1 Description:

The fee structure defined in this document is as per Regulation 2 issued by Dubai Government in July 2010 refers
to EIAC services including accreditation, training, registration and proficiency testing.

2 Fee Categories:

2.1 Accreditation Services Fee:

Accreditation service fee consist of the following categories:

2.1.1 Application Fee

All new applicant Conformity Assessment Bodies (CABs) or those accredited Conformity Assessment Bodies
applying for extension of scope shall be charged a fixed application fee of AED 500AED (600AED for overseas
applicant) for reviewing its application and carrying out the contract review.
2.1.2 Document Review Fee
Document review is conducted at EIAC office and AED 3,500 shall be charged as fee from new applicants.

2.1.3 Pre assessment Fee

Pre-assessment visit is optional for the Conformity Assessment Bodies. It is a short visit of 3-4 hours. AED 2,500
shall be charged as fees.

2.1.4 Assessment Fee


The fee for number of actual man-days spent on-site for the assessment shall be charged at the rate of AED
6,500 per man day. This fee represents preparation of assessment plan, selection of assessment team, on site
quality/ technical assessment, preparation of assessment report and review of corrective action report. The
assessment fees is applicable for all type of assessment visits such as: initial assessment, surveillance assessment,
scope extension assessment, special assessment (if any), re-assessment, re-witness assessment, follow-up
assessment (if any).
2.1.5 Accreditation Symbol Fee:
The fee shall be charged at the rate of AED 5,000 per scope’s field once in a three years accreditation cycle and
be invoiced prior to the re-assessment visit. For new applicants this fee shall be charged with the initial
assessment visit. For multi sites Conformity Assessment Bodies; this fee shall be charged for each Conformity
Assessment Bodies’ site.
The scope fields and fee to be charged are given in Annex 1

2.1.6 Accreditation Certificate Fee


The fee of AED 1,200 shall be charged for accreditation certificate & scope issue.

2.1.7 Re-instatement from suspension Fee

The fee of AED 1,200 shall be charged for re-instatement of Conformity Assessment Body’s suspension in
addition to the actual expenses incurred for any follow-up visit.
2.1.8 Traveling & Accommodation
(a) The Conformity Assessment Bodies shall have to bear the national/ international air fare by Emirates Air,
local travel (by suitable saloon car), 5 star hotel stay, full lodging/ boarding, internet expenses of EIAC Team
in addition to the payment of fees mentioned above and invoiced to Conformity Assessment Bodies. The
Conformity Assessment Bodies shall be responsible for these arrangements by directly paying to concerned
parties.
This part is applicable for Conformity Assessment Bodies outside United Arab Emirates and Conformity
assessment bodies inside United Arab Emirates requesting an urgent visit with specific dates that do not
match with the planned visit from EIAC.
If Emirates Air does not fly from Dubai for the location of assessment then other national (non-budget) air
lines are acceptable. For travels, eight hours or exceeding, the Conformity Assessment Body should book in
business class or as agreed with EIAC.
(b) The Conformity Assessment Body (CAB) has to bear directly the stay in five stars hotel and local travel (by
suitable saloon car) of the EIAC Team Leader in addition to the above listed fees. (Applicable only for
Conformity Assessment Bodies in Abu Dhabi, Ras Al Khaima, Um Al Qawain, Fujerah and Al Ain). The
Conformity Assessment Bodies shall be responsible for these arrangements by directly paying to concerned
parties.
2.2 Training Services Fee

The training fee of AED 1,020 per participant per day shall be charged. The fee for each training program is not
refundable and is separately published along with the training schedule posted on EIAC website.
2.3 Registration Fee

All conformity assessment bodies working in Dubai shall be registered by Emirates International Accreditation
Centre “EIAC” before getting the permission to provide services in Emirates of Dubai.
The registration fee is as follows:
a) Issuing a No Objection Letter shall be charged at the rate of AED 500
b) Issuing a Permit to Practice Activity shall be charged at the rate of AED 4,000. This fee represents the
compliance audit visit for the new registered conformity assessment bodies and includes: preparation of audit
plan, document review, on site quality audit, preparation of audit report and review of corrective action
report.
c) Renewing the Permit to Practice Activity shall be charged at the rate of AED 500

2.4 Inter-Laboratory Proficiency Testing Program Fee

The fee for Inter-Laboratory Proficiency Testing Program (PTP) organized by Emirates International
Accreditation Centre “EIAC” is in the range of AED 500 to AED 2,000 depending upon the various factors. Fee
for each PTP is separately published along with the program schedule and available on Emirates International
Accreditation Centre “EIAC” website www.eiac.gov.ae . The PT sample shipment charges shall be borne by
participants based outside U.A.E.

3 Terms and Conditions:

3.1 Service shall not be started until the full payment is received.
3.2 Emirates International Accreditation Centre “EIAC” fee must be paid within 15 working days from the date of
issuance of the fee invoice or before the date of actual service whichever comes first.

3.3 An amount of 20AED for Knowledge and Innovation fees shall be added automatically through the finance system
for each voucher issued by the system.
3.4 An additional fee of 100AED shall be added for each voucher issued by Emirates International Accreditation
Centre “EIAC” for international clients.
3.5 Accreditation Application fees shall be paid immediately upon submission of application. No application shall be
officially received and reviewed before receiving the application fee.

3.6 All Emirates International Accreditation Centre “EIAC” Accreditation, Registration and PTP services fees are not
refundable.
3.7 For training service; a refund will be given if a written cancellation is received minimum fourteen (14) days before
the training course starting date.
3.8 The accreditation of CAB can be suspended without any notice if fee is not paid within 15 working days from the
date of issuance of the fee invoice or before the date of actual service whichever comes first.

3.9 During accreditation cycle the fee shall be considered due as per following details unless otherwise agreed &
approved by Emirates International Accreditation Centre “EIAC”:
3.9.1 Fee for 1st Surveillance: The fee is due after nine months of initial accreditation decision date or before 15
working days of surveillance if the surveillance visit is planned to be conducted on earlier date before nine months
from the accreditation decision date.
3.9.2 Fee for 2nd Surveillance: The fee is due before twenty one (21) months of initial accreditation decision date or
before 15 working days of surveillance if the surveillance visit is planned to be conducted on earlier date before
twenty one (21) months from the initial accreditation decision date.
3.9.3 Fee for re-accreditation: The fee is due before thirty three (33) months of initial accreditation decision date or
before 15 working days of reassessment if the re-assessment visit is planned to be conducted on earlier date
before thirty three (33) months from the initial accreditation decision date.

3.9.4 Fee for subsequent accreditation cycles: Due dates for surveillance and re-assessment fee for subsequent
accreditation cycles shall be based on the expiry dates of accreditation of previous cycles as per the months
distribution of first accreditation cycle.

3.10 If the Conformity Assessment Body is suspended due to nonpayment of fee or any other reason then re-
instatement fee of AED 1,200 shall be applicable.

f) Page will be redirected into DSG and complete the credit card details and accomplishes payment. If payment
is confirmed, customer will be redirected into DM page with Receipt information

g) Once the payment done please send to rrdili@dm.gov.ae; aaaalali@dm.gov.ae the bill payment confirmation

4.2 E-Dirham/ Credit Card: By visiting Dubai Central Laboratory Department, block A, DCLD counter – ground floor,
a copy of the receipt shall be submitted to Emirates International Accreditation Centre “EIAC” Planning and
Development office for clearance.

4.3 Cash or cheque: By visiting any of Al Ansari Branches in UAE, the cheque should be addressed to ‘Al Ansari
Exchange L.L.C’. A copy of the receipt shall be submitted to Emirates International Accreditation Centre “EIAC”
Planning and Development office for clearance.
