 PROJECT TITLE: BUILD TOILETS FOR SCHOOL CHILDREN IN TULA


ELEMENTARY SCHOOL

1. Project Overview

The SNV has put in place a project named “WASH Facilities”. The model was
designed as pilot program targeting per-urban and urban areas in three Major
Regions: Oromia, Tigray and SNNPR regions.
The main goal of this project is to provide hygiene toilet for schools. It will focus
on the construction of sixteen latrines in Tula elementary school in south Ethiopia.

It has been noticed that in Tula elementary school there is a shortage of toilets and
a serious deterioration of the existing ones. Most of the toilet blocks are dilapidated
and need urgent attention to save them from total collapse.

The school have 700 students and 30 Personnel’s and currently they are using 5 pit
latrines constructed in 2005, which are almost full. Students will queue for hours
and fight to use the very few existing toilets plus boys and girls share the same
toilets,

The toilets are without doors, so they are forced to serve one another as a kind of
human door while a friend is using the toilet.
The construction of 16 Latrines, involve three blocks. The design will be designed
to ensure proper operation in hygienic conditions

2. Organizational Profile
SNV, in response to the 1974 drought in northern Ethiopia, started working on the
Food for Work Programme, called Kobbo-Lalibella Road Construction project -
which involved 6000 farmers.
Successfully completing the project, SNV started implementing other rural
development projects focusing, particularly, on capacity development of key
stakeholders in different sectors. Currently, they are working in agriculture, energy
and Water, Sanitation and Hygiene sectors to make a lasting difference in the lives
of people.
In Agriculture, aligning its strategy with the Government of Ethiopia’s Growth and
Transformation Plan and Climate Resilient Green Economy, SNV works to
alleviate poverty through increased income, food and nutrition security, sustainable
markets, and climate change resilience for smallholder farmers.
In energy, SNV is providing technical support to government in biogas, sustainable
markets, clean fuel, cooking and heating, off-grid and mini-grid electricity.
In WASH, they are facilitating access to improved drinking water services and
sanitary facilities through enhancing local capacities to ensure functionality of
water systems, WASH service delivery and sustained positive change in hygiene
behavior in WASH. SNV goes for ensuring that women, men and youth balance
benefits from their efforts. SNV is working in 514 woredas of Afar, Amhara,
BenishangulGumz, Gambella, Oromia, Somali, Southern Nations Nationalities
and Tigray National Regional States.

3. Project background and justification
Lack of good toilets and hygiene education is a big problem in Ethiopia.Through
this project, it’s expected to expand intervention in support of education by
providing better learning conditions for students in the targeted region by installing
ventilated pit latrines. Making sanitation accessible is not only critical to saving
lives, but also the precious time and money the victims spend in trying to recover
from such illness.
Indeed, the Tula elementary school, counts on 700 students and only 5 latrines
exits in this school. One of the latrine felled 4 years ago and even sometimes
students and teachers are forced to defecate in nature. This degrading situation also
gives rise to several diseases such as poliomyelitis, trichomonas, etc.

With this latrine construction project, they aim to go further in the approach to
access to education, in good conditions of schooling, especially since the local
demand is strong and favorable to the implementation of this project.

4. Project Description
The general objective is to enable students and teachers to have a place of hygiene
with an exemplary school toilet block in terms of comfort. The design approach
adopted here seeks to provide conducive, congenial block that would enhance the
learning process of the students.
The specific objectives are essentially to be able to:
 Provide a suitable infrastructure for natural needs for students and students
teachers;
 Limit microbial infections among students
 To sensitize the populations and the pupils to hygiene and sanitation
 Set up a school health committee
 Enrich the general landscape of the school environment.
 The proposed construction should be an outstanding architectural edifice.

 Economy of construction: Cost of construction is moderate. Choice and


specifications of materials are cost effective.
 Aesthetics: Pleasing facades, achieved with combination of warm colors will
enhance the school landscape.
 Structural Stability: The cracks on walls and floors are strengthened or
replaced where necessary.
 Walls: A combination of 225mm and 150mm sand Crete hollow block wall,
well rendered to receive painting.
 Windows: All windows shall be of well-seasoned hardwood with 2 coats of
gloss paint.
 Doors: All Doors shall be of Timber panel doors. 2 coats of paint.

 Finishing (Painting):The finishing of the building shall be a combination of


gloss and emulsion paint in accordance with the Architect’s specification
and finishes’ schedule.
 The Roof:The roof shall be long-span aluminum roofing sheets nailed on
well treated hardwood truss.

The Latrine that will be installed is called "VIP". It is an improved latrine and
broken down by the fact it has ventilation pipes to eliminate odors. It also has a
slab that can remove to do the draining. It therefore consists of a pit, slabs, a cabin
and a ventilation pipe.

The latrine to set up includes 6 cabins. This allows to meet the condition of a VIP
latrine. The pits operate in an alternative way, that is to say that the 6 pits are not
used at the same time. When 3 pits are working (boys, girls and teachers), 3 are
closed and await their opening when the first 3 are full.

These full pits are closed for 24 months to allow decomposition. They are then
emptied and wait for others to be full. This type of latrine is suitable for the general
public as school because we do not need water to make them work, their
maintenance is easy. This type of latrine is equipped with a washbasin to allow
users to wash their hands before going class.

Activities to develop
The following activities will be carried out:
 Information on the project and its objectives: this is to inform the local
authorities of the environment and services project objectives and have their
advice in carrying out the project.
 Organization of the population for its participation.
 Mobilization of the participation of the
 Establishment of the school health committee

The material and human resources implemented


There are two volunteer’s groups:
 The 1st: involves people’s in which we relay all site works , both technically
and logistically. They will work closely with villagers and local authorities
for the smooth running of this project and commissioned contractors to
obtain quotes. They will be responsible for the supervision of the works and
their follow-up.

 The 2nd: is working on the implementation of the project. So,theywork to
raise the funds necessary to carry out this action. Plus exploratory missions
and monitoring will be carried out. It’s planned every 2 years, a visit to Tula
elementary school to assess the impact of this initiative.
What’s required
The school owns the land, which will allow to build this cabin set without field
problem.
The local population is involved in the project by making use of its technical skills
The material useful to the construction will be bought in nearby city to reduce
transport cost.
The cost of the project is One million three hundred and forty thousand (3,340,000)
birr,
The requested funds amount to Seven thousand andTwo hundred thirty nine
thousand (700,239) birr

6. Monitoring and Evaluation
This project will be followed by initial needs assessment with continuous
measurement of the impact of the project. to show clearly whether the project had
any impact on issues that it was meant to address.
 Monitoring Process To make sure if process and progress in terms of
organizational structure set-up, construction and training are made on time
according to the work plan developed in the planning workshop.
 Impact monitoring: To see how the performance of activities have achieved
objectives in terms of degree of community participation, human resource
development and institutionalisation. It should also ensure Participatory
Monitoring. For effective monitoring, it is desirable to develop a monitoring
sheet by stakeholders to decide how often they should and who should be
responsible for this. An example of progress monitoring sheet and a sample
Latrine construction & maintenance monitoring sheets are as follow:
 Evaluation : should be carried out, preferably 1 or 2 years after the project
starts, with active participation by the community, other community
workers, officials and representatives of neighbouring communities if
necessary. After the evaluation is concluded, lessons learnt and
recommendations should be summarised. The main objectives of the
evaluation are:
1) To assess if process/progress were performed effectively on time and
made towards achieving its objectives (how much has been done, or still
needs to be done)
2) To clarify its objectives and policies and assess its relevance (objectives
set in the workshop were relevant to national goal and policies)
3) To find out what impacts were observed (expected or unexpected,
positive or negative)
4) To see how efficient the work was done (use of resources input)
5) To look at the project sustainability (Was management system developed?
Was corrective action solve problems occurred?)

7. Project sustainability
Sustainability will be obtained through sensitization of the beneficiaries on the
wise utilization of the toilets. To assure the future sustainability, community need
to learn how to manage implementation process by themselves.
Training of children, parents and teachers will be held.Besides the construction of
the toilets, parents, teachers and childrens are going to be trained on healthy
sanitation habits and good use/ maintenance for the toilets.
The training will be done at the start of the project and during the hand-over date.
The training will be conducted by one of the volunteers’ public Health Officer
Then afterwards a survey will be conducted to test if they have gained the basic
awareness. At the beginning , a baseline test on basic awareness and attitude on
sanitation by children, teachers and parents will be conducted . After the project
implementation, another test will take place to see the changes .
After the handover every 6 months will follow up the status of the toilets. This
means currently the toilets are dirty and stinky. So once the new toilet are available
both the new and old toilets must be very clean and well maintained.
Demonstrative latrine is to show people a good example, so it needs to be sited at a
place where general public gather
