effective implementation of ODF-S & ODF+ activities-Communicated-Reg.

Attention is invited to the subject and reference cited and please


find enclosed copy of attachments.
It is to inform that as per the instructions of the Hon'ble Chief Minister,
the entire State has t o achieve ODF-S status by 2/10/2018 and ODF+ status by
31st December, 201 For effective implementation o f ODF-S & ODF+ activities the
following circular instruction are issued:

ODF-SUSTAINABILITY:

A. Number of toilets where the 1s t leach pit is expected t o be filled in 3 years of


s pan after completion o f IHHL will b e identified and t h e beneficiaries will be
monitored through Automatic alert system t o switch over to 2n d pit. The GP
wise list will be sent S E RWS and will be placed in MPDOs log-in, to inform the
same to the beneficiaries through Swachhgrahis.

B. After six months the pit gets dried and gets converted into manure, and the
Swachhgrahis will guide the households in emptying the manure from t he pit,
which can be used as compost for agriculture.
C. It is proposed t o conduct “ Orientation Training Program” across t he State to
Masons on retrofitting of toilets and for Swachhagrahis to create awareness on
usage o f toilets, SLW M activities for all households and t he expenditure may
be met from the available funds under IEC & CB released to the Districts.

D. Training manuals for Swachhagrahis & Masons are prepared and will be
communicated t o Districts for capacity building orientation trainings on ODF-
Sustainability and SLWM activities.

SLWM PAYMENT MODULE:

1. W e b application for data en t r y has been developed and placed in RWS


application ie., www.sbm.ap.gov.in. (CO log-in).
2. MPDOs s hall use their credentials in t h e respective links provided i n RWS
application MPDOs shall make necessary arrangements in updation o f G P wise
necessary SLWM information properly in the online format provided.
3. Districts shall follow the SLWM modalities strictly communicated as per G.O Ms.
No.75 by PR&RD(PTS-III), Dt: 21/06/2018.

4. The following GO’s issued by the PR & RD Department are for


effectiv implementation of SLWM activities.

G.O.Ms. 34, Dt: 20/04/2018- Action plan on ODF & ODF Plus
Activities.
G.O.Ms. 629, Dt:25/05/2018 - Engage of Power Autos for ODF Plus
activities.
G.O.Ms. 75, Dt:21/06/2018 - SLW M Modalities for payment
to Green Ambassadors & Individual Agencies.
G.O.Ms. 77, Dt: 28/06/2018 - Providing Under ground drainage
system for GP having population more than 5000.
G.O.Ms. 82, Dt: 03/07/2018 - Providing open side drains fo r GP
having population 2000 t o 5000 for o ne G P per o ne mandal o n pilot
basis.
The districts are requested to follow the GOs issued by the PR
& RD department.

4. A ll t h e districts have t o t ake immediate necessary steps for constitution of


‘District Purchase Commi†ee’ for finalization o f agencies & rates of required
equipment and machinery.

5. The detailed specifications along with tentative rates communicated by this


office are only indicative.

6. T h e D P C shall strictly follow t h e tend er procedure i n v o g u e for


finalization o f A g e n c i e s a n d r a t e s . T h e DPC can
modify/change/upgrade t h e specifications in finalization o f the
Agencies as per the need and necessity.

7. The Government vide different GOs have decided t o procure and place the
following equipment and machinery for ODF+ activities.

a. Power Autos:
The Government vide G.O.Rt.No.629 PR &RD (Pts.III) Dept
Dt 25.05.2018 has decided to procure the Semi Hydraulic e-Vehicle
along with beneficiary (driver cum green ambassador) on outsource
basis from the different welfare corporations duly utilizing the subsidy
portion to reduce the EMI burden on part of the panchayats for
effective implementation as it is being implemented in West Godavari
district.
The different welfare corporations have already started their
process to procure the power autos and provide them with a
beneficiary as per the procedure on outsource basis..

The DPC shall procure the above as per their need and necessity.
In case the welfare departments ae not able to procure, then the SBM
funds can be utilized for this purpose.

b. Drain Cleaning machines:


The Government G.O.Rt.No.8 Dt 02.01.2018 have decided to
procure the machinery and manpower on outsource basis from SC
Corporation.

The Director, PR & RD have already sent required specifications


t o MD, SC corporation. T h e M D , S C Corporation has started the
process t o procure required machiner and manpower on outsource
basis.
The DPC shall procure the above as per their need and necessity.
In case the welfare departments are not able t o procure, then the SBM
funds can be utilized for this purpose.

c. B u sh cutters, Mist blower(Sprayer) and Community Toilet


cleaner:
The Government vide G.O.Ms.No.34 Dt 20.04.2018 have
entrusted the MD, AGROs to empanel the standard agencies to supply
the above machinery as per the choice of the DPC
T h e M D , A G R Os have already empanelled t h e agencies (list
enclosed) and the same is communicated to the districts and the DPC
can procure accordingly. However, t h e DPC i s at liberty t o again call
for tenders and finalize the vendors and the rates.

d. Plastic Shedders, Incinerators, Palvarisers and Dustbins:


139 Incinerators against (9000), 139 Palvarisers against (660),
314 Plastic shedders against (660) (district wise break u p sheet in
enclosed) have already been procured through different Government
GOs, the rest of requirement is entrusted to District administration for
procurement and place as per the guidelines issued vide G.O.Ms.No.34
Dt: 20.04.2018.

8. For transparency and effective utilization o f funds, Payment module has been
developed and deployed i n t h e R W S application for processing payments to
the agencies & individuals bank accounts through online.

9. The list o f finalized Agencies and rates inclusive o f all tax es by


DPC shall be communicated to all MPDOs in the district marking a copy to the
undersigned.
10. Based o n the requirement o f t h e Gram Panchayat, t h e concerned D PO shall
place the indent fo r procurement o f machinery, material and manpower from
the approved /finalised agencies as per the rates communicated by the DPC.
11. T h e Green Ambassadors and Panchayat Secretaries have t o register their
names along with mobile numbers (IMEI numbers) for geo-tagging purpose as
per the provision made in their mandal log-ins and
download the app link: http://sbm.ap.gov.in/rws/rwsmobileapplication.aspx.
12. After receipt o f machinery/material, t h e s ame s hall b e geo-tagged b y the
Panchayat Secretary through Mobile App which is developed & deployed, and
the link is same as above.
13. The MPDOs concerned will generate FTO after verification done b y EoPRD for
concerned work and will forward the same to DPO concerned for approval.
14. Approved FTO’s which are available in T C S server and based o n t h e FTOs
g e n e r a t e d t h e p a y m e n t s w i l l b e processed accordingly t o the
agencies/individuals, bank accounts through e-FMS system.

ORDER:
Government of Andhra Pradesh (Panchayat Raj Engineering Department) have
accorded administrative sanction vide G.O’s 1st & 2nd read above for providing Under Ground
Drainage Systems in 157 No’s Rural constituencies in the State with an Est., Cost of
Rs.595.6398 Crores. Further, PRED have called Expression of Interest (EOI) for execution of
Under Ground Drainage works on turnkey basis and selected 3 agencies. The Districts East
Godavari, West Godavari and Chittoor were selected for execution of 50 Km length in each
district on pilot project basis. For effective execution the Government vide G.O. 3rd read
above, have issued modification orders duly revising funding pattern and executive
guidelines:
I. Regarding Pilot Project works 50 Km per district in 3 Districts:
(a) drain cutting with machinery with machinery rate and supply of sand and filling for
the bed will be entrusted to the companies themselves with SSR rates as
supplemental items;
(b) These items will be charged to the funds other than MGNREGS funds
(c) A minimum amount of Wage component items should be charged to MGNREGS
funds and the Agencies are continued till completion of UGD works;
II. Regarding Funding Pattern: 70% from MGNREGS and 30 % from
Convergence/G.P/ SBM funds (in that order) and the same is applicable to the
entire UGD works in the State; and

III. Regarding Execution of works other than Pilot project works:


(a) to continue with Engineer –in-Chief (Panchayat Raj) wherever DPRs
arealready prepared by PR Engineering staff;
(b) to give Rurban cluster headquarters & ITDA mandal headquarters GPs to
RWS wing;
2. In the reference 5th read above, the Engineer - in - Chief, RWS& S, A.P, Vijayawada
while enclosing draft guidelines has submitted proposals for issuing Guidelines for taking up
of Underground drainage system in Constituency head quarter GP’s having more than 5000
population or less in 6 No’s of ST Assembly Constituencies (ITDA) (Paderu,
Araku,Rampachodavaram, Seetampaeta, K.R Puram and Chinttor) and 13 Rurban cluster
head quarters (except Aluru, Kuppam and Singarayakonada).

3. Government after examining the proposals of the Engineer - in - Chief, RWS& S, A.P,
Vijayawada, hereby issue the following guidelines for taking up of Underground drainage
system by RWS &S Department in Constituency head quarter Gram Panchayats having more
than 5000 population or less in 6 No’s of ST Assembly Constituencies (ITDA) (Paderu,
Araku,Rampachodavaram, Seetampaeta, K.R Puram and Chinttor) and 13 Rurban cluster
head quarters (except Aluru, Kuppam and Singarayakonada) with Financial pattern of
MGNREGS 70 % and State Convergence fund /GP /SBM/ Rurban/ TSP 30%):
i) Soft ware:

Separate DCCs have to beestablished with RWS&S Divisions for generation of estimates
and making payments. The requiredsoftware shall be provided.

ii)The software shall be on the following lines:

a. Project Name: CC Underground Drainage system under MGNREGS in State


convergence fund/GP/SBM Funds.

b. Above said ST Constituencies in Govt. of A.P.
c. 13 Rurban cluster head quarters except (except Aluru, Kuppam and Singarayakonada)
d. DCCs: In all the above constituencies, RWS&SDCCs to be established.

iii) Payment Schedule:

a. As specified in the task sheets.


b. Sharing pattern 70:30 (MGNREGS: GP/SBM/ State convergence fund / Rurban /
TSP ).
iv) The EEs (RWS&S) havetogenerate estimates for construction of underground drainage
system in 6 No’s of ST Assembly Constituency’s (Paderu, Araku,Rampachodavaram,
Seetampeta, K.R Puram and Chintoor ) and 13 Rurban cluster head quarters(expect Alluru,
Kuppam and Singarayakonada). After establishing DCCs, the software Agency, TCS, to
provide login IDs to all RWS&S DCCs.
The TCS has to provide software to generate estimates of said works sanctioned by the
District Collector under project name “Under Ground Drainage System under MGNREGS in
convergence with SBM / GP funds”.
v) UGD should be taken in saturation mode for entire GP.
vi) The sanction shall be taken by RWS SE’s from District Collector through PD, DWMA.
vii) The underground Drainage system is to be design for wash water, Kitchen water and bath
room water only. No toilet water is allowed.
viii) Estimate cost shall include safe disposal of drain water with minimum treatment.
ix) After completion of the work, based on the measurements recorded and check measured,
the EEs, RWS&S shall make payments in online system duly utilizing the MGNREGS
software.
x) For generation of estimates, working estimates and payment process, the EEs, RWS&S
shall follow MGNREGS/ State Convergence/ SBM/ GP / Rurban/TSP guidelines.
xi) The EE, RWS&S has to prepare the contours of the existing terrain and Village and also
consider the inter connectivity from house outlet point to outside drain, type of soils, outlet
point (disposal system), method of treatment of sullage water are also considered during
the preparation of estimates after approval of the plan by the EE, before uploading in the
DCC.
xii) Execution of works:
The District collectors shall entrust the work to the existing empanelled agencies whoever
willing to take up the work or any other agency as per the departmental procedure. The
work shall be completed within four months.
xiii. DPR & Administrative Sanction: The detailed project report has to prepare by concerned
Dy.EE and duly scrutinized by EE for onward technical approval by the authority as per the
procedure of the RWS & S Department. The District Collectors shall accord administrative
sanction.
4. The Engineer- in-Chief, RWS&S, AP, Vijayawada shall take further necessary action in
the matter.

ORDER:
Government of Andhra Pradesh have decided to take up open side drains with
cover for all GP’s having Population of 2000 to 5000 as a part of ODF+ activities
under Liquid Waste Management and accordingly have issued orders vide G.O.1st
read above, duly approving the following action plan for Liquid Waste Management
on ODF & ODF Plus activities under Swatch Bharat Mission:
1. Infrastructure: Construction and Maintenance of oval + closed drains in all
5206 Gram Panchayat’s. whose population is in between 2000 to 5000
2. Execution by: PR & RWS
3. Resource/ funds: MGNREGA, State Finance, 14the Finance Commission,
SC/ST Sub Plan and SBM.:

2. In the references 2nd and 3rd read above, the ENC, RWS & S while enclosing
draft guidelines has submitted proposals for taking up Open Side Drains for Gram
Panchayat’s having population 2000 to 5000 on pilot basis i.e one Gram Panchayat per
one Mandal on experimental basis in convergence with MGNREGS (Financial pattern
MGNREGS 70 % + State Convergence fund / GP/ SBM Funds 30%) and execution by
RWS & S Department.

3. Government after examining the proposals of the Engineer - in - Chief, RWS&


S, A.P, Vijayawada, hereby issue the following guidelines for taking up of open side
drains includes cover slab which shall be constructed 15 CMs (6 inches above road
surface including the cover slab duly providing vents) included in the model estimate
for Gram Panchayat’s having Population of 2000 to 5000 for one GP per one Mandal
on experimental basis in convergence with MGNREGS (Financial pattern MGNREGS
70 % + State Convergence fund/ GP/SBM Funds 30%) and works shall be executed
by RWS &S Department:

i. Selection of GPs: It is proposed to undertake Open Drainage System which


includes cover slab and it shall be constructed 15 CMs (6 inches above road
surface including the cover slab duly providing vents) included in the model
estimate for one G.P preferably Mandal Head quarter GP or next higher
population GP in each Mandal on experimental basis.

ii. Funding pattern of the project:

• MGNREGS material component with minimum possible labour component:


- 70%
• State Convergence fund /GP/SBM FUNDs - 30%

iii. Execution: RWS & S Department.

iv. DPR : Detailed project report has to be prepared by concerned AE and duly
securitized by respective DEE for onward technical approval as per the
Departmental procedure. The existing system of drains has to be videographed with
Geo tagging.

v. Administrative Sanction:
The District Collectors in the State shall accord administrative sanction for Open
Drainage System which includes cover slab and it shall be constructed 15 CMs (6
inches above road surface including the cover slab duly providing vents) for GPs
having population 2000 to 5000 preferably mandal head quarter GP or next higher
populations GPs in each Mandal with above financial sharing pattern.

vi. The software shall be made on the following lines: The required software shall be
provided for generating estimates by RWS&S’s DCCs for the said works.
1. Project Name: CC open Drainage system with cover slab under MGNREGS in
convergence with SBM & SFC funds.
2. All Districts in AP shall be covered.
3. DCCs: All the RWS&S DCCs in the A.P.State to be established.
4. Payment Schedule:
a) As specified in the task sheets.
b) Sharing pattern 70:30 (MGNREGS: State Convergence fund/GP/SBM
FUNDs).

vii. The EEs (RWS&S) of all the Districts shall generate estimates after establishing
DCCs. The TCS software Agency, shall provide login IDs to all RWS&S DCCs.

viii. Tasks for implementing the project:


1. Existing drains network in the GP should be made use of duly strengthening them
if any required.
2. The entire GP Considered as one unit with saturation mode i.e no internal street is
left out.
3. The sanction should be taken by RWS SE’s from District Collector through PD,
DWMA.
4. The Side Drains are to be designed for wash water, Kitchen water and bath room
water (not to be considered for Toilet water).
5. Supplier shall be finalized through tender for precast items / other material by
CE, RWS & S.
6. Estimate cost shall include safe disposal of drain water with minimum treatment.
7. The payments shall be made by EEs, RWS&S through online system duly
utilizing the MGNREGS software after completion of work based on the
measurements recorded and check measured.
8. For generation of estimates, working estimates and payment process, the EEs,
RWS&S shall follow the guidelines of MGNREGS, SBM and convergence fund
as case may be.
9. The EE, RWS&S has to prepare the contours of the existing terrain and Village
and also consider the inter connectivity from house outlet point to outside drain,
type of soils, outlet point (disposal system), method of treatment of sullage water
are also considered during the preparation of estimates after approval of the
plan by the EE, before uploading in the DCC.
10. The type design copies are now communicated for guidance only and also
interpret any other conditions arising from location to location as per the local
conditions prevailing.

In the reference read above, the Commissioner, Panchayat Raj & Rural
Development has stated that in order to maintain good sanitation, Hygienic
conditions to prevent diseases and to introduce an Entrepreneurship in
sanitation Rural Areas, has proposed to constitute a Mission MCDRA
(Mechanized Cleaning of Drain in Rural Areas) Committee for taking the drains
cleaning work in mechanized method.

2. The Commissioner, Panchayat Raj & Rural Development before finalizing


the modalities has conducted a workshop to emphasis the need for introducing
a high level efficient machinery in cleaning of the side drains “ An overall a
mechanized way of cleaning side drains in Rural Areas” to maintain good
sanitation Hygienic conditions to prevent diseases and also to introduce and
entrepreneurship in sanitation. Forthe said workshop senior District Panchayat
Officers, Divisional Panchayat Officers, Panchayat Secretaries and Engineering
Officials and representatives from Drain Cleaning Safai Karmachari Association
were participated. After the detailed discussion in the workshop, analysis in
the form of an estimate calculating the cost of project, conditions and
modalities of the programme are arrived, taking into an Assembly Constituency
as a Unit.

3. Government after examining the proposal of the Commissioner,


Panchayt Raj & Rural Development, hereby constitute a Mission MCDRA
(Mechanized Cleaning of Drains in Rural Areas) Committee with the following
Members.

4. The Engineer-in-Chief, Rural Water Supply & Sanitation, shall also


invite the experts in the subject matter to finalize the modalities on Mission
MCDRA. The following are the modalities and conditions to Mission MCDRA.

(a) Tender should be minimum for three (3) years and thereafter can be
renewal if the work is satisfied.
(b) Drains have to be cleaned for every three (3) months.

(c) One Machine cleans a drain of 2 Kilo Meters per day of side drain
cleaning work to be taken up.
(d) One drain cleaning machine will be provided for one Assembly
Constituency with average of 150 Kilo Meters.
(e) The approximate expenditure for cleaning of drain per one Kilo Meter
is Rs.3583/- and overall expenditure for Constituency per year is
about Rs.21,50,000/- (for four (4) times in a year)
(f) Separate Officer to be deputed to co-ordinate the day to day work of
the cleaning of drains.
(g) On rotation basis the machine will clean the drains.
(h) Six (6) persons will be deployed among themselves by each team
including driver.
(i) Each Assembly Constituency is to be taken as a Unit.
(j) The Drain Cleaning Safai Karmachari Association has to procure the
drain cleaning machine through SC Corporation.
(k) The route map for drain cleaning shall be given for the all Gram
Panchyat fallen in the Assembly Constituency by District Panchayat
Officer concerned.
(l) Three (3) months schedule to be prepared by the District Panchayat
Officer with the help of Divisional Panchayat Officer and Extension
Officer (PR&RD) well in advance for each Constituency.
(m) The Unit of eligibility to participate in the tenders is District.
(n) The Community which have involved in the activity manually in drain
cleaning are only eligible to participate in the tenders.
(o) The drain cleaning work has to be monitored by the Sarpanch and
Panchayat Secretary of the Gram Panchayat and to certify on the
work performance duly counter signed by the E.O.(PR&RD)
concerned.
(p) The work programme has to be tracked by the Panchayat Secretary,
in comprehensive mobile application for drain cleaning and tracking
developed under Panchayat Raj Information System (PRIS) / Khizala
app.
(q) The drain cleaning Safai Karmachari who participate in the tenders
have to engage the drivers to run the machinery.
(r) District Panchayat Officer has to monitor for arrangement of payment
to the concern Safai Karmachari Agency within thirty (30) days.
(s) The Expenditure shall be borne by the Gram Panchayats from either
14th Finance Grants or General Funds.
(t) All the skilled labor who works for drain cleaning have to be insured
by the tender.

5. The Commissioner, Panchayat Raj & Rural Development shall take


further necessary action in the matter.

ORDER:

Government vide reference 1st read above, have decided to replicate West Godavari
Model in all other 12 districts in engaging power autos (e-vehicle Semi Hyderaulic) duly adding
the following conditions.

1. Battery warranty is for 3 years instead of 6 months.


2. Vehicle / Maintenance is for 3 years instead of 6 months.

2. Accordingly, the Secretary to Govt. RWS&S, has convened a Meeting on 07.05.2018


with the Managing Director, SC Corporation, Managing Director, Swachh Andhra Corporation,
Director, Panchayat Raj & Rural Development, District Panchayat Officer, West Godavari and
District Coordinator, SWM, West Godavari and after deliberations it has been decided to frame
certain modified guidelines for engaging the power autos in ODF Plus activities. The present
guidelines of West Godavari in the matter is as follows:

1. The DPC have finalized four agencies i.e., 1. Entron Automobiles, Chinna
Tadepalli, Andhra Pradesh 2. Goodwill High Precession Works, New Delhi 3.
Saidatta Enterprise, Nallajarla. 4.TSM Engineering Pvt. Ltd., Dhar, MP through
a tender for supply of power autos through different corporations with a rate of
Rs.1,16,750/-(vehicle rate Rs.1,15,000+attached speaker pen drive Rs.1750/-)
with three years battery warranty per vehicle. The choice of agency is by the
beneficiary.
2. Tie-up with bank loan, and subsidy from SC, ST, BC and other Corporations
with a condition to meet EMI from Panchayat funds.
3. A tri-party agreement shall be made between beneficiary, Panchayat and
Bank.
4. Beneficiaries shall be selected based on their interest.

5. The Vehicle shall be under the custodian of Panchayat for agreement period
of three years.
6. Vehicle shall be driven by beneficiary alone (green ambassador) and
attached to 400 households. Monthly remuneration for green ambassador is
around Rs.6000/- per month which shall be met from Gram Panchayat funds.
7. The expenditure towards maintenance and repair shall be met from the GP
Funds.
8. The Officers have opined to incorporate the conditions of battery warratny
for 3 years including maintenance of vehicle duly establishing a service
center at district level by the agencies.

3. Government after careful examination of the matter, hereby issue the following
guidelines in partial modification of the conditions laid down in West Godavari model for
procurement of power autos (e-vehicle Semi Hydraulic) by SC Corporation and other Welfare
Corporations duly selecting their beneficiary and to provide the power autos along with
beneficiary on hire basis to the Panchayats.
a. Rs.8000/- per month per vehicle including EMI and remuneration of Green
Ambassador initially for 6 months shall be met from SBM funds instead of
Rs.6000/- from GP Funds. No service charge is allowed to collet from
Households. After 6 months the GP shall pay remuneration of Rs.8000/-
from sale proceeds on vermin / Compost, if any gap exists that can be
met from 14th Finance Commission funds.

b. A Tri – Party agreement shall be made with Managing Director, SC


Corporation, Director, Panchayat Raj & Rural Development and a
sponsored bank at state level for binding more responsibility on field level
officers.

c. Managing Director, SC Corporation shall incorporate the conditions of


maintenance of vehicle including battery for three years duly establishing
service centers at district level by the agencies, and supply 7500 power
autos by the end of September 2018.
d. The other corporations if any come forward to supply rest of 2500 power
autos shall be considered with the same conditions laid down in SC
Corporation in order to maintain the same EMI and tenure.

4. The Managing Director, SC Corporation, shall take necessary action for supplying of
power autos as per their procedure and duly following the standard specification of vehicle and
other conditions.

5. The Director, Panchayat Raj & Rural Development, shall take necessary action in the
matter.

the State, ODF and ODF plus activities have been discussed. The Managing Director
Swachh Andhra Corporation made a power point presentation and explained the ODF
and ODF plus activities and also submitted an action plan on ODF & ODF Plus
activities.

2. Government, after careful examination, hereby decide to approve the following


Action Plan on ODF & ODF Plus activities:

The ODF plus activities includes:

• Solid Waste Management


• Liquid Waste Management
• Greening of village
• Sustainability of ODF

The Government of India, Ministry of Drinking Water & Sanitation, in principle


accepted the action plan submitted by the Andhra Pradesh State. As per annual
implementation plan for 2018-19, the MoDWS have indicated the financial support of
Rs. 1915.74 crores in a sharing pattern of 60:40 (GOI & State) is as follows:
• GOI - Rs. 1149.44 crores
• State - Rs. 766.30 crores
Total - Rs. 1915.74 crores
They have also indicated financial pattern to the Gram Panchayats based on the
size of the households

<500 HHs - Rs. 15.00 Lakhs
>500 HHs - Rs. 20.00 Lakhs

At present Solid Waste Management and Liquid Waste Management are being
implemented here and there with the convergence of resources from

MGNREGA, State Convergence fund and 14th Finance Commission grants. Now, the
SBM funds are indeed strengthening for effective implementation of the Solid and Liquid
Waste management program at a saturation mode in entire state.

3. The details of district wise Gram Panchayats as per the categorization and their
allotment of funds and the action plan on ODF Plus are annexed to this order..

4. All the District Collectors of the State shall take further necessary action in the
matter and also on implementation of the Action Plan.

5. The Managing Director, Swachh Andhra Corporation, shall monitor and support
to the programme by establishing Project Monitoring Unit at Office of the Swachh
Andhra Corporation.

6. The Director, PR&RD, shall take necessary action on implementation of the ODF
Plus Action Plan in coordination with Managing Director, Swachh Andhra Corporation
and District Collectors and report to M.D., SAC.

O R D E R:

In the reference 1st read above, orders were issued on Action Plan to implement
the ODF & ODF Plus activities under Swachh Bharat Mission (Gramin) Programme.

2. In the reference 2nd read above, the Managing Director, Swachh Andhra
Corporation, while proposing certain modalities, has stated that, to progress of activities,
a monitoring mechanism has been developed to accelerate the program and to release
funds for which certain modalities have been prepared and requesting for approval.

3. Government, after careful examination of the matter and in supersession of the


orders issued in G.O. 3rd read above, hereby approve the following modalities to
accelerate the Swachh Bharat Mission (Gramin ) Programme.

a. Web application for data entry has been developed and placed in RWS
application. www.sbm.ap.gov.in

b. MPDOs shall use their credentials in the common link provided in RWS
application.

c. After entering their credentials in RWS application a format will be displayed


and all the MPDOs shall make arrangements to update the necessary
information pertains to SLWM activities Gram Panchayat wise in the
corresponding fields provided.

d. For procurement of any sort of machinery as per specification communicated


by Swachha Andhra Corporation (SAC) for SLWM activities, the District
Purchase Committee constituted by the District Collector shall take necessary
action to finalize the agencies along with rates(including all taxes) and shall
send the list of agencies along with their quoted rates(including all taxes) to all
DPO & all MPDOs marking a copy to SAC.

e. In case of the machinery/equipment for SLWM activities is already procured or


agencies are finalized either by Commissioner, PR & RD or by the District
Purchase Committee the same shall continue as per the tender conditions.

f. In case Districts take up SLWM services through service outsourcing duly


involving beneficiaries of welfare departments like SC, ST, Kapu, Minority,
Brahmin etc., in such cases SBM funds shall not be used towards Capital
Expenditure (machinery cost) as the machinery is owned by the beneficiary.
However the outsource service charges shall be met from SBM funds as per
the guidelines issued in the earlier orders.

g. Regarding supply of bush cutters, ultra sprayer (mist blower) and high
pressure toilet cleaners the guidelines issued in G.O.Ms.No.34, dt.20.04.2018
shall follow.

h. Only 139 incinerators are procured against the tender quantity of 660 due to
paucity of funds the Commissioner PR & RD shall place indent for remaining
quantity of 521 incinerators which is costing about 2 crores to the same
agency to avoid legal complications. For remaining 8400 incinerators shall be
procured by respective DPCs as per their requirement.

i. Based on the requirement of the Gram Panchayat, the concerned DPO shall
place indent for procurement of machinery, material and manpower from
approved/finalized agencies duly following the norms issued in
G.O.Ms.No.34, Dt 20.04.2018.

j. After receipt of machinery/material, the same shall be geo-tagged by the


Panchayat Secretary for which a mobile app has been developed and the link
will be communicated to Districts.

k. The MPDO concerned will generate FTO after verification done by EoPRD for
concerned work and will forward the same to DPO concerned for approval.

l. For transparency and effective utilization of funds, payments will be released


through online to agencies individual accounts.

m. Honorarium to the Green Ambassador(GA) at Rs.6000/- duly certified by the


EoPRD shall be released to their individual accounts on pro-rata basis after
generating FTOs by MPDOs initially for a period of three months, after three
months period the payment of honorarium will be linked to the performance of
green ambassador which will accessed through online QR/RFID door to door
collection and monitoring system to be developed by Director, PR & RD.

n. Approval of FTOs shall be done by the DPO concerned. After approval of


FTOs, payments will be released through e-FMS online application developed
by TCS to the individual accounts of Green Ambassadors, agencies and
others.
