Implementation of Sanitary Toilets.”

Adviser: Dexter B. Andres, PhD

The study determined the level of implementation of

sanitary toilets by households, the level of compliance

of households on the ordinance imposing the construction

of toilets in the Municipality of Kibungan, Province of

Benguet, with penalties for the violation or non-

compliance and the factors that would impede the

implementation on the compliance of households on the

ordinance.

Descriptive design was used with the questionnaire

as main data-gathering tool. Respondents were 457

household heads and residents from the seven barangays

who were not compliant to the Municipal Ordinance using

income and education as moderators. Data gathered were

analyzed using quantitative descriptive statistics.

Frequency, percentage and ranking were used to determine

the level of compliance of households and the factors

that impede the implementation of the ordinance on

imposing the construction of sanitary toilets in the

Municipality of Kibungan, Province of Benguet, with

penalties for the violation or non-compliance and ANOVA

(F-Test) was be used to test the hypothesis.

Findings reveal that the respondent households are

moderately aware in the implementation of sanitary

toilets and the level of awareness differ according to

annual family income.

The most common factors on the compliance and

implementation on Municipal Ordinance 13-86 is mainly on

the insufficient knowledge on the ordinance, financial

issues, attitude and behavior towards constructing

sanitary toilets.

In conclusion, household respondents constructed

their toilets not based on the standard incorporated on

the Ordinance but on their own decision and personal

insights as well as on the availability of their budget.

There are problems encountered in the implementation and

compliance that need to be addressed to attain 100%

households having constructed sanitary toilets.
