TASK FORCE FOR COVID-19 HANDLING

CIRCULAR
NUMBER 1 OF 2023
ON
HEALTH PROTOCOLS
DURING TRANSITION PERIOD OF
CORONA VIRUS DISEASE 2019 (COVID-19) ENDEMIC

A. Background

1. That in order to follow up on developments in controlling the SARS-CoV-


2 virus considering the spread of cases in the world and Indonesia is
increasingly declined, high herd immunity, and relaxation of
transportation policies in several countries, as well as the results of
cross-sectoral evaluation of COVID-19 control, it is necessary to adjust
the control mechanism for the health protocols during the endemic
transition period to prevent transmission of COVID-19; and
2. That based on considerations as referred to in point 1, it is necessary to
issue Circular on Health Protocols during Transition Period of Corona
Virus Disease 2019 (COVID-19) Endemic.

B. Objective and Aim

The objective of this Circular is to enforce health protocols during the


endemic transition period for domestic and international travelers,
implementation of large-scale social activities, and activities in public
facilities. The aim of this Circular is to provide maximum protection to the
people from the transmission of COVID-19.

C. Scope

The scope of this Circular is health protocols for domestic and international
travelers, implementation of large-scale activities, and activities in public
facilities during transition period of Corona Virus Disease 2019 (COVID-19)
endemic.

D. Legal Bases

1. Presidential Regulation Number 82 of 2020 on Committee for Corona


Virus Disease 2019 (COVID-19) Handling and National Economic
Recovery, as amended by Presidential Regulation Number 108 of 2020 on
the Amendment to Presidential Regulation Number 82 of 2020 on
Committee for Corona Virus Disease 2019 (COVID-19) Handling and
National Economic Recovery;
2. Decree of President of the Republic of Indonesia Number 11 of 2020 on
Declaration of Public Health Emergencies due to Corona Virus Disease
2019 (COVID-19);
3. Decree of President of the Republic of Indonesia Number 12 of 2020 on
Declaration of Non-natural Disaster of Corona Virus Disease 2019
(COVID-19) Spread as National Disaster;
4. Decree of President of the Republic of Indonesia Number 24 of 2021 on
Declaration of Factual Status of Corona Virus Disease 2019 (COVID-19)
Pandemic in Indonesia; and
5. Decree of Head of the Corona Virus Disease 2019 (COVID-19) Handling
and National Economic Recovery Committee’s Policies Number 1 of 2023
on Composition of Members and Organizational Structure of the Task
Force for COVID-19 Handling of the COVID-19 Handling and National
Economic Recovery Committee.
6. Result of Ministerial Meeting on Follow Up on Health Requirement for
Domestic and International Travelers, and the Revocation of Vaccination
Requirement after the Lifting of Emergency Status, on June 4, 2023.

E. Health Protocols
1. All domestic and international travelers, persons involved in public
activities, and persons involved in large-scale activities must continue to
make efforts to protect themselves personally from COVID-19
transmission and:
a. It is encouraged to receive the COVID-19 vaccination until the second
booster or fourth dose, especially for people with a high-risk of
COVID-19 transmission.
b. It is permissible not to wear a face mask if one is in a healthy
condition and not at risk of contracting or transmitting COVID-19
and it is encouraged to continue to wear a properly-covered face
mask if one is in an unhealthy condition or prone to being exposed to
COVID-19 prior to and when traveling and doing activities in public
facilities.

c. It is encouraged to continue to carry hand sanitizer and/or use soap
and running water to wash hands regularly, especially if one has
come into contact with public objects.
d. For people who are in an unhealthy condition and prone to
contracting or transmitting COVID-19, it is advised to keep a distance
or avoid crowds to prevent COVID-19 transmission.
e. It is encouraged to continue to use SATUSEHAT application to
monitor personal health.

2. Organizers and operators of transportation facilities, public facilities, and


large-scale activities as well as local governments are encouraged to:
a. Continue to protect the public through preventive and promotive
measures to curb COVID-19 transmission.
b. Continue to supervise, guide, discipline, and enforce the
implementation of health protocols to curb COVID-19 transmission.

F. Conclusion

1. With this Circular coming into force,


a. Circular Number 19 of 2021 on Establishment and Optimization of
the Health Protocol Task Force for Wearing Masks, Maintaining
Distance, and Washing Hands in Public Facilities in Handling the
Corona Virus Disease 2019 (COVID-19) Pandemic;
b. Circular Number 20 of 2022 on Health Protocols for Large-Scale
Activities during the Corona Virus Disease 2019 (COVID-19)
Pandemic;
c. Circular Number 24 of 2022 on Health Protocols for Domestic Travel
during the Corona Virus Disease 2019 (COVID-19) Pandemic and its
addendum; and
d. Circular Number 25 of 2022 on Health Protocols for International
Travel during the Corona Virus Disease 2019 (COVID-19) Pandemic
and its Two Addendums
are revoked and declared null and void.
2. All Ministries and Agencies related to the implementation of health
protocols for domestic and international travelers, persons involved in
large-scale activities, and persons involved in public facilities during the
COVID-19 pandemic in accordance with Circulars of Task Force for
COVID-19 Handling as referred to in letter F number 1 are urged to
immediately issue legal instruments that are in line with and not in
conflict with prevailing provisions of laws and regulations.

3. This Circular comes into force from June 9, 2023 with the note that
restrictions may be tightened back if a significant increase in cases
occurs.

It is hereby ordered that this Circular be guidance and carried out with full
responsibility.
