Dear Hani & Joji,

Further to our discussion regarding the LPG contracting and maintenance business in the UAE, I have
had a quick look at the UAE regulations covering that, and as per my findings, this can be done fairly
straight forward.

Please find below my initial insight:

REGISTERING AS AN LPG CONTRACTOR

The first step would be to register with the Civil Defense as they are the regulating authority in UAE. In
the UAE FIRE AND LIFE SAFETY CODE OF PRACTICE
(https://www.dcd.gov.ae/portal/eng/UAEFIRECODE_ENG.pdf), the following is mentioned in section 8,
my comments are in red:

8. REQUIREMENTS FOR LPG & GAS SUPPRESSION SYSTEM CONTRACTING COMPANIES

8.1. LPG & Gas Contracting companies must be registered and Civil Defence approved firms. (This
process has to be looked into as a first step)

8.2. LPG & Gas Contracting Company personnel/ Engineer must be Specialized and qualified to represent
and discuss their project. (I can assist in sourcing and recruiting a suitable person, we will have to verify
what are the civil defense requirements, in additional to LPG qualifications, ie is there a test for the civil
defense)

8.3. LPG & Gas Contracting Company submissions should be based on Civil Defence approved Consultant
Design Drawings. (should not be difficult to locate these consultants, working on LPG systems with
contractors, we should be able to identify few of those. Furthermore, this should make the process
easier. In Qatar, we used to do the full design inhouse. We can have a preliminary design team to
optimize, and have it verified by a consultant.)

8.4. LPG & Gas Contracting Company submissions shall have Consultant’s stamp & Signature. (same as
8.3)

8.5. LPG & Gas Company submissions should comply with Civil Defence requirements for LPG & Gas
Contracting Company’s Standard Shop drawings as per section 9. Submissions not confirming to these
requirements shall be rejected. (this is manageable once we have a technical lead onboard, I can also
assist in hiring LPG experienced draftsmen)

SPECIFICATIONS & COMPLAIANCE

Regarding the specifications, I have had a skim through the code, it is also quite manageable, and it is
very detailed and comprehensive, which makes it easier to comply to. The Civil Defense document
mentions the following:

“NFPA 54 and NFPA 58 shall be referred to for requirements not effected or covered under this Fire
Safety Guidelines”. (These are universal codes governing the industry, a good technical lead should be
knowledgeable about these codes, and would be able to adapt to local additions on these
requirements). I have these codes, and I can send you to go through.

EXECUTION

As an MEP specialized company, I would see no problems in expanding our business into LPG
contracting. Standard LPG systems involve mainly, Design, tank installations, piping works, gas detection
systems. I have access to global suppliers of all these systems which I will share with you. and the
electrical and fire fighting/fire alarm team should theoretically be able to handle the piping works,
testing and commissioning as well as interface with the fire panels. They will just need few LPG
specialized technicians to direct, supervise, and secure proper testing and commissioning.

Furthermore, since this team is regularly dealing with the civil defense, that makes it easier to
coordinate for LPG systems as well.

This was my preliminary view, if you have any questions, I will be glad to address; also, I will be able to
carry you throughout all the business unit startup phase.

In a quick brief, an LPG system is mainly composed of the following systems, each of which have a
specific requirements:

1- Filling Line, and hoses

The piping system installation is quite standard.
