Executive Summary

About this report


This report has been prepared in response to the consultation program undertaken in August - October 2018
on the future use of the former site of the Kyneton Primary School. It analyses the feedback received from
the community, businesses, stakeholders and government agencies during this consultation period, and
provides recommendations for next steps.

Structure of this report


The report presents a comprehensive description of the engagement activity undertaken by the Department
of Environment, Land, Water and Planning (DELWP) Loddon Mallee. The data has been analysed into key
themes, specific site uses and preference of management model.
It then addresses the limitations of the engagement process and provides recommendations for the former
site of the Kyneton Primary School project’s next steps.

Project overview
Kyneton Primary School in Baynton Street, Kyneton, was vacated in 29 March 2018. In May 2018, the
Victorian Government committed to retaining the former Kyneton Primary School site in public ownership.
Loddon Campaspe Regional Partnerships took ownership to progress this matter as a priority. DELWP
Loddon Mallee, on behalf of Loddon Campaspe Regional Partnerships, sought community feedback on the
preferred uses of the site, what gaps in community facilities and services exist, and what the Kyneton
community value about the site.

Key elements of this consultation phase


This engagement process followed an extensive consultation undertaken by Ethos Urban on behalf of
Regional Development Victoria and Macedon Ranges Shire Council in 2017 and 2018, which explored
options for the site. The Kyneton Primary School Master Plan outlined three options for the site (Appendix A)
- Council-owned, community managed; Council-owned, commercially-owned redevelopment; and part
Council and commercial owned. The Master Plan has not been adopted by Council. It was presented to
Macedon Ranges Shire Council for consideration in May 2018. Before this process was completed the local
member, Mary-Anne Thomas MP, with the support of the Premier, announced that the site would remain in
public ownership and that Loddon Campaspe Regional Partnerships would undertake a future consultation
process.
The objectives of DELWP’s engagement process as outlined in the Communications and Engagement Plan:
• Test community appetite for the options outlined in the original consultation paper
• Understand views on what the community values about the former Kyneton Primary School site
• Consult on what Kyneton needs that this site could deliver with a long-term (25-50 year) focus
• Consult on what gaps in community facilities and services exist and whether this site could fill those gaps
• Develop a list of reasonable and realistic priorities for the site regarding site use, management and
maintenance.
The consultation was designed to ensure stakeholders and community members had a forum to present their
ideas for the future of the site. Multiple strategies were employed to ensure a cross section of the community
were engaged, including online, telephone, and face-to-face one-on-one and group options.
The consultation process was an opportunity to gather feedback and responses to inform decision makers
on the range of community’s views pertaining to the use and management of the site.

Our consultation program
The program has included:
• An online survey on the Engage Victoria website from August 24 to October 5. The survey was promoted
through social media, media releases, newspaper advertisements and social media advertisements. It
received 110 submissions. Interestingly, 57 per cent of the respondents had not participated in the first
round of consultation.
• Three roundtables targeted at members of community groups, in response to early conversations which
identified that many Kyneton community groups want to base their activities at the site. Twenty-six people
attended the community meetings and three provided input via telephone conversations.
• Flyer drops with a survey to local businesses along Mollison and High streets. Of 40 surveys dispensed,
seven responses were received.
• Meetings with five Not-For-Profit organisations who have interest in tenanting the site.
• Meetings with government agencies and key stakeholders
• A meeting with youth representatives, who provided the views of young people consulted during the
Macedon Ranges Shire Council youth strategy process.
• Written and verbal submissions.
All of these methods provided a significant amount of valuable feedback, which is summarised below.

What we heard

The following is a summary of how the engagement process addressed the engagement objectives. The
submission total was 166, as broken down in Table 1. The population of Kyneton is 6951.

The third option in the Master Plan (Appendix A) involved partial ownership of the site by Council, with the
majority sold off for commercial or residential development. This is not possible now that the site is remaining
publicly-owned.

The first and second options - Council-owned, community managed; Council-owned, commercially managed
– were differentiated by the management model of the site. The appetite for the models has been tested by
asking stakeholders and community members about their preferred management of the site. Results are
shown in Table 2.

Consult on what gaps in community facilities and services exist and whether this site could fill those gaps

The survey asked questions about gaps in services and businesses offered in Kyneton (Appendix B). Less
than half the respondents answered the question. The main gaps identified were:
- Cinema (5)
- Kmart/clothing stores (5)
- Outside entertainment area (4)
- Regional gallery (3)
From the data collected, there seems to be little evidence of service gaps in Kyneton. However, the data is
limited. A specific study may be considered worthwhile.
There was evidence of a need for the centralisation of services in Kyneton. Many Not-For-Profits, community
groups and individuals spoke about the value in the co-location of a range of groups, services and social
enterprises in the centre of town.

Develop a list of reasonable and realistic priorities for the site regarding site use, management and
maintenance.

Utilising the engagement material, DELWP Loddon Mallee have developed a set of principles and attributes
that would ensure the future use of the former Kyneton Primary School site meets the community’s
expectations. Principles are a set of qualities that the space should facilitate or preserve. Attributes are what
the space offers.

Principles:
• The heritage trees and the bluestone building are preserved.
• The site has long-term viability.
• The site managers, users and tenants have a commitment to site maintenance.
• The open space is retained.
• Tenants in the site are to build social capital between different members of the Kyneton and surrounding
district community.
• The site hosts complimentary services.
• The site promotes active living.
• The site contributes to a liveable, inclusive and sustainable Kyneton.

Attributes:
• There is space for community groups to meet and host activities at the site.
• It is a safe place to be.
• Storage is available for community groups.
• The open space is accessible for passive use and community activities such as community gardens, open
markets and entertainment.

Engagement program and findings
Online survey
An online survey opened on the Engage Victoria website on August 24 and closed October 5. The survey
was promoted through social media, media releases, newspaper advertisements and Facebook
advertisements.
The survey focused on what would people would like to see at the site and how they envision it to be used.
The survey also asked community members about the current use of community buildings and services in
Kyneton, and current gaps in services. Specific questions were not asked about potential management of the
site due to the difficulty in describing different management models. However, some comments reflected
preference to different management models.
By 5 October 2018, 110 submissions had been received. Fifty-seven per cent of people completing the
survey had not participated in the earlier consultation process.

Community group roundtables
Three roundtables were held at the Kyneton Mechanics Institute on 4 September 2018, 14 September 2018
and 25 September 2018. The roundtables were targeted at members of community groups. This was in
response to early conversations with the community which identified that many Kyneton community groups
wanted to use the site as a base for their activities.
Invitations were sent out through the networks of two prominent community groups, the Kyneton Town Hub
Reference Group and the Kyneton and District Town Square Co-op.
Twenty-six people from 14 groups (see Appendix C for comprehensive list) attended the community
meetings. They answered the following four structured questions.
1. What is the site going to be used for?
2. Why do you think it should be used for that?
3. Why would it be good for Kyneton?
4. How can we make that a reality?
Two people, and one person representing a community group, were unable to attend the meetings and
completed the set of questions over the phone.

Business flyer drop
On the 21 August 2018, 40 flyers (Appendix D) were provided to local businesses along Mollison and High
Streets within close proximity to the school site. These were collected on 1 October 2018. Seven were
completed on collection.

Meetings with Not-For-Profit organisations
Meetings were held with five Not-For-Profit organisations working within Kyneton and the wider Macedon
Ranges Shire. The organisations have an interest in tenanting the site to provide community services for the
local community.
The organisations were:
Kyneton Caring Community
Kyneton Caring Community provides services including a free foodbank, an emergency relief service
(clothing, household items etc), drop in centre and soup kitchen, a needs assessment and referral service to
other agencies in the local area.
Kyneton Community and Learning Centre
KCLC owns a facility just out of the centre of Kyneton, which offers opportunities for local groups and
individuals to meet and participate in a range of activities such as health and wellbeing, art and craft, special
interest, information sessions and special events.
Macedon Ranges Autism Network
MRAN aims to provide opportunities for those with a diagnosis or autism and their families to participate in
their communities and be supported while doing so. It also provides education and skills training for parents.
Windarring
Windarring is a disability service provider which aims to eliminate barriers to participation, inclusion and
acceptance for people with disabilities. Windarring runs activities for people with a disability, as well as
offering respite and residential care.
Cobaw Community Health
Cobaw is a not-for-profit allied health service. Cobaw offers a range of health and wellbeing services to the
Macedon Ranges community, including allied health, children’s services, home care, emergency relief and
housing support.

Key stakeholder meetings
Meetings were held with Macedon Ranges Shire Council, Taungurung Clans Aboriginal Corporation and
Kyneton Business.

Results

Macedon Ranges Shire Council

Council had formerly indicated its intention to act as Committee of Management over Lots 2, 3, 12 and 13 to
be retained as use for public open space.
Council altered its position and accepted the resolution that Council:
1. Note the information provided on the current DELWP consultation and engagement process;
2. Work with the community and DELWP in progressing the options for the four undeveloped government
lots (as per the officer report: Lots 2, 3, 12 and 13) to be retained for use as public open space; and
3. Request the CEO to consider and subsequently advise Council what financial and staff resources may be
required to provide input to any request arising out of item 2 before finalising any financial or staff resource
commitment.

Taungurung Clans Aboriginal Corporation

- Taungurung want to deliver and own renewable power infrastructure through the support of Mondo
Energy (Ausnet Services) to assist improvement outcomes for Taungurung and the broader
community
- As such, the site could be used for Renewable Power Battery Storage underground to compliment
roof solar panels
- Community use space for school buildings, potentially engaging local groups such as Social Foundry
to continue developing programs to support disadvantaged youth
- TCAC want to continue to be engaged in the future of the site.

Kyneton Business
- Businesses will be interested in the site if it has long-term tenants and is an active site with foot
traffic.
- Small business won’t commit unless there is a certain fill rate.
- Expanding the library into site would bring clientele to hub and make it appealing to business.

Youth consultation
Three youth representatives and two youth workers attended a meeting on 21 September 2018. The
students have been employed by the Macedon Ranges Shire Council to develop the 2018-2028 youth
strategy. The group discussed how the site aligned with the findings from the consultation held to develop
the youth strategy.
They answered the following four structured questions:
1. What is the site going to be used for?
2. Why do you think it should be used for that?
3. Why would it be good for Kyneton?
4. How can we make that a reality?

Proposals

Kyneton Connections
Kyneton Connections is a community-run newsletter. The Connections proposal is built on the premise that
the site will be the ‘centre of community life in Kyneton’. In the Kyneton Connections’ proposal, Kyneton
Community and Learning Centre takes on a coordinator and management role and is the main tenant at the
site. The proposal also suggests commercial activities, events and festivals, and community group use will
occur at the site.

Kyneton and District Town Square Co-op


The Kyneton and District Town Square Co-op is a group of community members that were formed with the
intent to manage the Kyneton Primary School site. The group elected a board in August 2018. Two meetings
were held with the Co-op throughout the engagement period to present their vision.
The Co-op represent the interests of community groups and about 200 members. The Co-op want the site to
be surrendered to the Crown land, then leased to the co-op for a peppercorn rent. The Co-op would then
organise the activities at the site in accordance with the rules of the Kyneton and District Town Square Co-
op.
The Co-op also supplied their rules and the Creating a Kyneton and District Town Square document.
The document outlines the group’s vision, values and objectives, as well as estimated costs for capital works
and ongoing operations. The report lists potential tenants for the site. Key ideas are:
- Use of existing buildings for community groups
- Outdoor entertainment/markets

- Some suggested commercial opportunities and Not-For-Profit tenants
The rules outline how the Co-op will elect their board, and how they propose to manage the site. Key ideas
are:
- Publicly elected board, with two positions by sortition
- Sub-committees to run specific areas i.e. outdoor space, commercial

Kyneton Town Hub carpark


The Kyneton Town Hub’s proposal is for community-management of the site under lease from the State
Government. The proposal includes the extension of the town square into Baynton Street. Baynton Street
would then become a landscaped car park with compulsory reverse parking.

Working Heritage
Working Heritage is an incorporated Committee of Management that manage and maintain heritage
buildings that are on Crown Land. Working Heritage focus on the conversation, adaption and re-use of
heritage buildings. Working Heritage are interested in investigating the viability of the former Kyneton
Primary School site.
Working Heritage are interested in viewing the site to determine site potential. If the site is useable and
viable, the use of the building could be determined in collaboration with the local community and potential
partners.

Limitations
- Some people contributed to multiple consultation activities. Therefore, double counting of responses
is possible.
- Due to budget and time constraints, the feasibility of ideas has not been tested.

Proposed next steps


- Formal building assessment undertaken
- Design and conduct EOI process for the future management of the site using a set of principles and
attributes determined through the engagement process that would ensure the future use of the
former site of the Kyneton Primary School meets the community’s expectations.

Department of Environment, Land, Water and Planning (DELWP)
would like to hear your ideas about the future use and
management of the former Kyneton Primary School site.
The Victorian Government is committed to keeping the site publicly
owned. DELWP is engaging with the wider Kyneton community to
explore and develop sustainable and realistic priorities for the site
as well as ideas about future management.
