Regalian Doctrine

 All lands of whatever classification and other natural resources not otherwise appearing to be
clearly within private ownership belongs to the state.
 To overcome the presumption, it is indispensable that there be a showing of a title from the
State or any other mode of acquisition recognized by law. The onus to overturn, by inconvertible
evidence, the presumption that the land subject of an application for registration is alienable or
disposable rests with the applicant.
