AN EXECUTIVE ORDER CREATING THE MONITORING TEAM OF THE LGU IN THE

IMPLEMENTATION OF DILG MEMORANDUM CIRCULAR NO. 2019-121

(ROAD CLEARING)

WHEREAS, President Rodrigo Roa Duterte, in his 4 th Speech of the Nation Address called out on
Local Government Unit officials to clear their roads of any illegal structures and constructions
and to reclaim public roads which are being used for private ends;

WHEREAS, in response to the directive of the President, the Department of the Interior and
Local Government issued Memorandum Circular Number 2019-121 directing LGU Chief
Executives to clear roads of any illegal structures and constructions in their territorial jurisdiction
and to cause rehabilitation of all recovered public roads by placing street names and street
lights;

WHEREAS, the same DILG Memorandum Circular also enjoins the Local Sanggunians to revisit
ordinances and similar legislative measures to ensure responsiveness to presidential directive
and consistency with related laws and policies;

WHEREFORE, I, JONATHAN ENRIQUE V. NANUD, JR., Municipal Mayor of Uyugan, Batanes, by

virtue of powers vested upon me by law, do hereby order the creation and composition of
Monitoring Team of the LGU pursuant to the Presidential directive to clear roads of illegal
structures and constructions, as follows:

SECTION 1. COMPOSITION OF THE MONITORING TEAM – It shall be composed of the

following:

Chairperson - Engr. Raymond Darren D. Tecson, Municipal Engineer

Members - Tedrick Eivanz F. Danao, MLGOO,
PLT Alvin Rodolfo D. Tiu, Chief of Police,
FO1 Lawrence Ariel B. Gabaldon, Municipal Fire Prevention Officer
CSO/NGO,
Business Representative, and
Media

SECTION 2. TASKS AND RESPONSIBILITIES OF THE MONITORING TEAM

The monitoring team shall focus on the following:

1. Conduct road clearing and rehabilitation

2. Initiate strategy to address displacement
3. Validate road clearing reports submitted by LGU

SECTION 3. EFFECTIVITY. This order shall take effect immediately.
