Generally,housingprojectsshouldconformwith the zoningordinanceof the


city/municipalitywhere they are locatedthus shall be in suitable sites for
housing. However,wherethere is no zoningordinanceor land use plan,the
predominantland use principleand site suitabilityfactorscited hereinshall be
used in determiningsuitabilityof a projectto a site.

Furthermore,if the prcject is undoubtedlysupportiveof other land uses and


activities(e.9.,housingfor industrialworkers)said prcjectshallbe allowed.

3. PhysicalSuitability

A potential site must have characteristicsassuring healthful, safe and


environmentallysound community life. lt shall be stable enough to
accommodatefoundationload without excessivesite works. Criticalareas
(e.9.,areassubjectto flooding,landslidesand stress)mustbe avoided.

4. Accessibllity

The site must be sewed by a road that is readily accessibleto public


transoortationlines. Said access road shall conform to the standardsset
herein of these Rules to ac@mmodateexpecteddemand caused by the
development of the area.In no caseshalla subdivisionprojectbe apprcved
without necessary access road/right-of-way constructed either by the
developeror the LocalGovemment Unit.

B. PlanningConsiderations

1. AreaPlanning

Projectdesignshouldconsidernot only the reductionof cost of development


to i minimum but also the prcvisionfor possiblefuture improvement or
expansion,as in the prescriptionof lot sizes, right-of-wayof roads, open
space,allocationof areasfor commonusesand facilities'

Land allocationand alignmentof the variousutilities(roads,drainage,power


and water) of the subdivisionshall be integratedwith those of existing
networksas well as projectsoutsidethe boundariesof the projectsite' e.9.

The minimumright-of-wayof major roads shall be in accordance


with the precedingtable. However,in cases wherethe major road
willserveas interconnectihg road,it shallhave a minimumright-of-
way of 10 meters.lt shall have a 1s-centimetermix gravel(pit run)
basecourse on wellcompacted subgrade.

Malor roads shall maintaina uniform width of road right-of-way'


Taperingof road width shall not be allowedwhere the road right-of-
way is wider than the prescribedstandardfor the interconnecting
roadof the proposedsubdivision.

Minorroadsshallhavea right-of-wayof 6.50 meterswide.

Interiorsubdivisionprojectmust secureright-of-wayto the nearest


public road and the right-of-way shall be designated as

donatedand deemedturned over to the LGU upon completionof

Subdivision projects abutting main publio road must provide


sufficient setbackswith a minimum dimensionof 3.0 meterc in
depth and 5.0 meters in length at both sides of the subdivision
entranceto accommodateloadingand unloadingof passengec.

5. Setback/Yard

6. Water Supply

Whenever a public water supply system exists, connectionto it by the


subdivisionis mandatory.

Each lot and/orlivingunit shallbe sewedwith waterconnection(regardlessof


the type of distributionsystem). Water supply providedby the local water
district shall be potable and adequate. lt shall be
complemented/supplemented by other sources,when necessary,such as
@mmunalwell which may be locatedstrategicallyfor ease and convenience
in fetching water by residentsand at the same time not closer than 300
metersfrcm each other.

lf publicwater supplysystemis not available,the developershall providefor


an independent watersupplysystemwithinthe subdivision project.Minimum
guantityrequirementshallbe 150 litersper capitaper day.

Each subdivisionmust have at least an opemtionaldeepwelland pump sets


with sufficient capacity to provide average daily demand (ADD) to all

Sewage disposal may be accomplishedby any of the following


means:

a. dischargeto an existingpublicseweragesystem'

b. treatmentin a communitydisposalplant, or communalseptic


tank.

c. Treatrnentin individualseptictanks with disposalby absorption


field or leachingPit.

c.5 GarbageDisPosalSYstem

Adequateservicesfor the regularcollectionand disposalof gafiage and


rubbishin compliancewith applicablelocalordinances.

c.6 ElevatorRequirements(lf Applicable)

Provisionof elevatorsshall be in accordancewith the requirementsof the


NationalBuildingcode of the Philippines.The same shall conformwith
the plansand specificationsof the duly licenseddesignarchitecuengineer
who shalldeterminethe requirementfor etevatorsinctudingthe numberot
cars, capacity,safety featuresand standards,elevatortype, speed and
locaiion'inrelationio the over all designand use of the building.The
design architect/engineershall certify under oath that all components
tneriot are in accordance with the National Building Code of the
Philippines,the AccessibilityLaw, NationalIndgtry Standardsand other
pertinentlaws.(Approved as per ResolutionNo. 554, Seriesof 1994)'

3. GeneralConstruction Requirements

a, Struchrral Requirements

All constructionshall conformwith the provisionsof the latesteditionof the


PhilippineStructural
Code.

b. Electrical Requirements

All electric systems, equipment and installationshall conform with the


provisionsof the latest edition of the PhilippineElectricalCode and the
requirements of the electricutilitythal servesthe locality.

c. SanitaryRequirements

All sanitary systems, equipment and installationshall conform with the


provisionsof the latesteditionof Sanitration
Code of the Philippinesand its
lmplementingRulesand Regulationsand NationalPlumbingCode.

d. Gonstruction Mabrials

The use of indigenousmatedalsfor site developmentand constructionof


dwellingsshall be encouraged,as long as these are in conformitywith the
requirementsof these Rules and ensure a buildinglife span of at least 25
yeas, or in conespondenceto loantermspayment.

Section7. Variances/Exemptions
Variancesfrom these standardsand requirementsmay be grantedpursuantto the
conditionsstipulatedin BoardResolution No. R-97,seriesof 1982(AnnexA) under
strict observancehereof will cause unne@ssaryhardshipto the case of regional
considerationVcharacteristics,peculiaritiesof the locationand otherrelevantfactors.

APPROVALOF SUBDIVISION
PLANSAND BUILDINGDESIGNS
Section8. Approval Required
No developmentof economic and socializedhousing projects shall be allowed
without having compliedwith the standardsand approvalproceduresset forth in
theseRules.

An approvedsocializedhousingprojectshalt not be upgradedto any other type of


housingprqect.
