1. SCOPE

This document covers the technical and commercial requirements for the
expansion joints to be installed in the fuel storage and supply system within
the scope of Reconstruction of the International Airport Astana.

2. DEFINITIONS

Project: Reconstruction of the International Airport Astana

Employer: Ministry of Transportation and Communication

Engineer: Pacific Consultant Engineering

Contractor: Alsim Alarko Sanayi Tesisleri ve Ticaret A.S acting as the


partner in charge of Siemens-Marubeni-Laing-Alarko Consortium (SMLA)

Bidder: Manufacturer, supplier, dealer or subcontractor who is invited by


the Contractor to bid for a certain procurement package, by receiving a
formal invitation letter and a material requisition (MR) document.

Supplier: The Bidder becomes the Supplier when his Bid is accepted and
a Purchase Order or a Supply Agreement is made between the Bidder and
the Contractor.

Third Party Inspector: Parties which will be nominated by the employer or


by the contractor to test, inspect, witness or expedite manufacturing
process.

Bid: Technical and commercial proposal presented by the bidder including


all the requirements of this document.

Contract: The main Contract between the Employer and the Contractor.

3. TECHNICAL REQUIREMENTS

Applicable technical contract documents and specifications are included in


Appendix I.

The supplier is responsible to supply a copy of the latest revision of the


international standards referred in their engineering design documents.

4. COMMERCIAL REQUIREMENTS

Applicable commercial contract documents are presented in Appendix II.

APPENDIX – I

1. GENERAL REQUIREMENTS AND SPECIFICATIONS

General requirements related with the manufacture and supply of the


expansion joints include:

1.1. Operating Conditions:

All expansion joints shall in all respects be suitable for reliable and
continuous operation in the service conditions at the Astana Airport.

Operating and design temperature range for joints and flanges shall
be:

Low: -40°C
High: +50°C

1.2. Material:

Material offered by the Bidder shall be suitable for operation in the


above mentioned temperature range. The material referred to in this
material requisition may be used along with extra impact testing
specified in ANSI B 31.3 for low temperature utilisation of steel
material.

2. CONSTRUCTION

2.1. General

Expansion joints within the scope of this specification shall be


designed according to the provisions of ANSI B31.3 and EJMA standards.
Expansion Joints within the scope of this specification are to be used as
compensators for above ground storage tank settlements due to changes in
stored medium level.

2.2. Construction:

Expansion joints supplied within the scope of this specification shall


be universal type consisting of two bellow type expansion joints. One of the
expansion joints shall be hinged with restricted movements to the vertical
plane only and the other shall be gimbal connected. One of the hinges of the
gimbal shall be in the same plane with the hinge on the other end of the
joint. The hinged and gimbal expansion joints shall be interconnected via a
center spool. Spool length shall be determined by the Bidder to suit
displacements defined in Appendix-II.

2.2. Materials for expansion joints:

Bellow : SUS 304


Flange : ASTM A 216 WCB (with extra impact testing) or
ASTM A 420 WPL-6
Hinges / Gimbals : ASTM A 516 Gr.55 or 60 or equivalent; or SUS 304.
Center Spool : SUS 304

2.3. Sizing and Details

Connections of expansion joints shall be flanged. Flange details shall be as


per ANSI B16.9 Class150#, raised face.

3. CERTIFICATION:

Materials certificates in accordance with BS EN 10204/DIN 50049 are


required for all pressure retaining components and, as a minimum shall
include:

a. Chemical analysis by heat (steel supplier’s reports)


b. Mechanical properties
c. Non Destructive test results
d. Hydrostatic and/or pneumatic test results
e. Heat and melt number.

In particular, the Supplier shall provide the following certification:

- Calibration and gauging reports of testing equipment and


instrumentation.
- Visual and dimensional inspection report
- Marking report
- Materials certificates
- Test results for impact tests (if any)

4. MARKING:

Each expansion joint shall be marked with a 150mm x 100mm stainless


steel tag plates. Tag number, pressure class and connection size, as a
minimum shall be clearly marked on the tag plate.

5. FLANGE PRESERVATION AND SHIPMENT:

Supplier shall warrant that flange finishes are protected from damage during
shipping and storage. The ends of socket, threaded and weld ends fittings
and flanges shall be protected by securely fastened tight fitting plastic caps.

APPENDIX-II

1. BID BASIS

The Bidder will propose their best prices, best possible delivery, transport and payment.

2. SCOPE OF SUPPLIES AND PRICES

The following Bill of Quantities is tentative, subject to be revised with final detailed design documents. Each tag number
corresponds to one expansion joint.

3. COMPLIANCE STATEMENT
The Bidder shall certify submittals forwarded to SMLA with the following certifying statement: "I hereby certify that the
(equipment) (material) (article) shown and marked in this bid is that proposed to be incorporated with Astana Airport
Reconstruction Project, is in compliance with the attached specification and is submitted for the SMLA approval”.

Bidder must sign and stamp all the pages of specification and its attachments and provide with the compliance statement.

Bids submitted without compliance statement and signed and stamped specification will not be evaluated.
