Background:
 TOD is beneficial for urban development and its inhabitant from all aspects;
economy, environment, health
 TOD is able to reduce fast amount of problems in metropolitan areas; especially
traffic congestion. This has very minimum measures or rate of success in terms of
implementation in Indonesia at the moment
 There is no concrete and correct implementation of TOD in Indonesia; Jakarta is
mostly TAD (centers are not highly dense/mix-used; exceeded 800 – 1000m/10 mins
walking distance from stations)
 Opportunity ensure a better-developed, more sustainable capital as a new capital is
being designed

What are the main issues?


 Limited knowledge and mass awareness about TOD or limited implementation of
TOD which can be attributed to challenges to redeveloped an established sprawled
urban area
 Many people living in greater Jakarta area has a prolonged travel time and limited
modes of transport; forcing them to use private vehicle which causes traffic and also
loses considerable amount of time commuting. This has posed also economic loss.
 Jakarta’s urban area is very sprawled; creating many enclaves inside of it; causing the
high needs of commuting by vehicle and limited number of public transports only
worsen the issue
 Jakarta TOD is either limited to commercialization of stations or challenges it poses
to redevelop city functions. This is considerably understandable considering the
limited amount of space and many obstructions if proceeded
o Construction for new line of transportation would be costly and would
disturb road’s level of service
o Limited opportunity for developing area surrounding stations; too establish
as it is  hard to obtain land and clearing and making mix-use would need
both of that
 Although MRT have been able to set example for MRT route is still limited; success
rate could also be hugely contributed by the fact the area they are servicing now is
city centers with good infrastructure. Busway as a BRT has not effectively reduced

transform this area into TOD area.

stations. However, the number is still limited.

What the future entails for TOD development?

 Prospect to totally design the new capital with the concept of TOD; to ensure that
future urban development does not result in sprawl and causes similar problems like
Jakarta
 Enhancing and increasing number of PPP and KPBU to fund TOD implementation.
Private sector can do the following
o Build transportation lines (eg. MRT in Jakarta)
o Developer can help build mix-used areas surrounding the stations
