 ABSTRACT

THE (ANPR) IS A MASS SURVELLIENCE METHOD THAT

USES OPTICAL CHARACTER RECOGNITION ON IMAGES
TO READ THE LICENSE PLATES ON VEHICLES

 What is ANPR

Traffic control and vehicle owner identification has

become major problem in every country. Sometimes it
becomes difficult to identify vehicle owner who violates
traffic rules and drives too fast.

it is not possible to catch and punish those kinds of

people because the traffic personal might not be able to
retrieve vehicle number from the moving vehicle because
of the speed of the vehicle.

Therefore, there is a need to develop Automatic

Number Plate Recognition (ANPR) system as a one of
the solutions to this problem.

There are numerous ANPR systems available today.
These systems are based on different methodologies but
still it is really challenging task as some of the factors
like high speed of vehicle,non-uniform vehicle number
plate, language of vehicle number and different lighting
conditions can affect a lot in the overall recognition rate.

Most of the systems work under these limitations. In

this paper, different approaches of ANPR are discussed
by considering image size, success rate and processing
time as parameters. Towards the end of this paper, an
extension to ANPR is suggested.

 HISTORY

vysionics has a long history in integrated ANPR

solutions which stretches back to the very birth of
ANPR. Through Computer Recognition Systems (CRS),
we first invented ANPR (Automatic Number Plate
Recognition) in collaboration with the Police Scientific
Development Branch in 1979.
In 2013, the VECTOR integrated ANPR camera was
launched, providing a highly capable, standard platform
for the most challenging of ANPR projects. VECTOR is
the cornerstone of ongoing developments, with
applications for civil criminal enforcement, Police ANPR
and private sector car park management access control.

ANPR uses optical character recognition (OCR) on

images taken by cameras

At the line of site,the information captured of the plate

alphanumeric,date,time,lane identification,and any other
information required is completed in approximately 250
milliseconds.

This information can easily be transmitted to a remote

computer for further processing

ANPR-SYSTEM NORMALLY CONSIST OF TWO

COMPONENTS

Firstly,a camera that detects passing vehicles and continuously

sends the images to a computer.

Secondly, software that recognises number plates with its

characters and stores them in a database

The camera itself consists of an infrared detecting general

optical colour detecting camera and an infrared light emitting
array of LEDs

The led array beams infrared light in the detection of the

infrared camera,which then captures the light reflected by the
white background of the number plates of passing by
vehicles,which appears white on the image

The non-reflecting colour of the characters and the vehicles

surface appear black,cameras can scan 800 number plates in a
minute on cars travelling up to 160 km/hr

Software recognises an image with a number plate,the full

string is identified by an optical character recognition
algoritham and is checked for international plate syntax to
determine the country of origin

 CONCLUSION

It is still not being used in our country but will be prove to be

effective
There is an immediate need of such kind of ANPR system in
india as there are problem of traffic,stealing cars etc..
The Govt should take some intrest in developing this system
as this system is very economical and eco-friendly.if applied
effectively.
This change will help in the progress of the nation
