1.0 GENERAL

1.1 Purpose

The purpose of this document is to provide technical description of fire fighting


system & fire alarm system to protect the life safety and property from the hazards
created by fire with early warning and early suppression of the fire for Mong Duong
1 Thermal Power Plant in Vietnam.

1.2 Fire Fighting System and Fire Alarm System

The following system and equipment are provided for the facilities and buildings
within the plant battery limit.

In the event of a conflict between the Vietnam fire protection standards and
regulations and any other codes or standards, the Vietnam standards and
regulations shall take precedence.
Owner and Contractor will carry out procedures to have the agreement from
Vietnam F/F Department for the application of international code and standard in
design of fire fighting system and fire alarm system as per subclause 6.3 of decree
35/2003/ND-CP of the government of Vietnam.

2.0 SYSTEM DESCRIPTION

2.1 Fire Water System

2.1.1 Fire Water Storage Tanks

Two(2) fire water storage tanks complete with foundations, fittings, valves,
connections and instrumentation shall be provided. The fire water storage tank shall
be sized to provide three(3) hours continuous fire water supply in 5,500m3/tank
(1,750m3 water demand calculated) per each in accordance with TCVN 2622.

The tank shall be of carbon steel, painted in red and in accordance with local
authorities’ requirements. The design, fabrication, inspection, testing and erection of
the fire water tanks shall be carried out in accordance with the latest edition of API
650 and NFPA 22.

The tanks shall be provided with access staircases which shall have handrails and
be inclined at not more than 45º to the horizontal for roof access.
Handrails all around the roof edge shall be provided. The top run of the handrail
shall have a minimum height of 1.07m above the roof edge, and the second run
shall be immediate between the top railing and roof edge. The railing posts which
should be spaced not greater than 1.8m apart shall be fixed by welding the base
plate to the tank roof. Kick plates are required and should be welded to the railing
posts.

Walkways with handrails connecting the roofs of the tanks are to be provided. Each
tank shall also include but not be limited to the following:

1. Piping, valves and fittings for the supply, suction, overflow, warning pipe,
balancing and drain lines.
2. Breeching inlet pipe.

3. High and low level alarms for local and remote annunciation.

4. Tank vent with bird screen.

5. Electronic level transmitter to provide local and remote indication of the tank in
the Main Control Room.

2.1.2 Fire Pumps

Fire water pumps, installed inside the fire protection pump house adjacent to the
outdoor fire water storage tanks, shall take a suction from the fire water storage
tanks and shall feed fire water to the fire water distribution system. One(1) x 2,500
gpm (568m3/hr), 95m duty electric motor driven fire pump and one(1) One(1) x 2,500

gpm (568m3/hr), 95m standby diesel engine driven fire pump shall be provided.
Two(2) x 100 gpm(22.7m3/hr) 95m electric motor driven jockey pumps with
associated piping and instrumentation controls, shall also be provided to maintain
the fire main system pressure. All fire pumps shall be UL/FM approved and
designed in accordance with NFPA 20 and applicable local fire codes.

Manual starting and stopping of each fire water pump shall be available at the fire
pump control panel within the fire protection pump house. The fire water pump “run”,
“stop” and “trouble” status and line pressure shall be displayed at the remote main
fire alarm panel located in the main control room. During fire conditions, the electric
motor driven fire pump shall start automatically when pressure in the fire water
distribution header drops below the set point. Once started, the pump(s) shall
continue to run until manually stopped. The diesel engine shall be provided with a
complete and independent fuel system. The fuel day tank shall be of sufficient
capacity (minimum 1.5m3 effective capacity) for the diesel engine driven fire pump to
operate at rated capacity for 8 hours minimum.

 Hydraulic performance
a) Installed impeller diameters as well as maximum and minimum impeller
sizes compatible with the pump casing shall be shown on the data sheets..
b) Pumps shall exhibit stable performance characteristic, rising continuously to
shut off, and shall be suitable for both individual and parallel operation.
Minimum head rise to be 10% of the head at rated capacity.
c) The pump vendor shall demonstrate that the pump can operate at any
capacity from 150% rated flow to quoted minimum continuous stable flow
without exceeding the vibration limits.
d) If pump discharge pressure or head is referenced to pump discharge nozzle
in data sheet, the internal hydraulic loss and static head up to discharge
nozzle shall be included in pump performance.

 Pressure casing, column, nozzle and accessories


a) To facilitate dismantling, all bolting shall be of a material fully resistant to
corrosive and erosive attack by the fluid pumped. Studded connections shall
be avoided on parts exposed to firewater.
b) Pumps shall be designed to be self-venting i.e., no pocketed high points.
c) Flexible connector shall be installed at the pump discharge nozzle,
Therefore, pump structure and discharge nozzle shall have enough strength
to endure thrust force acting by discharge sea water pressure, In addition,
the pump shall be able to withstand external force and moments which may
be posed by discharge piping.

d) Pump shall be provided with basket type suction strainer satisfying NFPA 20
requirement.
e) Relief valve with air release valve as per NFPA 20, Figure A-4-2.2.1 shall be
supplied.

2.1.3 Fire Water Distribution System

The fire water distribution systems are looped around the whole plant area. The fire
water loop inside the steam turbine building, boiler structure, administration building,
control building, switchgear control building and hydrogen plant shall be provided
with two (2) valve connections to the outdoor fire water ring main and with
appropriate sectional manual control valves on the interior loop.

The firewater distribution system shall be provided to feed fire water to automatic
sprinkler systems, automatic water spray systems, outdoor hydrants, indoor
hydrants, hose reel and fixed foam discharge system in accordance with the
requirements of TCVN 2622. Underground firewater piping lines shall be
constructed of HDPE. Fire water ring main shall be arranged in a manner that the
maximum number of hydrants between each block valve shall not exceed five(5) to
minimize the impairment of the water based fire protection systems. All block
valves shall be outside screw & yoke (OS & Y) of the rising stem type, with proper
tagging, strapped and locked.

Outdoor hydrants shall be installed in the plant for additional protection of yard
facilities buildings and structures. The hydrants shall be located along the fire engine
access road such that every part of the access road and / or access way is within an
unobstructed distance of 50m from any hydrant. The hydrants shall be located that
they are at least 10 m away from potential fire areas and hydrant spacing shall be
not more than 60 m spacing for the power block (turbine and boiler) area, fuel oil
storage tank area and coal dry storage shed, and 90m to 150m spacing for the other
areas.

The hydrant shall be of approved type and have a flanged standpipe connection with
the ring main of not less than 100mm for two-way respectively. Each of the two-way
hydrants shall comprise, but not be limited to the followings :

 One (1) gun metal valve with flanged inlet, two(2) 65mm instantaneous female
coupling outlets, with gun metal blank caps and chains and leather straps with
padlocks.
 For all areas except coal yard storage shed, Two(2) 65mm x 30 meters length of
fire hose complete with light alloy instantaneous couplings. The hoses shall be
protected against mildew, bacterial and chemical attack
 For coal yard storage shed, Three(3) 65mm x 30 meters length of fire hose
complete with light alloy instantaneous couplings.

 Two (2) play pipes complete with approved nozzles


 Hose cabinet complete with play pipe brackets and coupling spanners
 All associated civil works including piling for pipe supports

 Two(2) x 65mm instantaneous female coupling outlets, cap & chains.

Hose cabinet shall be of substantial construction on adequate foundation. The


construction shall be such as to protect the hose from the weather and designed so
that hose line can be quickly brought into use. Proper ventilation shall be provided.
The interior and exterior of the hose cabinets shall be painted or otherwise suitably
protected against deterioration.

Hose cabinet shall be plainly marked in block letters with hydrant numbers or hose
numbers. Each hose cabinet shall be complete with lockable doors and key in break
glass enclosures. There shall be a master key for all the hose cabinets supplied and
installed.

This system shall be designed in accordance with NFPA 24, TCVN 2622. & TCVN
6379.

2.2 Water Based Fire Extinguishing System

2.2.1 Indoor Hydrant system & Hose reel system

Each building except in the far distance area shall be provided with indoor hydrants
but small building less than 500m2 in floor area to be protected by hose reel. This
systems shall be designed in accordance with NFPA 14, TCVN 2622 and TCVN
4513.

 Indoor Hydrant System


Indoor hydrants and associated landing valves shall be located in the following order
of priority:

a) within smoke-stop lobby

b) In the common area and within a protected shaft, immediately outside the

Indoor hydrants and piping shall be protected from mechanical damage. No part of
an indoor hydrant shall be placed in any shaft containing gas, steam or fuel
pipelines or electrical cables and wirings. Each indoor hydrant shall be equipped
with one 50mm diameter, once-through type spray nozzle, one 50mm diameter
copper valve, and two set of fire hoses of 50mm diameter and 30m length each.

Hose cabinet shall protect the hose from mechanical damage and designed so that
hose line can be quickly brought into use. Proper ventilation shall be provided. The
interior and exterior of the hose cabinets shall be painted or otherwise suitably
protected against deterioration. Hose cabinet shall be plainly marked in block letters
with hydrant numbers or hose numbers. Hose cabinet shall be used for fire-
equipment only. Each hose cabinet shall be complete with lockable doors and key in
break glass enclosures. There shall be a master key for all the hose cabinets
supplied and installed.

 Hose Reel System


The hose reel system shall be designed in accordance with NFPA14. The number of
hose reels in each building shall be such that all portions of each storey of the
building are within 6 m of the nozzle attached to not more than 30 m of hose, the
distance to be measured along a route suitable for the hose line. The hose shall be
25 mm diameter, non-kink hose in accordance with BS EN 671-1, and fitted with a
jet/spray nozzle controlled by a screw control.

Hose reels shall be sited in prominent and accessible positions adjacent to exits,
preferably just outside protected corridors, lobbies or staircases on exit routes, but
not inside staircases. As a minimum, the water supply to hose reels shall be such
that the most hydraulically remote reel will provide a jet of at least 10 m in length at
a flow rate of at least 0.4 L/s.

When a length of 30 m hose reel tubing (Type A of BS 3169) is in use with a 6 mm


nozzle, a minimum running pressure of 2 bar will be required at the entry to each
reel and similarly for a 4 mm nozzle where a running pressure of 6 bar will be
required.

Pipework shall not be less than 50 mm nominal bore and feeds to individual hose
reels shall be at least 25 mm nominal bore.

2.2.2 Automatic Sprinkler System

The automatic sprinkler system is provided for turbine generator bearing, cable room
in control building, diesel generator house, hydrogen plant room, fire protection
pump house, I&C electrical & mechanical warehouse and administration building.
The sprinklers in these system are attached to pipes containing pressurized water at
all times. Individual sprinklers in the vicinity of a fire are et off by heat, allowing water

to flow through them immediately.


This system consists of wet pipe valve with accessories, manual water supply
control valves, sprinkler head, directional head, pipe and fittings, alarms, controls
and instrumentation.
This system shall be designed in accordance with NFPA 13 and TCVN 7336.

2.2.3 Automatic Water Spray System

The automatic water spray system is provided for turbine oil tank, control oil unit,
sealing oil unit, turbine oil cooler, air heater, burner front end, rear end, Aux. boiler,
transformers, steam turbine dirty oil tank and H2/O2 cylinder in hydrogen plant
building. The automatic water cooling spray system is provided for fuel oil storage
tanks and diesel oil storage tank.
This system consists of deluge valve with accessories, manual water supply control
valves, nozzles, pipe and fittings, fire detection devices, alarms, controls and
instrumentation. The system shall be initiated upon receipt of an electrical signal
from the fire detection system control unit for the protected area or on operation of a
hydraulic detection line around the protected area. Means for manual initiation shall
be provided adjacent to the deluge valve for the system.
The systems shall be designed to achieve full design flow through all nozzles within
30 seconds of receipt of a signal from the detection system or operation of a manual
discharge device. The system shall be provided with a pressure switch in the
discharge pipework to indicate successful operation of the system to the fire
detection control unit for that area. Open spray nozzles shall be protected with
plastic caps. Each deluge valve shall have its own water motor gong.
The automatic water spray system shall be designed in accordance with NFPA 15
and TCVN 5307.

2.2.4 Foam System

The fixed foam discharge system with Type II foam pourer is provided for fuel oil
storage tanks and diesel oil storage tank. The foam water sprinkler system is
provided for fuel oil pump house and the fixed foam unit is provided for fuel oil
unloading jetty and fuel oil unloading pump house.
Sufficient foam solution shall be available for extinguishing small spill fires in
addition to foaming the tank on fire. The quantity of stored foam concentrate shall be
suitable for foaming the largest fuel oil tank inside for duration of minimum 45-
minutes. This system consists of foam tank, pressure proportional, deluge valve with
accessories, manual foam/water supply control valves, foam chamber, sprinkler
head, pipe and fittings, push button, alarms, controls and instrumentation.
The automatic water spray system shall be designed in accordance with NFPA 11,

2.3 Clean Agent (FM-200) Fire Extinguishing System

The clean agent fire extinguishing system is provided for main control room and
electronic equipment room in control building, control & protection room in
switchyard control house, control & equipment room in coal handling control building,
control room in hydrogen plant building, ESP control room in ESP control house.
Clean agent fire extinguishing systems for protection by total flooding shall FM-200
system in compliance with the requirements of NFPA 2001. The system released
into the protected space will allow a person to breathe in the reduced oxygen
atmosphere. The design concentration shall be 7% for under floor, room and ceiling
space.
FM-200 gaseous extinguishing shall be capable of being actuated either
automatically or manually. Each system shall be capable of a manually released
second discharge to the same concentration as the first without alteration to
pipework or the provision of new gas containers. The automatic gas release signal
shall originate from the local fire suppression system panel. The system shall
incorporate a
gas release delay feature for of 30 seconds.
Manual release of the gas systems shall be by release units located at each entry to
the protected enclosure. When operated, the unit shall either release the first
discharge of gas if not already released automatically, or release a second
discharge. The manual release of the gas system shall initiate a level 2 alarm of fire
on the local fire suppression system panel for the hazards protected by the gas
system by voltage-free changeover contacts. The manual release unit shall be of the
type requiring two distinct and separate actions for their operation (e.g. break glass
and pull handle) and shall be coloured yellow. On or adjacent to the unit shall be the
wording “Clean Agent Fire Extinguishing System – Manual Release” in English.
Visual and audible alarm shall be activated during release of gas system and abort
switch also shall be provided near to each entry to the protected enclosure.

2.4 Portable and Wheeled Fire Extinguishers

The following shall be provided within the buildings of the plant and at all locations
required by the relevant local rules and regulations:

 Mobile fire extinguishers with 50 kg dry powder shall be provided and located
in the turbine generator halls and the diesel generator house.

 Mobile fire extinguishers with 24 kg CO2 shall be provided and located in the
turbine generator halls and the control/switchgear building.

Portable fire extinguishers shall be provided in accordance with TCVN 3890 and
7435-1.

2.5 Fire Detection and Alarm System

The analogue addressable alarm system is provided for all buildings. The fire alarm
system shall be one complete system with all the sub-fire alarm panels from this and
linked to the main fire alarm panel in a single continuous Class A network.
The system shall therefore be designed such that it shall be able to accommodate
sub-fire alarm panels of the same manufacture to monitor all areas, structures and
buildings of the entire plant. The system shall be designed, installed, tested and
commissioned to the satisfaction of the Owner, in accordance to the requirements of
NFPA 72, and other relevant NFPA standards and the statutory regulations of the
Vietnamese Local Authority; TCVN 5738 Automatic Fire Alarm system – Technical
Requirement.

2.5.1 System Requirement


The fire alarm system shall be an analogue addressable system with a Class A data
communication network. The overall system architecture shall be based on the
principle of distributed processing. The fire alarm system shall be a complete system
comprising of but not limited to the following:
 Main Fire Alarm Panel (MAP)
 Sub-Fire Alarm Panels (SAP)
 Fire alarm initiating devices
 Fire alarm control station
 Annunciator panels
2.5.2 Main Fire Alarm Panel (MAP)
The Main Fire Alarm Panel (MAP) shall be a fully functional control and indicating
equipment installed in the Main Control Room, which shall monitor its own dedicated
premises, and receive fault and alarm inputs from all local sub-fire alarm panels
(SAP) via a Class A redundant data communication network. It shall be capable of
monitoring system faults like failure of CPU module, data communication loop fault,
detection line fault, loss of mains power supply, etc.
The MAP shall comply with the requirements of the Local Authority and the NFPA
and shall be complete with but not be limited to the following:

maintain the system for 24 hours under normal conditions with Two (2) hours in
alarm condition thereafter in the event of the mains failure.

to indicate the location of each zone. Each zone shall have a distinctive colour.
 Colour Perspex mimic panel to show the protected plant layout with LED lamps
to indicate the location of the SAPs and the areas monitored. Each area shall
have a distinctive colour.
 LCD alarm text display panel.
 Its own manual call point and bell.
 20% spare points.
 D.C. earth fault, charge failure, battery low voltage monitoring and associated
alarms.
A PC based supervisory computer shall be connected with the MAP and mimic
panel through network with suitable protocol. Alarm management system software
shall be included for graphical display of alarm activation and alarm event reporting.
The supervisory computer shall interface with Common DCS via redundant modbus
serial link. The Supervisory Computer is PC based computer with the following
specification:
 Intel Core 2 Duo 2.16 GHz microprocessor
 3.2 Gigabyte RAM
 Automatic redundant backup 160 GB hard disk
 DVD-ROM / CD-RW
 Windows XP Pro
 Colour laser printer
The MAP shall be the master fire alarm control and monitoring panel for the fire
alarm system of the entire plant. All SAPs under this package as well as all other
contracts shall be connected to the MAP in one complete continuous Class A
redundant network.
The MAP shall be fully wired up internally with all the necessary hardware like
communication modules, line modules, input and output modules, control modules,
detection modules, data processor modules and all other modules required of the
system supplied. The Contractor shall be responsible for the software configurations
and databases for the sub-fire alarm panels under his scope of supply.

2.5.3 Sub Fire Alarm Panel (SAP)


Each building or group of small buildings in the plant shall be monitored by a local

sub-fire alarm panel (SAP). Each SAP shall be a fully functional independent control
and indicating equipment, operating in a network and capable of operating as a
‘standalone’ unit to facilitate its primary functions in the event of a network
communication failure.
The SAP shall monitor the status of fire alarm detectors, manual call points, flow
switches, pressure switches, deluge valve limit switches and all other devices in the
SAP detection loops. It shall also be capable of monitoring system faults, like failure
of CPU module, data communication loop fault, open/short circuit in the detection
line, loss of mains power supply, etc. The SAP shall comply with the requirements of
the Local Authority and the NFPA and shall be complete with but not be limited to
the following:
 24V sealed lead-acid battery with automatic charger. Batteries shall be able to
maintain the system for 24 hours under normal conditions with half an hour
alarm condition thereafter in the event of the mains failure.
 Coloured mimic panel to show the protected area layout and LED lamps to
indicate the alarm zones, and the locations of alarm bells, manual call-points,
etc. Each zone shall be provided with a distinctive colour.
 Display and operation terminal with LCD screen.
 Its own manual call point and bell
 20% spare alarm points for each detection line and 20 % spare alarm zone.
 D.C. earth fault, charger failure, battery low voltage monitoring and associated
alarms.
SAPs installed outdoors shall be of weather-proof construction conforming to IP54;
robust enough to withstand the harsh environmental conditions stated above,
complete with canopy and mounted away from direct sunlight.
The SAPs shall fulfill the requirements of NFPA 72 and Local Standard, in respect of
design, installation, cabling and wiring, alarms and indications, system functions,
power supply and backup battery requirements, system integrity etc.

2.5.4 Fire Alarm Initiating Devices


 Heat and Smoke Detectors
Heat and smoke detectors shall be provided for the areas/buildings/equipment listed
above. The type of detectors, arrangement and installation of fire detection devices
shall be in accordance with NFPA and Local authority requirements.
Detectors shall be installed in such a way that each can be readily withdrawn from
service for testing and replacement without impairing the effectiveness of the
remaining detectors and installation. Where heat or smoke detectors are required to
activate water spray control valves automatically, this shall be in the form of a 2-out-
of-2 system where two adjacent detectors of different zones are in alarm condition at

the same time. Detectors shall be addressable type and be UL listed or FM


approved.

 Manual Call-Points and Alarm Bells


Manual call-points shall be provided to cover the plant areas listed above. The
arrangement and installation of manual call-points shall in compliance to the
requirements of the NFPA and Local Authority.
Each manual call-point shall have its own alarm bell of 200mm diameter and shall
be wired back to the SAP as a separate alarm zone. Bell shall be dismissed 90dB of
minimum sound level at 300mm of distance. The call-points shall be installed at a
height of 1.4m above the floor at easily accessible and conspicuous positions free
from obstruction and close to exit points.

 Fire Alarm Siren


Siren are used in area where has high noise level in the plant area. Siren for
evacuation shall be used signal enable hearing clearly in two stages. At first alarm
stage, they will be alarm 20 times per minute, and at second stage they will be
continuously. Siren shall be dismissed 110dB of minimum sound level at 3m of
minimum horizontal distance from centre of speaker.

 VESDA Early Warning Smoke Detectors


VESDA shall be installed at control cabinets and marshalling cabinets of the DCS.
The VESDA system will be connected to the MAP for waring / alarm status
monitoring. VESDA system shall be UL listed or FM approved.

2.5.5 Interfacing to other Systems and Equipment


The MAP and SAPs shall have provision to accept external voltage-free contact
signals from the fire fighting and other systems and initiate an alarm as appropriate.
Refer to Drawing no. MD1-0-E-750-01-00102 Fire Detection & Alarm System
Interface Diagram (Attachment #1) for details of interfacing with other systems.
The incoming signals shall include the following:
 Flow switch activated (from fire fighting system)

2.6.2.5 Fire Pump Mid-Ship Mounted/Rear mounted

a) Fire pump shall be centrifugal pump and pump rated shall be over 3,000l/m.
b) It shall be driven by clutch P.T.O.

2.6.2.6 Priming System


a) Prime pump shall be rotary vane or piston type and not be less than 600mmHg
within 50 seconds.

2.6.2.7 Pump Operators Panel

The following controls and instruments shall be provided and installed as a


group on the pump operator’s panel:
- Vacuum pump switch
- Tool compartment light ON/OFF switch
- Pump control panel light ON/OFF switch
- Suction Inlet
- Main valve
- Discharging valve
- Suction delivery inlet
- Drain valve
- Self-protection spray valve
- Coolant valve
- Pressure gauge
- Compound gauge
- Water level gauge
- Foam main valve
- Foam metering valve
- Cleansing valve

2.6.2.8 Water / Foam Monitor

a) The monitor shall be suitable for water and foam.


b) It shall be fitted on the roof and performance should be more than 3,000 LPM

2.6.2.9 Booster Hose Reel

Hose Reel 25A Dia. x 30 meter (Type A of BS 3169) long with straight stream type
nozzle shall be provided.

2.6.2.10Body Work

a) Aluminum roller shutters shall be provided for protecting compartment and


pump.

b) Steps and permanently attached access ladders shall be provided so that fire
fighters have access to all working and storage areas of the fire appliance.
c) Several brackets for stowing equipment shall should be provided.
d) Foam concentrate canister or pail(20L) shall be stored on the roof in order to
provide the concentrate.

2.6.2.11 Electrical Equipment

a) The fire appliance shall be equipped with lighting that is capable of providing
illumination for operators.
b) Audible warning equipment in the form of automotive traffic horn and electric or
electronic siren with beacons shall be provided.

2.6.2.12 Accessories

All hose connections/couplings accommodate BSS type and the following


equipments shall be provided:
- Suction hoses, hard type with male/female
- Suction hose strainer
- Fire hoses, 65mm, 30m lengths (Duraline 650 or Equivalent)w/light alloy
instantaneous coupling
- Straight stream type water nozzle, 65mm, for 65mm fire hose
- Straight stream type foam branch pipe, 65MM, for 65mm fire hose
- Double Female/Male Adapter
- Spanners for 100mm suction hose coupling
- Spanners for 65mm fire coupling
- Tire choke (wheel brace)
- Aluminum ladder (7M)
- Rope
- Electric Hand Light/Fire Extinguisher (3.3Kg)
- Wheel Stopper (Steel Type) / Wheel Chock
- Pick Head Axe
- Flat Shovels / Spade Shovels
- Pick Pole / Crowbar / Ceiling Pick / Boat Hook
- Maintenance tool box
Hand Socket : 12ps 1set.
Spanner : 10ps 1set.
Vice Clip : 10” 1ea.
Long nose : 140mm 1ea.
Hammer : 1ea.
Driver(-) : 1ea. Driver(+) : 1ea.
