INTRODUCTION TO ESWIS

The public access portal designed & developed for the self-service in interacting between Company (Waste
Generator, Waste Transporter and Waste Receiver) and Department of Environment (DOE) for any
scheduled waste consignment and inventory details, review of submitted consignment note for transfer
and receiving. Furthermore, DoE Admin may leverage on the portal to monitor premise activities in all
locations, while DoE Officer only can monitor to specific location or state.

• Monitor waste processing from notification, submission until receiving

SYSTEM OVERVIEW

Purpose of eSWIS
The purpose of this user guide is to provide DOE users with information on how to use the system in
monitoring premise activities that holding waste management process and management of DOE officer
account from each state. This user guide will provide an introduction to the feature and function of eSWIS
for DOE Admin and DOE Officer.

eSWIS is an online portal which allows DOE admin to manage account access of all officers in each state
and to monitor premise activities of all registered premise, in an efficient and secure environment.

Overview of System Roles


There are two (2) primary roles in eSWIS: DOE Admin and DOE Officer. DOE Admin is responsible to monitor
premise activities of all states and manage account of DOE officers in all states for accessing system. DOE
officer is responsible for monitoring premise activities of responsible state.

Access to eSWIS is restricted to registered users. A registered user must be an officer of state which
authorized by DOE admin.

Login credential will be given by DOE admin to all responsible DOE officer of each state. User is required to

key in the given username and temporary password and click to access eSWIS system.

For first time login user, a pop-up window will be prompt (Figure 3). User is required to change temporary
password immediately. Else, when user login to system, a pop up window will prompt each time, to remind
user change temporary password which issued by DOE admin.

The pop windows allow user to change a new password with temporary or old password. Alternately, user
can click on respective username on the top right of the screen and Change Password option will appeared.
Click to activate the popup windows when needed.

ESWIS FOR DOE ADMIN

Waste Acceptance Baseline


DOE admin Waste Acceptance Baseline is allowed to show component listing, Specify of Waste Code, allow
disposal or 3R (Recovery, Recycle, Reused) and Define Baseline by Type & Composition.

To access Waste Acceptance Baseline, click to create new Baseline Definition click .

Steps of create new baseline:

1. Select Waste acceptance baseline

Receiver Compliance
The purpose of this module is show value which filled in by receiver within range according to DOE admin
filled in. If the value is within range so called compliance and if out of range is called non-compliance.

To access Receiver Compliance click , Click button to see Compliance receiver, Click

button to see Non-Compliance receiver, and to see listing page. It also


can click arrow button and expand to see details compare between DOE Baseline and Receiver Criteria.

Component Baseline
DOE admin is allowed to create new component baseline which have standard universal.

To access Component Baseline, click create new Component Baseline click , to save new

Component Baseline click and to cancel saving Component Baseline.

Steps to create new Component Baseline:

1. Select Type.
2. Select Component.
3. Fill in Min Value.
4. Fill in Max Value.
5. Tick Allow Decimal (Optional).
6. Fill in Precision (Min 0 - Max 4 digits).

Waste Labeling
DOE admin is allowed to add waste characteristic labeling or update label if already made a new one.

To access Waste Labeling click button , create new Waste Labeling click button , to save new

Waste Labeling click button , to upload file (form, label, preview) click button , to

download label click button , to download form click button and click button
to cancel save Waste Labeling.

Steps to create new Waste Labeling:

1. Fill in Label No.


2. Fill in Label Name.
3. Fill in Note/Remark.
4. Click Upload (Must upload in 3 folders: form, label, and preview).

Summary Characteristic
This page is used to view history of characteristic. User is able to view how many number of attempt when
make changes on characteristic page. Every time user makes changes, user is required to upload file then
click submit button. Once user click summary characteristic it will display listing of Waste Generator (Figure
12).

Click one of premise name and a new tab will be displayed (Figure 13). Refers to figure below when
expanding arrow button user also can view details of composition map which have already changed and if
click one of record user will be redirected to characteristic page (Figure 14).

On the characteristic page, user is not allowed to change anything, user can only view some tabs like
Composition Map, Eligible Receiver and Supporting Report. If user wants to go back to history detail, user

can click button .

Summary Criteria
This page is used to view history of waste criteria. User is able to view how many number of attempt when
make changes on criteria page. Every time user makes changes, user is required to upload file then click
submit button. Once user click summary criteria, it will display listing of Waste Receiver (Figure 15).

On criteria page user is not allowed to change anything, user can only view some tabs like Composition

Map and Info. If user wants to go back to history detail, user can click button.

Waste Characteristic
Waste Characteristic is allowed to show waste that can be accepted by the user. To access waste

characteristic, click button . To assign the pending waste code, click one of the pending listing.

Steps of assign waste characteristic:

1. To assign the pending waste code, click one of the pending listing.
2. In Composition map, fill in the range that generator needed (Figure 19).

3. Before save, need to upload file. Click button.

4. Then click button to save.

5. Click button to submit the newly created characteristic to DOE.


6. User may request to change the submitted characteristic by clicking button.

7. Click button to see the history of characteristics that have been submitted.

After assigned, user can view the eligible receiver by selecting the preferred technology and ticking the
handling method(s) on tab Eligible Receivers (Figure 20).

Supporting Report tab contains a collection of files that has been uploaded. When user clicks the document
file name, it will be redirected to a page with file uploaded before (Figure 22).

If user wants to convert a unit of the result from laboratory/ factory, button can be
used. Once user clicks Unit Converter, a pop-up window will be displayed below (Figure 23).

And Click button it will be redirected to another page. This page is used to see the history of
component details value which has already changed (Figure 24).

ESWIS FOR WASTE RECEIVER

Waste Acceptance Criteria


Waste Acceptance Criteria is allowed to show waste that can be accepted by the user. To access waste
acceptance criteria, click button to create new Criteria click button, to save new Waste
Criteria click button.

Steps of create new waste acceptance criteria:

1. To create new criteria, click


2. In the left grid show the waste that can be accepted by the user. Select desire waste code by
clicking the line.
3. The details will be displayed in the right Side. Click tab Component.
4. Select either Recovery or Recycle or Disposal, it will be displayed based on what DOE admin has
assigned.
5. Select the option under Select Your Offered Technology by clicking the dropdown on combo box.

6. Click to insert the selected technology.

7. Fill the range that can be accepted by user. Click button to save. Click button

to submit the newly created criteria to DOE.

8. User may request to change the submitted criteria by clicking button.

9. Click button to see the history of criteria that has been submitted.

Figure 27 bellow shows the Waste Acceptance Criteria Page after criteria has been submitted to DOE. User
may request to change the criteria and view history of component details value which has already changed.

If user wants to convert a unit of the result from laboratory/ factory, button can be
used. Once user clicks Unit Converter, a pop-up window will be displayed below (Figure 28).

Waste Inventory Handling


The waste inventory handling is required to be submitted monthly by Receiver, a summary of inventory
handling done by Receiver for each received waste from Generator.

To access Waste Inventory Handling screen, click button and a form window will be displayed (Figure
29). On this waste inventory handling page, t he recently added waste code (received waste and notified

residue) will be on the first row and indicated by the icon under Recent column. The edited quantity

details of a waste code is indicated by the icon under Edited column.

On top of the waste inventory handling page, user will see 3 buttons as below:

Warning: Waste Inventory Handling is submitted by monthly. Hence, submission is not allowed to skip a month.

In order to update Waste Inventory Handling, user will be directed to a page consisting the selected waste
code from listing and a window form to manage quantity details (Figure 30).

Steps of updating Waste Inventory Handling:


1. Click on one of received waste code.
2. Select New Activity Date and click Insert/Add (if required).
3. Fill in Handling Qty (MT) of the selected date.
4. Tick the handling method either Treatment or Segregation.
5. Before able to manage residue details, user should have notified the waste code as residue at
Notification page.
6. On Residue Details, select Waste Code.
7. Select Waste Type.

8. Click button to add the waste residue selected.
9. Fill in Qty (MT).
10. Fill in Remark (Optional).

After user has filled in all necessary data, user can click to save entry or click to
move to next record. System is allowing user to save the handling records as template by click

. The button will directly jump to next receiving date.

To print Lampiran E, click button and a window form will display on the screen (Figure 31).
