Collaboration As A Fundamental Approach In Jakarta

To create better governance and breaking the silos isn’t an easy task, but collaboration gives us an opportunity to broaden
the perspective of stakeholders and bring them into unity in facing challenges

Efforts to involve stakeholders in developing

strategy are carried out in various ways :

Involving : Analyzing :

Stakeholder Stakeholder Stakeholder

Program Initiative

Collaboration is a must as it generates :

Through :

Resilient Seminar Working

Interview Focus Public Workshop

And Group Consultation
Sense of Continuity and
Discussion
Commitment Consensus Ownership Sustainability

5
Intelligent Solution Is People Centered Development

Generating intelligent solution basically focused on how we could educate citizens, improve their participation, and
collaborate with them to create sustainable movement especially toward resilient city
Why these principal matter : Translating Into Resilient Jakarta Strategy

Education
Educating Citizen is needed to • Enhancing Education on Disaster and Climate Change
improve their awareness, increase • Optimize inter-region cooperation on environmental
Well-Prepared
their capabilities, and prepare them services
to achieve bigger goals • Encouraging the Development of Application for
Reducing Disaster and Climate Change Impact

Participation

Improving citizens participation is • Reducing clean water consumption through Demand

key to create continuity in Healthy Management
addressing issues and solving • Reducing Waste Production
problems • Optimizing Waste Bank Activities

Collaboration

With Collaboration Citizens and • Encourage multi stakeholders interregional coordination

Connected
on transport policy
Government will work together in
• Developing Incentive and Disincentive Schemes
generating solution base on
• Encouraging the Development of Integrated Decision
citizens behaviour and needs Making Dashboards

These principal was embodied in every strategy in achieving resilient in Jakarta 6

Technology Development As Catalyst

Through various collaborations, Jakarta has already utilize smart technologies (IoT, AI, or database, etc) system to
create more effective and efficient decision-making process toward a resilient Jakarta.

Data Driven Policy Making Utilizing Crowd-sourcing in Jakarta Utilizing IoT in Jakarta

Program (Initiative in developing and
Utilizing IoT, Artificial Intelligence, Big
data to promote better Jakarta in the
future)

Legend : Supporting Education Process Increasing Citizen Participation Boosting Collaboration

Jakarta still in early stages of development and implementation. There still room for improvement for further
development of smart technologies (IoT, AI, or database, etc) especially for supporting Jakarta become resilient city. 8

Resilient Jakarta
Pillars

Good Governance Well-Prepared Jakarta Healthy Jakarta Connected Jakarta Social Cohesion

12 Direction + 32 Strategies

Well-prepared Jakarta, Healthy Jakarta, and Connected Jakarta are the main pillars of Resilient Jakarta with Good
Governance and Social Cohesion as supporting pillar. 10
Resilient Jakarta Strategy As Umbrella for A Bigger Movement

Unlike the strategies in other cities that specifically targeted to solve one particular issue, Jakarta provides a strategy
that serves as an “umbrella” for the various programs and initiatives of different stakeholders.

The Strategy : Strategy in Detail :

• Promoting Environmental Friendly-lifestyle By providing examples such as Existing

• Optimize Inter-region Cooperation On initiatives and Proposed Initiatives, The
Well-Prepared
Environmental Services
• Encouraging the Development of Application for
Reducing Disaster and Climate Change Impact
Resilient Jakarta Strategy encourages“
stakeholders to innovate and participate more
in order to build resiliency.

• Increasing Utilization of Alternative Water

Healthy Sources
• Reducing Waste Production
• Optimizing Waste Bank Activities

• Encourage multi stakeholders interregional

coordination on transport policy
Connected
• Developing Incentive and Disincentive Schemes
• Encouraging the Development of Integrated
Decision Making Dashboards

By providing an “umbrella” for each program and initiative, Jakarta is expected to be able to
encourage a broader range of stakeholders to participate in building the city's resiliency 11
Collaboration In Generating Intelligent Solution

To be a Resilient City, intelligent solutions must also be generated from the collaborative process of various
stakeholders. In Jakarta, this effort was conducted through the development of Jakarta Smart City (JSC) Program

Collaboration Partner :

JSC acts as a hub in connecting government and stakeholders who have ideas or alternative solutions
that can be a catalyst to build Jakarta’s Resiliency 12
Integrative Dashboard

Through various collaborations, Jakarta already has an Integrative Dashboard that connects various data to improve
coordination and accelerate the decision-making process

Open Data Waste Data in Regional Strategic Activity

Portal Jakarta Dashboard Dashboard

Jakarta also has a channel (Citizens
Relation Management) to encourage
citizens to collaborate by giving

aspiration that could help and trigger
government to improve their services

Citizen Relation Management (CRM) E-Musrenbang

13
Intelligent Solution from Citizens for Citizens (Crowd-Sourcing App Base)

Apart from the Government, intelligent solutions have also been developed by the community and exist for the
benefit of community

Petabencana.id Sibaja (Siaga Bencana Jakarta)

Powered by CogniCity Open Source Software, PetaBencana.id is a A map-based application to find out potential disasters in
free web-based platform that produces megacity-scale visualizations Jakarta equipped with proposed evacuation routes
of disasters using both crowd-sourced reporting (Twitter) and (provided by community). This application is focusing on
government agency validations in real time. the fire disaster and flood risk map in Jakarta

The availability of this application shows that community collaboration that supported by appropriate
technological developments could be a tactical step in order to build city’s resiliency. 14
Conclusion

of strategy implementation
+
Collaboration to enhance the effectivity Collaboration to create an
effective and intelligent solution
= A Resilient
City

3
Role of IoT, AI
Database, etc.
Shifting paradigm in finding
solutions and solving
problems
Increase inclusiveness
and community
participation
Improve the effectiveness
and efficiency in the
decision-making process

However, Jakarta still in early stages of implementation. There still room for improvement for further
development of smart technologies (IoT, AI, or database, etc) especially for solving strategies issues.
