BACKGROUND

• Sultan Mizan Zainal Abidin (SMZA) Stadium is multipurpose stadium in Kuala


Terengganu, Malaysia.
• Officiated on 10th May 2008.
• Able to stand 50,000 peoples and the biggest stadium in East Coast region of
peninsular Malaysia.
• Construction of the stadium was started on 2005 by the main contractors (Bina
Struktur Sdn. Bhd., Emarcon Sdn. Bhd. and Genggam Mercu) with initial cost
RM250 million.
ANALYSIS OF THE CASES

• FIRST CASE ON 2009


• The structure of the roof of Sultan Mizan Zainal Abidin Stadium, which was currently
under construction has collapsed on the morning of 2nd June 2009.
• Almost 60% of the roof which was build at a high cost was damaged.
• The affected zone included main entrance, royal podium and public seating area.
• Luckily no one was injured but a car and three motorcycles parked outside the stadium
were badly damaged.
• The estimated of overall damage was RM35 million.
CAUSES STADIUM TO COLLAPSE ON 2009

• Jabatan Kerja Raya (JKR) claimed that the roof doesn’t get the approvement
certificate (Sijil Siap Kerja) which should be provided by JKR.
• According to the Utusan Newspaper on 3rd June, the problem regarding the roof
structure had been detected since by the official opening of SUKMA 2008.
• According to the Terengganu Ministry, Dato’ Ahmad Said, the roof failure cause by
the design was made not according to the specification.
• A meeting had been conducted and the vice director of JKR (Terengganu Branch)
had been contacted for the immediate action because on that time the warranty
with the contractor is still valid.
ANALYSIS OF THE CASES

• SECOND CASE ON 2013


• The west wing roof frame of the stadium was collapsed while it was being dismantled.
• Construction work which began on 2012 undertaken to repair the roof of the facility.
• Five of the workers were injured, three seriously has been hospitalized after accident
happen.
CAUSES STADIUM TO COLLAPSE ON 2013

• Investigations revealed
there was insufficient support put up during the
dismantling work which resulted in the frame collapsing in a domino-like
situation.
• Dato’ Ahmad Said stated that the dismantling of the roof was additional
work carried out by a private company and confirmed that the structure was
unsafe.
• The dismantling work involved an allocation of RM1.7 million and was
started in October 2012.
ETHICAL CODE
1. Utilitarianism
• The engineering company should use the good quality of the material and monitor the
workmanship of their workers. They cannot just think of more profit without considering
the adverse effect which may occur in the future.
2. Duty Ethics
• Responsible parties should take immediate action when they notice any problem happen.
However, they turned a blind eye and act like nothing has happen.
3. Virtue Ethics
• They should follow all the rules and specifications use in that project without neglecting
even one of it to prevent from anything bad happen.
• Every single specification that has been set by the responsible should be obeyed because
there must be a good reason behind each point.
CODE OF CONDUCT

A registered engineer shall at times hold paramount the safety, health and
welfare of the public.

• In this case, they can be considered as neglected the safety of the public. As
we know, 5 workers have injured from the accident in 2013. Luckily, the
accident do not happen while any ceremony takes place that may cause
many other people injured in this case.
CODE OF CONDUCT

1.3. “A Professional Engineer shall certify satisfactory completion of a piece of work only if
he has control over the supervision of the construction or installation of that work and
only if he satisfied that the construction or installation has fulfilled the requirements of
the engineering design and specifications.”

• In this case, a consultant engineer was charged over the roof collapsed incident at SMZA
stadium in Gong Badak in 2nd June 2009. Based on the charge sheet, Wan Manan was alleged to
have acted like an approved examiner in issuing a document dated 15th January 2009.
• It is clearly seen that the engineer has disobey the rule that has been set up by BEM without
thinking the bad consequences that may happen later.
CODE OF CONDUCT

5.0 “A Registered Engineer shall conduct himself honourably, responsibly,


ethically and lawfully so as to enhance the honour, reputation and usefulness of
the profession.”

• Responsible engineers involved should not remain silent while getting complaints
about unusual vibration during abseiling session conducted.
• The engineers who has knowledge on the structure supposedly should take
immediate future action on the complained receive.

5.9 “A registered engineer shall not offer to make by way of commission or any
other payment for the introduction of his professional employment. By that, this
case should not happen.”

• Another cause that may lead to the accident is bribery or corrupt. They may not
mention in public, but as we know, there are engineers that has been charged due
to its action of giving approval to the document that supposedly not approve. From
that we know, that there must be something that urging him to act so. One of the
possibilities is about money. It is surprising if her action is taken without giving
benefit to himself or other parties.
CONCLUSION

• As for conclusion, we can conclude that unethical problem will cause lots of
problem to any kind of project or the person itself.
• Hence, it is necessary for engineers to apply the ethical code and use code
of conduct as a guideline of their work.
• Engineer must understand the dimensions and impact of the profession, the
need for ethics to protect the public need for integrating ethics in
engineering manner effectively.
