ix. The tenderer has to provide the live Demo of data Transmission from SMS to
Data Server and all other features of the system.
Eligibility Criteria
1. The bidder shall be a registered Information Technology firm/Company, registered in
India having experience of developing web portals. The company should be in operation
for a period of at least 03 years in India as on date. The Bidder should be registered
under the Indian Companies Act/MSME registration.
2. Bidder shall submit an undertaking stating its firm or its partners or its directors have not
been black listed in the UT of J&K.
3. Average Financial Turnover: Bidder should have annualized average financial turnover
equal or more than 50 % of the advertised cost in last three (03) financial years, ending
31st March 2023. As a proof of financial turnover, copy of a balance sheet along with
Profit & Loss account of the firm (bidder) for last three years should be submitted duly
certified by a registered CA.
4. Proof of execution of works: Vendor should have successfully executed similar
projects, for any Central/ State Government/ Semi Government/ Public Sector”, in the last
seven (07) financial years of value specified herein.
TECHNICAL SPECIFICATIONS
The Kashmir I&FC department has recently developed mobile application namely Kashmir Flood Alert
in collaboration with NIC Srinagar which auto updates the water level of 14 vital flood monitoring
stations (GSM based) of River Jhelum and its tributaries. The data gets disseminated from the
monitoring station to the specified mobile numbers via SMS Mode. The department intends to
upgrade the existing Android mobile application and upgrade same to IOS (apple) version and the
features of the upgraded Application should be as under:
1. The successful tenderer needs to develop a website and mobile application on Android and IOS
(apple) version.
2. The application system shall be divided into 04 (four) modules viz., 01. Android module 02.
IOS Module 03. Web module for general public 04. Web Module for Departmental use.
3. In module (04) the successful tenderer shall have to develop a system wherein the historical
Gauge & discharge data / Rainfall Data of River Jhelum and its tributaries available in excel
format gets stored, safeguarded and updated on monthly bases. The retrieval of this precious
Data should be quick and easy. The mechanism to update/store the data shall be worked out
during the development of application based on actual requirement.
4. Interface should be informative, simple to understand and should work on all platforms i.e.,
desktop, tablets, mobiles etc.
5. The tenderers who may participate in the tendering process be asked to provide the live
demonstration of data transmission from SMS to Data Server and all other features of the
system as per the specifications mentioned in the tender.
6. I&FC Department has already installed 14 Automatic Water Level recorders (AWLR) and 07
automatic rain Gauge Recorders (ARGR). The Website/ Mobile application should
automatically update the readings from AWLR, ARGR, discharge readings and corresponding
locations of gauge sites need to be displayed on Google Map.
7. The department intends to expand the network of AWLR/ARGR in future, the scope for
addition of sites needs to be incorporated.
8. The gauge sites (water level and rain gauge) displayed to the public should have an archive of
one year data.
9. Important advisories / warnings issued by the department need to be incorporated (with an
archive).
10. It should include a module displaying the graph between gauge readings and time for a gauge
site.
11. A tab (space on the website/ Mobile Application which can be updated / modified by the
department to inform / educate the masses about the hydrological behavior of the Jhelum basin
Mobile application
1. Consignee/Paying Authority:

2. The offer should be valid for a period of 90 days from the date of opening of price
bid. Such of the tenders which will not be valid for 90 days from the date of opening
shall be rejected, even if the rates offered are lowest.
3. The tenderer (s) shall have to quote for complete job strictly in conformity with the
terms and conditions of the tender notice.
4. Conditional tenders shall be rejected even if the rates offered are found to be
lowest. Tenders with the conditions such as ‘Subject to Market Fluctuations’ will
also be rejected.
5. The tender documents are non-transferable.
6. Inter-dependent Tender:
16. In the event of any increase ordered by Govt. of India/J&K Govt. in any of the
taxes/statutory levies during currency of the rate contract, such increase in rates
shall have to be borne by the successful tenderer/supplier. However, in case of any
decrease in such taxes/levies if any ordered during the currency of the rate
contract, such benefits shall have to be passed on to the Department.
17. Testing/Inspection:
The upgraded application shall be audited by CERT for security check up after
successful completion of job. The successful tenderer shall submit the Security
certificate vetted by CERT. If any feature in the application fails to satisfy
requirement of technical specifications mentioned in the tender documents, the
defective application shall not be accepted and the tenderer at its own cost shall
rectify within the time of completion. The firm shall as such keep the department
informed.
18. Completion period:
The work is to be completed in 40 (Forty) days after issuance of allotment.
19. The tenderer should provide standard service manual and operational manual
of the application.
20. Terms of Payment:
Service tax if any and any other taxes/ charges shall be deducted at source as
applicable. In no case advance payment shall be made.
Payments shall be released as under: -
a) 75% (Eighty) of the Contract Value along with complete taxes shall be
released after successful testing and commissioning of the application as per
conditions stipulated in the tender document along with required documents
and issue of verification certificate thereof by the concerned AEE.
b) 10% (Six) of the Contract Value along with complete taxes shall be released
one year from the date of successful commissioning and issue of certificate by
the concerned AEE to the effect that the bidder has successfully provided
services during the year, as per terms & conditions of the NIT.
c) 10% (Six) of the Contract Value along with complete taxes shall be released
two years from the date of successful commissioning and issue of certificate
by the concerned AEE to the effect that the bidder has successfully provided
services during the year, as per terms & conditions of the NIT.
d) 5% (Eight) of the Contract Value along with complete taxes shall be released
three years from the date of successful commissioning and issue of certificate
by the concerned AEE to the effect that the bidder has successfully provided
services during the year, as per terms & conditions of the NIT.
21. Guarantee:
The EMD of the successful firm shall be retained as guarantee/ security deposit
against the following: -
a) Security for the fulfillment of the contract.
b) Satisfactory performance application.
The EMD shall be released 90 days after successful commissioning of the
application.
22. Penalty:
In the event of firm’s failing, declining, neglecting or delaying the work or in the
event of any damage occurring or being caused by the firm or in the event of any
fault or failure by the firm in complying with any of the terms and conditions of the
