WHEREAS, Article 359 and 360 of the Civil Code of the Philippines provides that “the
government shall establish Councils for the Protection of Children.”
WHEREAS, Article 87 of Presidential Decree (PD) 603 (children and Youth Welfare
Code) states the “every barangay council shall encourage the organizational of a Local
Council for the Protection of Children (LCPC) and shall coordinate with the Council for the
welfare of Children (CWC) in drawing and implementing plans for the promotion of child
and youth welfare.”
WHEREAS, RA 8980 (Early Childhood Care and Development Act) also mandate that
BCPC shall also functions as the Barangay ECCD Coordinating Committee.
WHEREAS, RA 9344 (Juvenile Welfare Act of 2006) mandates that the LCPC shall
serve as the primary agency to coordinate and assist the LGU concerned for the adoption
of the comprehensive plan in delinquency prevention, and to oversee its proper
implementation;

Section 2. A. Function of the BCPC. The Barangay Council for the Protection of Children.
(BCPC) shall perform the following functions:
1. Fosted education of every child.
2. Take steps to prevent juvenile delinquency and assist parents of children which
behevioral problems so that they can expert advice.
3. Adopt measures for the health of the children;
4. Conduct capability building projects to increase knowledge and skills in handling
children’s program;
5. Encourage the proper performance of the duties and responsibilities of the
parents, and provide learning apportunies on the adequate rearing of children
and paisitive prent-child relationship;
6. Promore who;esome entertainment in the community, especially in movie houses;
7. Prepare AWFP for children and recommend appropriation to the Sanggunian;
8. provide coordinate linkages with other agencies and institutions in the planning
monitoring and evaluation of plans for children;
9. Establish and maintain database on children in the barangay;

10. Advocate for the establishment and maintenance of playgrounds, day care centers
and other facilitiesnecessary for child and youth development;
11. advocate for passageof barangay resolutions/ordinances responsive to child-
related issued and concern and ensure the inclusion of children’s program in the
executive agenda;
12. Protect and assist children in need of special protection (e.g. abandoned,
maltreated and dependents) and refer cases filed againts child abusers to proper
agencies/institutions;
13. Monitor situational reports on children and prepare quarterly updates including
the implementation of children’s program and make recommendations to the
Municipal CPC for consideration and nationwide application;
14. Perform such other functions and other child related laws especially in matters od
child and parent education, health, entertainment, etc.
B. Structure of BCPC
a. Ensure sustained delivery of basic public ECCD service at the barangay level
such as the day care program, home-based children minding, family day care,
neighborhood play groups, parent effectiveness service, maternal and child health
programs at the health center or station, nutrition education and growth
monitoring through Barangay nutrition scholars;

b. Implement early screening child surveillance and referral systems at the
barangay level in cooperation with Municipal Health and Social Welfare offices
and schools district office, NGO’s and the private sector;
g. Prepare a barangay ECCD plan of action for integration in the barangay annual
development plan;
Section 4. Secretariat. The chairman of the Council shall designate the Secretariat. BGU
operating units, which shall provide administrative and technical support services to their
respective BCPC member.
Section 5. Funding. As provided in R.A. 9344 otherwise known as juvenile justice and welfare
Act of 2006, one percent (1%) of the IRA of the respective LGU shall be allocated for the
strengthening and implementation of the program of LCPC.
Section 6. Repealing Clause. All executive orders, rules and regulation and other issuance or
parts thereof, which are inconsistent with this Executive Order, are hereby revoked, amended,
or modified accordingly.
Section 7. Meetings. The Barangay Council for the Protection of Children Council shall meet
quarterly.
Section 8. Effectivity. This Executive Order shall take effect immediately upon approval.
