Governance Report
No leader can achieve much without the support of the people he is sworn to serve.
The challenges that we encounter in the performance of our duty and responsibilities
remind us that we the servant of the people should always behave in a manner that is
proper and right to our office that we represent and be a role model to the community.
Being the elected Punong Barangay of Brgy. #4 Sta. Maria, Vintar, Ilocos Norte I am
very much honored to present the State of Barangay Report for the review calendar
year 2014.
In this report, the five performance areas are going to be explained, analyzed and
rated accordingly so that the area which has the lowest grade must be reinforced and
the area that has the highest grades must be maintained or improved for the great
benefit of our barangay and the people.
Lastly, on behalf of all the officials in our barangay, I would like to sincerely thank and
congratulate the Department of Interior and Local Government (DILG) in making a way
of establishing the state of governance of the barangay – for always boosting and
seeking effective and productive ways in supporting and helping develop our
barangays. With your assistance, we will join hand in hand and together we will intensify
the building of our nation by continuing to strengthen the most basic government unit –
our barangay!

Brief
History of
the
Barangay
Brgy. #4 Sta. Maria is
one of the thirty four (34)
barangays of the Municipality
of Vintar and is situated at the
poblacion. It was named after
St. Mary, Ever Virgin, Mother of
God, Queen of Heaven and
Earth. It has a plain
topographic area comprising
of residential lots, commercial
establishments and farmlands.
It is composed of seven puroks
distributed in the whole area
of the barangay. The nearest
capital landmark is the “Balay
ti Ili” with an approximate
distance of seven hundred
meters (700 m).

Also appointed were five (5) Barangay Health Workers (BHW) namely
Felorena G. Agcaoili , Nora Clotilde F. Baay, Maribeth M. Agtang, Catherine M.
Rosal and Sylvia C. Villanueva.
For peace and order to be maintained in the area, fifteen (15) Barangay
Tanod’s were also appointed which is headed by the Chief Tanod Manayon
Valdez. The members are Jay-Jay Alcantara, Benedict Madamba, Frederick
Arzadon, Ronald Magayano, Robert Esteban, Rex Vinoya, Rommel
Cabacungan, Saturnino Magayano, Clark Zuniga, Joel Magno, Froilan Agcaoili,
Marvin Gerthrud Rosal, Rommel Cabacungan, and Gemmalyn Malasig.
Day Care Worker Jovell A. Lingon, and Barangay Service Point Officer
Lucky Joy M. Rosal were also appointed respectively.
In addition, ten (10) Lupon Members were also appointed to help in the ---
--- They are Francisco T. Castro, Jr., Ricardo Lazaga, Renato Flores, Marlito
Manuel, Nestor Albano, Novicio Agcaoili, Marino Gee, Geronimo Jennifer
Magayano, Joy Augustos Foronda, and Remie Prim Magayano.
These comprise the officials of the barangay who are all ready and willing
to be of service to attain a more developed and progressive barangay.

Governance Report
The State of Barangay Governance Report shows that the barangay’s overall
performance rating is _____3.50_____ or equivalent to _high but not excellent _. The area
of Economic Development should be the top priority for development considering that
the adjectival rating is ___fair____ to focus on the service areas of Entrepreneurship,
Business and Industry Promotion to generate more income for Barangay Projects.
In general, the level of effort which had brought about desirable performance or
condition in the areas of __Administration__ has to be sustained.
