RATIONALE:
The Philippines is an archipelago naturally endowed with Seven Thousand One Hundred
Seven (7,107) Islands. However, the number has increased to Seven Thousand Six Hundred
Forty One (7,641) Islands based on the recent study conducted by the National Mapping and
Resource Information Authority (NAMRIA).
The country being surrounded by seawater considers fishing as one of the major
livelihood. The fishery sector is a significant component of the national economy and many poor
coastal dwellers derive substantial employment and income therefrom. With climate change,
massive industrialization and pollution come the difficulty in maintaining the health of our
seawaters.
In order to protect the ocean and at the same time provide aid to our fishermen, the
Department of Agriculture (DA) through the Bureau of Fisheries and Aquatic Resources (BFAR)
will facilitate the use of Deep-Sea Fish Aggregating Devices (FADs) or commonly known as
“Payaw/Payao” in the local dialect.
The use of Deep-Sea Fish Aggregating Devices (FADs) is geared towards achieving
fully functional fishery management system and structures as stated in the Comprehensive
National Fisheries Industry Development Plan (CNFIDP) with the period covering the year 2006
until 2025.
OBJECTIVES:
To enhance the initiative of local government units (LGUs) and local communities
in the implementation of the various facets of Fishery Management Project.
To prioritize our local fisherfolks in the use and utilization of our Municipal Waters
through Municipal Registration
To minimize conflicts among fisherfolks in the use of our marine resources
To regenerate our locally declared and managed marine protected areas
To rehabilitate the coastal and inland ecosystem
To help sustain fishery livelihood support
To create infrastructure and Post-harvest facilities development for municipal
fisheries; and
To heighten and intensify the enforcement of fishery laws.
METHODOLOGY
PARTICIPANTS:
A total of 12 Coastal Barangays and Bantay Dagat Deputized Enforcer Unit will be
expected to receive the constructed Fish Aggregating Devices (FADs). The following is the
identified participants/beneficiaries:
