A1 PROJECT INFORMATION
1.0 INTRODUCTION

NTPC has targeted a Renewable Energy Capacity addition of 32 GW by

2032. As a part of the robust capacity addition target, NTPC is aggressively
pursuing for additional capacities in India and abroad through bidding in
tendering by SECI and State Nodal agencies and other international
authorities.

In order to achieve these targets, NTPC desires to engage an independent

consultant for preparation of Technical Bid Documents to cater for ongoing
latest practices & technologies in the field of Solar PV Plants installation.

Reference Project
NTPC has planned to setup 980 MW Solar PV Power Plant in the state of
Rajasthan in single EPC package under International Competitive bidding
based on Open category PV Cell and Modules.

The Land is under solar park scheme and has been allotted to NTPC by
Rajasthan Solar Park Development Company Ltd (RSDCL). This EPC
package is proposed to be awarded to multiple bidders in single/multiple
blocks of 245 MW each with suitable award criteria to be intimated
separately in the bidding documents.

Accordingly the given consultancy assignment would entail the preparation

of “Technical Bid Proposal” for the development of a single solar block of
245MW capacity.

4.0 LAND AVAILABILITY

Land is available under Nokh Solar Park Project. Land will be provided by
NTPC on “as is where is basis”.

5.0 SITE SPECIFIC TECHNICAL DATA – Appendix – 1.

Wind / Seismic Data / Rainfall etc. – As per IS Codes / International

Practices/Govt. Data

6.0 GENERATION GUARANTEE

The annual generation has to be quoted by the bidder in MU in the relevant

section of the bid document. The bidder shall guarantee the annual
generation at metering point as below in the first year of O&M period after
trial run.

1. Minimum Generation – 601 MU/year

2. Maximum Generation – 637 MU/year
3. O&M by EPC Contractor – N1 Years after COD
4. AMC Period in EPC Contractor’s scope – N2 Years after COD.

N1 & N2 to be Proposed by Bidder as per Market Practices / Cost

Benfit Analysis.

7.0 OTHER DETAILS

B. Power Evacuation

The Bidder shall terminate each export feeder of 33 kV voltage at 33 kV side

of 33/220 kV switchyard of Rajasthan Solar Park Development Company
Ltd (RSDCL) as indicated in tender drawing no. 5725-004-POE-A- 006. All
hardware required for 33kV cable termination at 33/220kV Pooling
Switchyard including support structure and civil works required for the same
shall be under scope of bidder. Supply and installation of Metering Panel
along with control cable shall be in bidder’s scope.

C. Site Investigations

NTPC has obtained the preliminary data w.r.t site investigation from RSDCL
and same is attached as per following.

Bidder to make due assessment for any other parameters as required for

A2 DETAILED SPECIFICATION
1.0 INTENT OF SPECIFICATION

The scope of the proposal for the preparation of Tender Documents i.e.
"Technical Bid Proposal" for 1x245MW Solar PV Plant under to be built by
NTPC through an EPC contractor for Nokh Solar Park Project (Total
4x245MW).

1.1 Nokh project as awarded by RSDCL is divided in to 4 parts (Plot 1 to 4),

each of 245MW capacity. Plot 3 is identified as the area for which the
Technical specifications to be attached as part of Technical Bid documents
are required to be prepared under given contract.

1.2 Specifications would include all necessary parameters & details as

would be required for building a techno-commercial feasible Solar PV
plant based on best market practices. Design life of project would be
considered as 25 years.

1.3 General structure of all documents should be such that same can be utilized
as base document for future projects.

1.4 Final documents should include all necessary elements so as to make them
part of Bidding Documents for EPC contract award (Technical Bid) without
any modification including time period, evaluation criteria, risk mitigation
measures, performance evaluation measures, general safety and quality
requirements, document approval processes etc. i.e. all except commercial
/ contractual details as are genrall specified in EPC contract documents.

2.0 SCOPE OF WORK

Detailed Technical Specifications should cover all aspects of Solar PV

design, erection, commissioning, testing including requirements of AMC &
O&M. Safety and quality of manpower, equipment, installed facilities etc.
would be the utmost priority in line with the latest national & international
practices.

Scope of work in specific includes the following:

A. Detailed Technical Specifications

B. Tender Drawings
C. Bill of Quantities (Commissioning / O&M)
D. Cost Estimate (Commissioning / O&M)

3.0 Exclusions

Detailed Quality Plans are excluded but Quality Assuarance related

guidelines / specifications along with QPs for critical items (to be suggested
by Bidder) shall be covered as part of Technical Speifications.

Any commercial document such as GCC, SCC (Contractual Terms) etc.

Bid Evaluation and Project Management during execution.

Detailed Site Investigations are not envisaged however bidder may choose
to carry out site visits or any investigation if required for completion of scope
of works. Price for same would be deemed as inclusive in the bid price.

Exclusions from EPC Contractor Scope (To be incorporated in Bidding

document)

a) LT Switchgear(ACDB/Lighting Boards) inside RSDCL Switchyard

control room building.
b) 220 V & 48 V DCDB, Battery and Battery Chargers inside RSDCL
Switchyard control room building

4.0 General Requirements

Bidder shall include all requirements as required for completion of an EPC

contract covering all aspects of Engineering, Procurement and Construction
till final execution at site by the EPC contractor should be covered up to
commissioning stage & O&M.

Depth of technical parameters, guidelines, supervision/quality

requirements, admissible codes and acceptance of works etc. should be
covered as per latest practices. Bidder as a Technical Consultant would
substantiate with due reasoning as to what and how much should be
covered for successful completion of Solar Project.

Technical specifications would include detailed Scope of Work for EPC

Contractor along with activity wise Break up of Schedule Time Period.

In addition to the given inputs in this specification, any other specific input
shall be gathered by the bidder as and when required for completion of given
scope of work. No extra payment shall be made for the same.

5.0 Deliverables

A brief write up stating the basis considered while preparing the requisite
documents w.r.t. the techno - commercial viability of project awarded based
on provided specification / cost estimate.

In addition to the aforesaid writeup, as a part of final submission, following

documents would be required to be submitted.

1. Detailed Technical Specifications – Bidding document containg all

relevant details such as scope of work, time of completion, various
governing paratmeters as would be necessary for purpose of enabling
the EPC contractor to bid, execute and commission (including O&M /
AMC etc.) the Solar Power plant, in a format which should be ready to
be attached as Bidding Document by NTPC for award of EPC contract.

Technical Specifications would be furnished in Two parts as per

following:

A. Part A – Project Specific (Include all Project Specific Parameters &

associated variability)
B. Part B – Generic (Irrespective of Solar Plant Locatoin and Capacity)

Part A would necessarily include the following.

Design Criteria (Civil/Electrical/Mechanical, C&I etc. – Tabular Format).

Evaluation Criteria – for EPC Bidders (L1/L2 etc. and Allocation)
Criteria along with Sample calculations for measuring shortfalls at PG
Test/commissioning/O&M stage etc.
Risk Mitigation Methodology such as Bank Guarantees during execution,
O&M etc. against shortfalls as calculated above.
Time Period for Project (Award to EPC agency to Commissioing/COD)
considering all aspects of procurement and execution along with any
caveat.

Part B would necessarily include the following.

Generic technical specifications which can be replicated for all ground
mounted Solar PV Plants.
Entire specification would be structured for sufficient clarity w.r.t all
aspects of EPC contract.
Qulaity Assurance criteria in general along with specific QPs for critical
items (to be identified by bidder as part of recommendation).

2. Tender Drawings – In addition to the detailed write up in technical

specifications as stated above, necessary guiding input / reference
drawings shall be furnished for various facilities / layouts / Engineering
schems etc. including the inputs provided as part of this contract, as
would be necessary for successful completion of necessary works
covered unde scope of works, ready to be attached as Bidding
Document by NTPC for award of EPC contract.

Suggestive L2 Schedule showing sequence of activities along with

breakup of time period defined in Bidding Document for EPC Contractor
would necessarily be one of the tender drawing..

3. Bill of Quantities – All items as would be necessary for execution of

given scope of works considering O&M by EPC contractor for N1 years
and AMC for N2 years, after date of COD. Details of items can be
categorized as per bidder’s recommendations.

BOQ will be suitably structured for qunatities required in different phases

i.e. upto COD, O&M period and as part of AMC.

4. Cost Estimate – Based on above BOQ and inputs furnished to the

bidder (which would be made part of Techncial Speicifcations by the
bidder), considering the feasible market prices on “Net Present Value”
basis shall be estimated by the bidder.

Total price would be quoted against aforesaid items under BOQ on lumsum
basis. Price quoted against Tender Drawings, shall be divided equally
among total no. of drawings for purpose of payment.

6.0 Acceptance Criteria

Bidder being a consultant is deemed to be a technical expert on Solar Power

Plant works. However, all deliverable documents would be submitted to
NTPC through mutually agreed procedure during post award discussions,
for review of NTPC.

NTPC would review and approve the document in following categories

based on the criticality of observations made.

CAT I – Approved without any observations / comments.

CAT II – Approved with observations / comments, needs resubmission after
incorporation of comments.

CAT III – NOT Approved, needs resubmission after incorporation of

comments / observations.

Any document released in CAT III would be discussed across the table at
NTPC Office at Noida, for resolution and clarity before the document is
resubmitted.

7.0 Time Period

Estimated time (Maximum) for submission of documents is as follows:

a. Technical Specifications – T0 + 30 Days
b. Tender Drawings – T0 + 30 Days
c. BOQ – T0 + 45 Days
d. Cost Estimate – T0+45 Days

Documents as submitted would be reviewed and cleared within 15 days of

submission.

Total period of contract including approval of documents would be

considered as 60 Days from Date of Award of Contract.

8.0 Payment Criteria

Payment against respective submission of documents as per scope of

works would be made as per following.

1. 50% payment shall be processed upon submission of respective

documents and its approval by NTPC in CATEGORY II.
2. 25% payment shall be processed upon submission of respective
documents and its approval by NTPC in CATEGORY I.
3. 15% payment shall be processed on submission of all documents
approved in CATEGORY I, in Pen drive (3 Nos./Copies), preferably in
following formats:

a. Technical Specifications – MS Word (.DOC / .DOCX)

b. Tender Drawings - AutoCAD (with all Layers intact - .dwg)
c. BOQ - MS Word / Excel
d. Cost Estimate – MS Excel along with background calculations along
with all formulae used (.XLS/.XLSX)
e. Misc. – L2 Schedule – MS Project / AutoCAD / MS Excel /PDF or any
similar.

All soft copies as submitted should be fully editable without any locks /
hidden parameters/ constraints etc. Any other equivalent format shall be

accepted on discretion of EIC for said contract after recording the

specific reasons.

4. Last 10% payment would be processed after award of EPC Contract

based on the technical documents by consultant or completion of 12
months from date of acceptance of last document in Cat I, whichever is
earlier.

9.0 Commercial Terms including Dispute Resolution / LD etc.

As pre NTPC Commercial Documents such as GCC / SCC etc. (Not in

scope of Bidder) but any general guidelines can be provided.
