovendino, PSSg Mirasol PCpl Sta Isabel as
investigators on case.

13. Background investigation revealed by the IOCs, one of the suspects


identified as Mark Anthony Wenceslao y Castillo has two standing warrants of arrest

for the offense of Carnapping with criminal case no. 21072 and Robbery with criminal
case no. 21071 issued by Hon. Josephine Zarate-Fernandez, presiding judge of RTC
76, San Mateo Rizal on February 7, 2022. Which later the warrant personnel
implement the said warrant inside the custodial facilities of this station.

14. Further, a case of Robbery and R.A10591 (Illegal Possession of Firearm


and Ammunition) and B.P 6 was referred against the above-named arrested suspects
and undergo inquest proceedings on May 8, 2023 at Rizal Prosecutors Office, Taytay,
Rizal under NPS docket no. XV-18J-INQ-23-02066-68, assigned to APP. Severino V
Aforte.

15. That on the same date, the suspects were properly returned to Custodial
Facilities with no untoward incident happen.
