UNSOLICITED PROPOSAL

I. Introduction
The Filipino youth falls under the category of empowered intellectual beings that more
likely call-out power to keep its responsibility and ideals intact in the blur of politics. In light of
this, many resort to student-activism, an avenue where students be able to voice out frustrations
from the underperformance and lacks of the government, or air their opinions of the current
gaps from the execution of the law by politicians. However, the curtailment of free speech
among student-activists has become a major social issue in society today, with their interest in
speaking out about political, economical and educational gaps, student-activists lives are put on
the line.
Our organization, as a company that promotes unity yet honors individual free
expression, opposes the hindering forces done by the state or any group against
student-activists. Our stance on this issue will be supported by an educational drive that is
aimed to enlighten uninformed persons within and beyond the walls of the University of San
Carlos.

II. The Problem and Objectives

According to the 1987 Constitution of the Republic of the Philippines, as stated in Article
III, Section 4, it is explicit that no persons shall be abridged of their freedom of speech and be
deprived from assembling and petitioning the government, but recent reports of attacks and
red-tagging by the state and other groups apparently show acts of Infringement of Free Speech
Among Student-Activists in the Philippines. This social problem goes against the morals of the
Tinta Republik which values unity and freedom of expression as aligned in its mission-vision
statement.
In order to address this problem, the Tinta Republik proposes two objectives aimed to
alleviate the current state of the said victims of threatened speech. The following are: (1) To find
out why student-activists are being muted by the state and other groups; (2) To raise awareness
and give attention to this ongoing problem which student-activists have faced since history. With
these two objectives, infringement of free speech will be examined closely and upon
examination, solutions will be educatedly imposed to the problem.

III. The Proposed Solutions

The Tinta Republik will launch one umbrella project named “Tintang Pula ng mga
Estudyante-Biksta”, an educational drive that will raise awareness to the uninformed persons
within and beyond the walls of the University of San Carlos, as stated in the second objective of
this unsolicited proposal. In this umbrella project comes two sub-solutions which will be (1)
online campaign about the plight of student-activists, (2) integrated seminar that will examine
the muting state forces against student-activists, and (3) informative exhibit on student-activist
victims of threat, terror, and red-tagging.
The proposed solutions by Tinta Republik is aligned to its set objectives and will hope to
contribute to the collective action done for student-activism.
IV. Methodology
The umbrella project “Tintang Pula ng mga Estudyante-Biksta” will be carried out by
three committees. The first committee whose jurisdiction will be the realization of online
campaign will be headed by Stephen Bryan Esic; the second committee whose jurisdiction will
be the conducting of integrated-seminar will be headed by Raffy Vince Abarca; and the last
committee which will be the informative exhibition on student-activist victims will be headed by
Mitchel Klaire Durango. The steering committee for the overall project will Niño De Los Reyes.
Below is a time table detailing from operation to realization of the said projects.

As reflected in table 1 are the set dates for the different projects. The committees
assigned will be the ones responsible for delegating tasks to remaining members that will help
make the project happen.

V. Call To Action
If the masses have no freedom of speech, then the democracy that the Filipino
government governs on would be an utmost lie. Therefore, citizens must fear the fact that
harmless protests are sabotaged by the state and other groups to suppress mass mobilization
against the impositions of the government. If the constitution asserts the right of filipino citizens
to free speech, why is it not being upheld?
This is a clear manifestation of modern-day oppression. Students of San Carlos and
countrymen must realize that #ActivistsNotTerrorists and amplify it so that it reaches the ears
of the uninformed.
