METHODOLOGY OF WORK FOR CONSULTANCY TO PW,P & IWT

(Consultancy Service for assignments of quality and quantity audit of


improvements to State Highways projects under in PW,P & IWT Division,
Dharwad.)

Background:

The PUBLIC WORKS, PORTS AND INLAND WATER TRANSPORT DEPARTMENT is


responsible for construction of civil works in the state. It is proposed to undertake construction
and up gradation of roads, under 13 th Finance Commission Grant in Dharwad District for the
year 2013-14. The Executive Engineer, PW,P & IWT Division, Dharwad invited proposals for
Consultancy Service for assignments of quality and quantity audit of improvements
to State Highways projects under13th Finance Commission Grant in Dharwad District.

The Agency / consultant will be required to deploy necessary technical and managerial man-
power as per terms of reference and carry out above mentioned works on the behalf of clients
i.e. PW,P & IWT

In response to RFP issued by PW, P & IWT, M/s. STES Consultants India Pvt. Ltd., having
its head office at Hubli, has submitted the proposal to extend consultancy services for the work
under subject above.

The following paragraphs explain the methodology that would be adopted in extending
consultancy services for the said work.

ORGANIZATION.

The company profile of M/s STES Consultants India Pvt. Ltd.. is attached along with
for ready reference.

Methodology Of Work:

M/s STES Consultants India Pvt. Ltd.. will deploy well qualified and experienced
technocrats for the said project. Such personal will be guided & monitored by the Team Leader
for extending best possible services to the clients.
M/s STES Consultants India Pvt. Ltd.. will deploy key personal and support staff as per
clauses of technical bid.

Team Leader in general will be responsible for coordinating the activities within the
organization, supervise the overall activities of the organization. He will be working as Engineer
on behalf of Agency and helping the Agency in implementation of the project in technical
aspects and contract management.

1. Highway/ Material Engineer will be responsible for maintaining necessary quality


standards. He will ensure that the material used in construction will be as per standard
specifications (as per relevant IRC, IS, MORT&H specifications). For this all necessary
procedures like source approval, various tests of procured materials as per frequency,
post construction tests testing etc., will be strictly observed and followed. Materials and
works of un-executable quality will be rejected and ordered to be replaced/
reconstructed.
2. Quantity Surveyor will be responsible for scrutinizing work bills of the executing
agency and forward the same through Team Leader for further needful.
3. Lab Technician will be responsible for supervising the material testing at site and
laboratory. He will be reporting to TL/Highway cum Material Engineer.

The team leader who will be generally in charge of the entire team & will be responsible to
protect the interests of clients, in light of the conditions of contract between the client and the
contractor (executing agency). He will be assisted by his entire team in implementing various
conditions of contract, maintaining necessary records, directing the executing agency suitably
for successful completion of the project, advising the clients in all technical matters related to
the project, certifying the work bills of the contractor and recommending for payment, (IPCs
and final bill) submitting excess and saving statement etc.

M/s STES Consultants India Pvt. Ltd.. has already well established office with all necessary
features like computers, printers, office furniture, telephone, fax etc. All activities related to said
consultancy assignment will be controlled by this office.

The specifications of work and conditions of contract (between client and contractor) will be the
bases for performance.
Standard methodologies of work as prescribed by MORT&H and IRC, will be adopted. This will
include but not limited to selection of materials for work, recording measurements, construction
practices, QA & QC procedures, certification of work bills etc.

Proper records will be maintained and made available to client on demand, apart from
scheduled reports as per TOR.

Further, Team Leader level will interact with client, regularly to discuss the progress,
performance of the team and other issues.

All necessary guidance and cooperation will be extended to Executing Agency to set up
necessary Quality Control laboratory, establish necessary methodologies of work etc.

The executing agency will be directed to adopt approved JOBMIX FORMULAE, MIX DESIGNS
etc.

Further calibration of plants will be attended by competent staff member to ensure production
of mix as per design.

The contractor will be testing all necessary materials as per prescribed frequency, prior to
utilizing the same in construction.

Necessary field test will be conducted. e.g.

For Bituminous works

1. Temperature of bituminous mix before laying and before compaction.


2. Gradation of aggregates.
3. Determination of bituminous content by extraction method in case of bituminous mix.
4. Rate of spread of tack coat (bitumen/ emulsion) etc.
5. Extraction of cores after completion of bituminous work and preserving the same

For Concrete works

1. Gradation test for fine and cores aggregates in case of concrete works.
2. Compressive strength of concrete by cube testing method.
3. Check of workability of concrete during progress of concreting work. There by exercise
proper control over water-cement ratio.
4. Checking and approving form work for concrete works.

General works
1. Certifying / Witnessing pre construction and post construction levels.
2. Witnessing all necessary laboratory tests.
3. Certifying / Witnessing necessary field tests like FDD, moisture content etc. in case of
earth works.

In short all necessary quality control techniques will be applied to ensure that contractor
executes the work to the required quality standards as per contract agreement.

The work bills submitted by the contractor will be scrutinized, certified and forwarded to the
clients.

The progress of the contractor will be reviewed and remedial measures for short falls, if any,
will be suggested. Violation of conditions of contract will be reported to the clients and
necessary disciplinary actions as per conditions of contract will be suggested. Progress and
status of critical activities which may delay completion of project will be reported. Also remedial
measures to achieve targeted progress and scheduled completion, will be suggested.

All necessary technical know-how and cooperation will be extended to complete the project
successfully. In short, all necessary actions / activities to complete the project with highest
quality standards will be performed on behalf of clients.
