ORDER

Sub: Assessment of energy consumption in case of burnt energy

meters.

An orderNo. 191 dated 01.05.2023 (COMML.JDPIl034) was issued

regarding replacement of Burnt Energy meters wherein it was directed that as
per provisions of Clause-9.l2 of TCOS-202L the burnt meter shall be
replaced within 24 hrs. in urban areas and 72 hrs. in rural areas by the Nigam.
Moreover in compliance to the RERC (Standard of Performance for
Distribution Licensee) Regulation, burnt meter shall be replaced and supply
of the consumer be restored within 48 hours of deposition of the security of
the meter in lieu of the cost of the meter by the consumer.
In continuation to above, it is directed that in the cases where meter
cost has been deposited by the consumer against burnt meter, the supply shall
be restored immediately by installing new meter. In case meter is not
available, the concerned AEn(O&M) may restore the supply by by-passing
the meter and concerned JEn(O&M) shall prepare a report in this regard
mentioning date & time of restoration of supply without meter. The burnt
meter shall be replaced on priority whenever meters are made available. The
consumption for the period during which supply remained un-metered shall
be charged on average basis as per Clause-9.10 of TCOS-2021.
It is therefore enjoined upon all concerned that henceforth priority be
given for replacement of burnt energy meters. The strict compliance of the
above directions shall be adhered.
