SUBJECT MARINA IMPLEMENTATION PLAN AMIDST THE CODE RED

SUBLEVEL 2 ON COVID•19 AND RESOLUTION NO, 11
SERIES OF 2020 OF THE IATF-EID

In the exigency and best interest of the service, this Implementation Plan provides for
necessary measures and guidelines for the actions to be undertaken by the Maritime
Industry Authority (MARINA) in order to protect Filipino seafarers. Philippine-flagged
ships, seagoing passengers, other maritime stakeholders and the MARINA workforce
against the spread of the Coronavirus Disease 2019 (COVID-19).

I. SITUATION

On 08 March 2020, the President of the Philippines issued Proclamation No. 922
Declaring a State of Public Health Emergency throughout the Philippines" due to
confirmed local transmission of Coronavirus Disease 2019 (COVID-19) in the
country and in order to capacitate government agencies and Local Government
Units (LGUs) to immediately act in prevention of loss of fife, utilization of
appropriate resources to prevent the spread. mitigation of its impact to the
community. and to prevent serious disruption of the functioning of the government
and community.

On 12 March 2020, the Inter-Agency Task Force on Emerging Infectious Diseases

(ATF-EID) declared Code Red Sublevel Two (2). The said task force has come up
with Resolution No. 11 s. 2020 to prevent the further spread of the disease and the
Chief Executive has decided upon the same and approved the imposition of
stringent social distancing measures in the National Capital Region (NCR) for thirty
(30) days with salient directives,

II. MISSION.
To make necessary preparation for the successful implementation of the
necessary measures and guidelines to effectively address the spread of the
COViD-19 among Filipino seafarers, Philippine-flagged ships_ seagoing
passengers, other maritime stakeholders and the MARINA workforce.
