This is in relation to the proposed Provincial Ordinance No. 2019-19, Re: “AN
ORDINANCE GRANTING INCENTIVES TO BARANGAY TANODS IN THE
PROVINCE OF IFUGAO AND APPROPRIATING FUNDS THEREOF”.
Pursuant to Section 55 of the Local Government Code, the undersigned hereby
extend his refusal not to act in accordance with the said ordinance on the
following grounds:

a. The annual budget is not that much to provide for other additional
expenses. There are other more important matters that needs to be
addressed in relation with the budget.

b. Moreover, the said incentives should be converted into other programs

which are still beneficial to them and with life time impact (ex. Livelihood
programs). Furthermore, the appropriation of the said budget should not
be allocated annually requiring a less number of tanods considering that
most if not all our barangays are not that large as to population, area and
the like, as compared to other barangays in those more developed
provinces and other LGUs.
