Fire Protection Fluid

Introduction
3M™ Novec™ 1230 Fire Protection Fluid, dodecafluoro-2-methylpentan-3-one,
(CF3CF2C(O)CF(CF3)2), is a clear, colorless and low odor fluid, one of a long line of
3M products designed as replacements for ozone depleting substances (ODSs) and
compounds with high global warming potentials (GWPs), such as HFCs and PFCs.

Fire Extinguishing Performance

The extinguishing performance of Novec 1230 fluid has been shown in small- and large-
scale tests. The initial effectiveness has been demonstrated in military applications such
as on flightlines and in standard fire scenarios as part of an Underwriters Laboratories
and Factory Mutual listing.
3M™ Novec™ 1230 Fire Protection Fluid Features

Novec 1230 fluid’s environmental profile, toxicity characteristics, and fire performance make
it a sustainable technology as a halon replacement alternative to Halons, HFCs and PFCs.
An advantage of a liquid agent is that it can be shipped in drums and totes rather than
pressurized cylinders. That means that you can air freight Novec 1230 fluid in bulk quantities
if needed for refills instead of the very limited quantities of gases that can be air shipped.
Additionally, if a leak occurs in the extinguisher or system after superpressurization, the N2
can easily be vented and the agent retained while repairing the cylinder seal or gasket. With
gases, the agent would be lost.
The liquid is pourable, low in viscosity and easy to handle. It can easily be pumped with hand
or electric pumps.
Novec 1230 fluid can be used both as a streaming agent (e.g., hand-held extinguishers) or as a
total flooding agent in fixed systems. The liquid is compatible with a wide range of materials
of construction, and is stable in storage.

3M™ Novec™ 1230 Fire Protection Fluid: Advantages of a Liquid Over a Gas
Not for specification The following graph displays the unique properties that differentiate Novec 1230 fluid
purposes from other agents. Over a wide range of temperatures, a high boiling material like
Novec 1230 fluid, when superpressurized with nitrogen in a cylinder, does not vary
significantly in storage pressure like the lower boiling gasses. Note the pressure delta of
only 10 bar for Novec 1230 fluid, whereas with some low boiling gases, there can be as
much as a 33 bar delta over the same temperature range. The maximum fill density for
Novec 1230 fluid is 1.8 times greater than lower boiling gases over the -40°C to 80°C
range. This is important in applications where there is an expected wide range of
temperatures, such as military vehicles, aircraft, or aboard ships that may enter tropical
or arctic waters.

3M™ Novec™ 1230 Fire Protection Fluid Environmental Health and Safety
A study conducted by MIT examined the atmospheric loss mechanisms for Novec 1230
fluid. The authors of this study determined that this compound does not react with hydroxyl
radical (OH) but that substantial decay occurs when exposed to UV radiation. The authors
measured the UV cross-section for Novec 1230 fluid, finding a maximum wavelength of
absorbance at 306 nm.
Because this compound shows significant absorbance at wavelengths above 300 nm,
photolysis in the lower atmosphere will be a significant sink for this compound. The authors
conclude that, “In fact, the absorption spectrum is similar to that of acetaldehyde, a species
whose lifetime against solar photolysis is about 5 days. The absorption cross sections of
Novec 1230 fluid are somewhat larger; hence, we expect the atmospheric lifetime of Novec
1230 fluid against solar radiation to be of the order of 3-5 days.”
Laboratory measurements of the photodissociation rate of Novec 1230 fluid found it to be
equivalent to that for acetaldehyde, within experimental error. Hence, an atmospheric
lifetime of 5 days is appropriate for Novec 1230 fluid.
The potential for Novec 1230 fluid to impact the radiative balance in the atmosphere (i.e.,
climate change) is limited by its very short atmospheric lifetime and low global warming
potential (GWP). Using a measured IR cross-section and the method of Pinnock et. al., the
instantaneous radiative forcing for Novec 1230 fluid is calculated to be 0.50 Wm-2ppbv-1.
This radiative forcing and a 5-day atmospheric lifetime results in a GWP value of 1 using
the WMO 1999 method and a 100-year integration time horizon. Compounds with such
short atmospheric lifetimes do not pose a risk with respect to potential climate change.
Novec 1230 fluid is expected to degrade rapidly to fluorinated alkyl radicals similar to those
produced by other fluorochemicals. Studies of the atmospheric chemistry of these radical
species and their degradation products have concluded that they have no impact on
stratospheric ozone. This, combined with its very short atmospheric lifetime, leads to the
conclusion that Novec 1230 fluid has an ozone depletion of zero.
Before using this product, please read the current product Material Safety Data Sheet
(available through your 3M sales or technical service representative) and the precautions
and directions for use on the product package. Follow all applicable precautions and
directions.

Toxicity Profile
3M carefully and thoroughly characterizes the toxicity of new candidate materials early in
the development process. These early studies and the subsequent studies conducted by
independent laboratories demonstrate that Novec 1230 fluid is very low in both acute and
chronic toxicity. The No Observed Adverse Effect Level (NOAEL) for all end-points of
acute toxicity is 10% based on a cardiac sensitization study and a 4-hour acute
inhalation study.

Novec 1230 ™

Fire Protection Fluid

Extinguishing mechanism of
Novec 1230 Fluid
3M™ Novec™ 1230 Fire Protection Fluid was developed as a sustainable clean extinguishing
agent for use in total flooding applications. This unique agent is a replacement for halon and
first generation halon alternatives.

Figure 1: In order to understand how Novec 1230 fluid extinguishes a fire, it is important to review
The Fire Tetrahedron the principal aspects of fire chemistry. Four components– fuel, oxygen, heat and the
combustion chain reaction – are often referred to as the “fire tetrahedron,” seen in Figure 1.
Chain
Reaction All four of these factors are required in the correct combination for a fire to ignite and
sustain burning. The fire tetrahedron shows that a fire can be extinguished by breaking one
or more of the links between these components or by changing the balance between them:
1. By interrupting the combustion chain reaction
Heat 2. By containing or eliminating the source of fuel
Fuel
3. By cutting off or diluting the source of oxygen
Oxygen 4. By removing sufficient heat from the fire
Halons extinguish fire primarily by the first mechanism. When exposed to flame
temperatures, a bromine atom is cleaved from of the halon molecule, chemically inhibiting
the combustion chain reaction. Inert gases such as argon and nitrogen extinguish fire
mainly by the third mechanism, diluting the oxygen level below 15 volume percent, the
level required to support combustion.
Novec 1230 fluid, like other halocarbon halon alternatives, extinguishes principally via the
fourth mechanism – removing heat from the fire. Upon discharge, Novec 1230 fluid creates
a gaseous mixture with air. This agent/air mixture has a heat capacity much larger than that
of air alone. A higher heat capacity means that this gas mixture will absorb more energy
(heat) for each degree of temperature change it experiences.
At a proper system design concentration, the agent/air mixture absorbs sufficient heat to
upset the balance of the fire tetrahedron. The amount of heat the fire loses to the
surroundings is increased by the presence of the agent. This causes the combustion zone to
cool to the point that the fire extinguishes. Novec 1230 fluid has the highest heat capacity of
any commercially available halon alternative, resulting in the lowest extinguishing
concentrations for a given fuel.

Storage and Handling Recommendations

Novec 1230 fluid has been developed by 3M as a halon replacement alternative to
HFCs, HCFCs and PFCs in special hazard, high value applications. It has unique
qualities that provide the right balance of fire extinguishing performance, end use safety
and low environmental impact. It is a liquid at room temperature with a low vapor
pressure which allows for ease in handling, storage and shipping when compared to
conventional in-kind and not-in-kind clean extinguishing agents.
The unique properties of Novec 1230 fluid necessitate the user to follow certain
handling and storage guidelines provided below. Failure to follow these
recommendations may result in contamination of the agent and potential failure of the
system in which it is used. Contact with water or solvents, either polar or hydrocarbon,
could render Novec 1230 fluid ineffective. Novec 1230 fluid should not be mixed with
other extinguishing agents (liquid, powder or foam) without consulting 3M to
determine compatibility.
3M™ Novec™ 1230 Fire Protection Fluid Storage
Novec 1230 fluid can be stored in its original container or other approved containers.
All containers must be opaque or not allow the transmission of ultraviolet light to the
product. Containers made from steel, amber glass, opaque plastic or aluminum may be
acceptable. All containers must be tightly sealed and not allowed to vent to the
atmosphere. Containers must be clean and dry.
Novec 1230 fluid should be stored indoors, out of direct sunlight at temperatures below
40°C (104°F). During transit, confirm that all openings/bungs are fully closed (including
placement of the valve cover on the 220 gal IBC), protect containers from direct sunlight
and precipitation to every extent possible, and fully dry the exterior of the container prior
to opening.
Based on the results of accelerated aging studies, Novec 1230 fluid is expected to be
shelf stable and perform as a clean extinguishing agent for at least 30 years in a properly
designed, maintained and operating fire extinguishing system, provided the Novec 1230
fluid has been stored and handled in accordance with 3M’s Storage and Handling
Information for Novec 1230 fluid.

Handling
Novec 1230 fluid is a liquid at room temperature allowing it to be transferred using
conventional pumping or pouring methods. Novec 1230 fluid has a viscosity similar to
water. Consequently, it can be transferred using any pump that would be used to transport a
low viscosity, nonflammable liquid. A gravity feed method may be employed to fill
containers such as pressure vessels (fire extinguishers) in lieu of pumping. It is
recommended that an inline filter (≤ 20 microns) be used when filling containers.
Standards used by the fire protection industry typically specify that clean extinguishing
agents meet certain standards of quality. In order to maintain the low water content of the
original Novec 1230 fluid, procedures must be used to prevent the entry of moist, ambient
air into the storage containers.
When transferring Novec 1230 fluid, the receiving containers should be free of water and
purged with dry nitrogen prior to filling with Novec 1230 fluid to remove moisture-laden air.
The dispensing containers should be fitted with a vent drier or nitrogen purge to prevent the
influx of moist air into the container as Novec 1230 fluid is withdrawn. Vent driers
employing disposable or refillable desiccant cartridges are commercially available.
Alternatively, a nitrogen purge can be set up by installing a “tee” onto the vent bung of the
storage container and establishing flow of dry nitrogen at a volumetric flow rate that is in
excess of the rate of withdrawal of Novec 1230 fluid from the container.
Fully reclose Novec 1230 fluid product containers after use.

2
3M™ Novec™ 1230 Fire Protection Fluid Personal Protection
As required with all industrial chemicals, good workplace safety and industrial hygiene
practices should be followed when handling Novec 1230 fluid. Novec 1230 fluid must be
used in a well-ventilated area. Provide local exhaust ventilation at transfer points. If
adequate ventilation cannot be accomplished to maintain air concentrations below the
recommended exposure guideline, use respiratory protection. The use of vented goggles for
eye protection is required when handling Novec 1230 fluid. Always wear gloves when
handling Novec 1230 fluid. Gloves made from butyl rubber are recommended. For
additional information regarding the use of Novec 1230 fluid refer to the Material Safety
Data Sheet.

Disposal Recommendations
If it becomes necessary to return Novec 1230 fluid, the product can be returned to 3M.
Please contact your 3M representative for specific information on the return. Novec 1230
fluid may also be disposed using an approved industrial or commercial incinerator. Since
Novec 1230 fluid is nonflammable, it must be burned in the presence of a combustible
material. Refer to the Material Safety Data Sheet for additional information about disposal.

Transportation
The original product containers in which Novec 1230 fluid is delivered meet all applicable
shipping regulations for the pure, unpressurized agent. Therefore, shipment may be by
ground, air or waterborne transportation.
The unpressurized Novec 1230 fluid is an unregulated material since it is not hazardous
(nonflammable, low in toxicity and is not a compressed or liquefied gas) and as such has no
UN designation. However, a container super-pressurized with nitrogen above the inherent
vapor pressure of the Novec 1230 fluid will require a UN classification. This classification
could depend upon the specifications of the container and its fill pressure. Since the
organization shipping the material is ultimately responsible for its classification contact the
U.S. Department of Transportation Hazardous Materials Information Center at 1-800-467-
4922 for the appropriate classification of a pressurized container.

Laboratory Analysis
If chemical analysis of Novec 1230 fluid is required, the procedure should not utilize water
which may produce inaccurate results. Spectroscopic (FTIR, NMR) or chromatographic
(GC) methods are recommended for analysis of Novec 1230 fluid. Contact 3M for
consultation on the appropriate tests methods for use with this product.

Fire Protection Fluid

For Marine Applications

C r e a t e d f o r l i fe.
When safety matters most

3M™ Novec™ 1230 Fire Protection Fluid is an advanced, “next-generation” halon replacement, offering a number of
important advantages over other clean agents and CO2 in marine applications.

The product is based on a proprietary chemistry from 3M. Its low acute toxicity, combined with high extinguishing
efficiency, gives Novec 1230 fluid a significant margin of safety, even at relatively high extinguishing concentrations.
This makes Novec 1230 fluid ideal for occupied spaces including engine and pump rooms, paint lockers and communi-
cation and control centers.

Novec 1230 fluid vaporizes rapidly during discharge, and it is noncorrosive and non-conductive, so it will not harm
delicate electronics, radar, navigation and other equipment. And, unlike foams and powders, it leaves no residue to
clean up, which means that operations can continue without interruption.

The bottom line? With Novec 1230 fluid, you get fast, effective fire protection – without compromising ship systems,
the safety of passengers and crew, or the environment.

2
The long-term, sustainable solution
From its initial development, 3M™ Novec™ 1230 Fire Protection Fluid was designed to address the global demand for a
halon replacement that is safe, effective and not subject to current or anticipated regulatory restrictions, nor scheduled or
targeted for future phaseout. With zero ozone depletion potential, short atmospheric lifetime and a global warming poten-
tial of 1, Novec 1230 fluid has proven to be the first halon replacement to offer a viable, long-term, sustainable solution for
marine fire protection.

Why is sustainability important to consider?

In recent years, concerns about environmental issues – especially those relating to climate change – have led to increasing
regulatory scrutiny of compounds with high global warming potentials. These so-called “greenhouse gases” include several
conventional halon replacements, such as HFCs.

Under the Kyoto Protocol and other international agreements, more and more industrialized nations have committed to
reducing the amount of greenhouse gases emitted to the atmosphere. Although the use of HFCs in fire protection is
allowed today, there is growing concern about their future viability, as regulators look for industries and applications
(such as fire protection) where alternatives exist to reduce greenhouse gas emissions, without harming economic
growth.

For example, abatement of HFCs from fire protection applications is one strategy that companies can employ to reduce
their overall emissions from the “basket” of six greenhouse gases identified by the Kyoto Protocol. In addition, many
forward-thinking companies are beginning to consider the potential costs of monitoring and reporting their use of
greenhouse gases; and of the cost and disruption to replace an HFC-based system in the near future,
should new restrictions on HFCs, now being debated in the EU and other parts of the world,
come into force. Ultimately, a growing number of end-users are concluding that
long-term economics – as well as good stewardship – favor the use of
sustainable solutions, such as Novec 1230 fluid.

3
The Widest Margin of Safety
Because 3M™ Novec™ 1230 Fire Protection Fluid offers a much wider margin of safety than other halocarbon agents, its
effective use concentration will not exceed safety limits in marine applications.

It’s important to note that the complex geometry of engine rooms, communications centers and other shipboard locations
makes it difficult to calculate their net volume accurately; such calculations are used to determine an effective (but safe)
agent design concentration.

If a significant portion of a room is filled with piping, conduits, machinery and other obstructions, agent concentration
could quickly exceed its NOAEL (No Observable Adverse Effects Level), if discharged at a rate appropriate for its
empty volume.

With Novec 1230 fluid, you get the stopping power you need to extinguish fires in obstructed spaces – without putting
people at risk.*

4
Performance you can depend on
In numerous laboratory and field tests around the world, witnessed by independent agencies, 3M™ Novec™ 1230 Fire
Protection Fluid has proven its effectiveness in marine flooding applications. Consequently, fire protection systems incor-
porating Novec 1230 fluid, developed and sold by the world’s leading systems manufacturers, have been registered and cer-
tified by a growing number of marine approval authorities (see list below).

For example, fixed fire protection systems using Novec 1230 fluid have successfully completed test protocol IMO MSC
Circular #848. This protocol tests the ability of a system to extinguish effectively a variety of fires in total flooding
applications. The fires occurred in a 500 m3 test enclosure, simulating machinery rooms and pump rooms, and were
witnessed by agents from Underwriters Laboratories, the U.S. Coast Guard, Lloyd’s Register and the United Kingdom’s
Maritime and Coastguard Agency (MCA).

Subsequently, systems using Novec 1230 fluid received the Certificate of Type Approval from the MCA,
indicating that these systems are accepted and in compliance with the requirements of:

• The Merchant Shipping Regulation 1998, S.I. 1012

• The Merchant Shipping Regulation 1998, S.I. 1011
• 1978 SOLAS Protocol as amended by the SOLAS amendments to date
• HSC Code - Resolution MSC.36(63)
• The Code of Practice for Safety of Large Commercial Sailing & Motor Vessels
• The International Maritime Organization MSC/Circ.848

Fire suppression systems using Novec 1230 fluid have been submitted by their manufacturers for certification

Easy handling, easy storage
3M™ Novec™ 1230 Fire Protection Fluid is an excellent choice for engine and equipment rooms, and other normally-occupied
areas of pleasure craft and high-speed craft.

Because it is a liquid at room temperature, and stored at low vapor pressure, agent handling and charging of systems using
Novec 1230 fluid is greatly simplified, and can be accomplished without removing the cylinders offsite – saving you time,
and ensuring uninterrupted protection of your assets. Because the liquid is shipped non-pressurized, refilling after dis-
charge is a straightforward procedure. Note: Before using this product, please read and follow the precautions and direc-
tions for use in the Material Safety Data Sheet (MSDS), product label and manufacturer guidelines for refilling systems.

The liquid state of Novec 1230 fluid also allows for efficient use of space, requiring about the same number of cylinders as
conventional halocarbon agents. The product can be shipped safely by air in bulk quantities, without any regulations
or restrictions.

Upgrading an existing fire protection system can be accomplished by reusing the existing system control equipment with
the newly installed system designed for use with Novec 1230 fluid.

Compatible with fire system materials

Novec 1230 fluid has been shown to be compatible with typical materials of construction used in fire suppression systems,
including stainless steel, carbon steel, aluminum, brass and copper. The material is stable and noncorrosive in its pure
form. Long-term testing has demonstrated excellent compatibility with various
elastomers used in o-rings, gaskets and other types of seals. Note: However, we
recommend that the product not be used with fluoroelastomers, because they
are both fluorine-based with an affinity for each other and, therefore, should
not be used together.
