We have noticed that water table is higher than normal after excavation done at Gude road for the
purpose of removing the top soil and filling materials to improve the road subgrade.
For that matter, we are interesting to know what measures or methodologies have you opted or
you think will be technically deployed to lower the water table and allow the works proceed. This
should be immediately done to allow the Contractor to proceed without any delay.

The following issues were observed during site visit by the Team from World
Bank, PORALG, Client, UWP Consulting SA/UWP Consulting Tanzania/JMK
International Joint Venture and Contractors:-
For Package 1
 The progress of works does not encourage, the completion of Office

building has late.
 The Contractor has relaxed means only a few number of team workers on
site are now found on site. For example only Ndanda road found busy
although other roads still have pending activities.
 Safety issue not taken into account such that more chambers have
unnecessarily left open on sites, for example at Omari Londo, Mbaruku
and Kiungani roads inspection chambers have left for more than a
month openly.
 Social and Environmental Expertise are not found on site although are
the Key Personnel in the Contract. These two Personnel need to be
available until the site activities are completed.
For Packages 4, 5 & 6
 In general works are on progress but need more teams in different

locations so that to speed up the works.
 In package 5, at Kiwalani seems to have high water table and need
special treatment to avoid road failure after completion. Therefore, am
reminding you to instruct the Contractor to take into serious treatment
of high water table.
 Social and Environmental issues need serious actions from the begging.
This has to be considered in case of Contracts of Laborers (Code of
Conduct) and at site in general.
Basing on the comments and discussions done during the visit, I am reminding
you to take into account the discrepancies and improve so that DMDP project
can well move to its intended purpose.

SUB: COMPLETION OF WORKS ON PACKAGE 1
Please refer to the captioned heading above and the last site meeting of
04/01/2018.
We are in the position to remind you that, the completion date of works
for package 1 was scheduled on 22 January, 2018 as per Contract. But
the extended time of one month was granted to the Contractor and
effected the completion date to be on 27th Feb, 2018.
Unfortunately, the Contractor is not accelerating the works such that

can meet the said date of 27th February, 2018. We have seen this
through our daily inspection since you granted them that extension of
time to accomplish the works. They have reduced the team work on sites
such that we only find a single team with less than 15 workers on site
daily. This shows that the contractor has relaxed and is may be
expecting another granted extension of time to accomplish the pending
activities.
This has also demoralized the client that was expecting to hand over the
office and Laboratory building on time. The materials testing Laboratory
in which was expected to be used for material testing in the start of other
packages has failed. Materials such as soil alignment materials could be
done in our Laboratory instead of the contractors to use their
Laboratories.
We are now asking you to act upon so that the package one project
especially office and laboratory building is handed over to the Client as
per extended time.

51312/6/01/02/013 ng dated on 20th February, 2018.
Ilala Municipal Council received your request letter for permission to

utilize the space earmarked for the outlet drain at Kiwalani Primary
School where the run- off on the right hand side of Gude road at Chain
age km 0+377 is discharged through across culvert up to the nearby
existing stream.
Ilala Municipal Council has no objection for the crossing underground

drain at Kiwalani Primary the School but Contractor has extraly take
precaution for the following:-
i) Environmental and safety issues that should highly be

considered because the drainage works will be done at School
where pupils run around.
ii) To allow of the fencing area/premises during working of the
drainage.
iii) Leave the premises safe and useful for future after completion
of works .
iv) The Contractor should work for the drain as quick as possible
before the rain season start.

We did a joint site visit at Zimbili road and found that the existing 4 cells box
culvert has been scoured, the apron and two wing walls at the outlet side have
broken due to heavy rains continuing to rain in since the month of March, 2018
up todate.
Since the box culvert was not included in the BOQ during the design stage of
Zimbili road, therefore, the Contractor must be instructed to take measures
however possible so that people can well pass through from one side to other
side.
We also look forward for your advice on the permanent solution to make sure
that at the completion of Zimbili road there won’t be any problem again.

SUB: SUBMISSION OF THE LIST OF OBSTACLES

One of the raised agenda during the last site meeting in the discussion was the
obstacles along the roads and other areas required to be developed or upgraded
by the Contractors in total.
But also, we agreed that you will instruct or remind all Contractors to prepare
and send to you the list of obstacles with their corresponding chainages so that
will be easy to the Valuer to work on them.
Herewith, I am reminding you to ask the Contractors to do the settings and

identify all roads/areas which were designed and require to be developed/
upgraded as are in their contracts and prepare a list of observed obstacles so
that Ilala Municipal Council can work on them accordingly. It will be better if
the lists will be early obtained in order the Municipal Valuer to arrange the
team.

SUB: UN PROPER METHODOLOGY USED DURING SOIL STABILIZATION

We observed that the Contractor on package 4 is doing soil stabilization by

using a motor grader instead of using stabilizer machine ‘’ soil mixer’’ as
required in the contract.
You are reminding to make follow up and instruct Contractors to mobilize all
the required key Staffs and equipment as stated in their Contracts in GCC 9 so
that all works can be done with accordance to the proper stated methodologies.

which have done without proper methodologies.

SUB: CONSTRUCTION OF MARKETS AT KIWALANI WARD – PACKAGE 5
Please refer to the heading above.
As you are aware that, in package 5 at Kiwalani Ward there are three (3) market
structures required to be constructed as per contract. We have been waiting for
compensation money from higher level of our Government so that the exercises
can be done at the same time finding another means of how we can resolve it.
Meanwhile, we have made several discussions with the local people who are
doing business at Bombom Market to vacate the market and give room for
development. The area was jointly inspected and checked before by
representative from Client, Contractor and Consultant its dimensions and
seems to suit with the available design.
Near by the market area there is an area along the road where by, we discussed
and agreed with the business people to use it for temporary while the
construction is going on.
You are now required to survey that area and advice on how can be levelled and
allow the business people to vacate the old market required to be developed.

Dear Sir,

SUB: ISSUES ARISED DURING JOINT INSPECTION DONE BY A

TECHNICAL TEAM FROM WORLD BANK, PORALG, IMC, CSC, TA
AND CONTRACTORS.
Reference has made to the above headings.
The Technical Team from World Bank, PORALG, Ilala Municipal Council,
Consultant, Technical Assistant, and Contractors was done the joint site
inspection on 24th August, 2018 through DMDP project to determine the
progress in general.
Several issues were raised, discussed and instructed to CSC for more
actions as follows;
1. For Package 4: Contractor M/S China Hainan JV Hari Sihgn
The Technical Team observed the following;-
 The total progress of work done by the Contractor is 17.89% while

the time elapsed is 66.44%.
 The Contractor has a room to work at Limbanga road which was at

G15 level but the site was not busy, Kampala road which was at
C1 level was not so busy too and also there was a room to work for
storm water drains but the Contractor was not doing.
 The Technical Team also realised that Baghdad and High
mountain roads have affected by S.G.R by crossing a stretch of
over 600m length such that there will be no connection of these
two roads. Therefore, the Team advised the Contractor not to
spend resources and time on these two roads but shift to other
roads until further instructions. Also the CSC was instructed to
recheck for that stretch to be crossed by S.G.R, and determine the
amount of work which have already done by the Contractor and
know the amount of fund remaining for other activities which will
be later agreed.
 The Team cautioned the CSC to strictly make closely and serious
supervision to Contractors so that to accomplish all works in time
and in quality.
 The Team observed that, there is an attendance of Contractors to

employ or engage with Subcontractors ‘’Local Contractor’’ in
various activities and they do not pay them in time and cause
complains to the Client. The CSC was instructed to ask all
Contractors to submit their Contracts engaged with their
Subcontractors so that proper monitoring especially on payment
issues to be done direct by a Client in order to avoid unnecessary
claims and complains to happen.
 The Technical Team observed that, there is no serious actions

taken to traffic and safety management issues on site particularly,
at School areas. Although Contractors are required to fence those
sections with School Children crossing and have flag men on site
during machines working, but it was found none is fenced. CSC
was instructed again by a team to take immediate actions to all
Contractors who have not done it.
 The Team advised the CSC to instruct the Contractor have more
groups of work in different sections so that to fast track the work
because more time have lost/elapsed.
2. For Package 5: Contractor is M/S Group Six Ltd – Kiwalani

Ward.
The Technical Team found the following;
 The Contractor has only one motor grader on site, Key staff are not
enough ‘’ Social Expert not employed’’, in general the Contractor
not fully mobilised. CSC was instructed to ask all Contractors to
submit their list of Key Staff with their CVs as well as their work
Contracts to the Client/ PORALG as soon as possible.
 The Technical Team observed that, the progress of all works to

date is 19.6% out of 66.44% the time elapsed. The CSC was
instructed to ask all Contractors to prepare and submit the revised
program of works and CSC approve them but also share with
Client for more comments.
 The Contractor was given a room by a Client to work and construct
a market structure at Bombom – Gezaulore more than two months
ago, but to date has not yet started is waiting for soil testing. Also
the Contractor has about 7km roads free from obstacles but the
Contractor is not performing although the Client paid him Advance
payment.
 The Contractor was engaged the Subcontractor to do relocation of

electrical infrastructures along the roads, but it is more than 3
months without payment to that Subcontractor and lead to
complains to the Client. The CSC instructed to make follow up so
that the payment be early effected. And CSC to instruct all
Contractors send their contracts engaged with Subcontractors
‘’Local Contractors’’ so that proper monitoring can be done.
 In this package the Team found some negligence done by the

Contractor on Traffic and Safety issues and complains from
workers that are normally chased out of work illegally without
their payments and they are not even have given legal Contracts.
CSC instructed to make follow up and ask the Contractor to collect
worker’s Contracts and send them to Client/ PORALG for further
actions.
3. For Package 5: Contractor is M/S Group Six Ltd – Kiwalani

Ward.
 The progress of work in general in this package was 24% out of

66.44% of the time elapsed. Contractor was advised to increase a
number of group gangs to different sections so that to meet with
time.
 The Contractor has enough room to work at Chacha road of about

600m length free from obstacles and had never touched, School
and Dispensary roads which were not so much busy. The Team
advice the Contractor to generate more groups in different sections
so that to compensate the lost time.
 The team inspected Markaz road and found a stretch of about

500m length is passing through TAZARA reserve land, and advised
the CSC to recheck and advice the Client properly, or otherwise
the Markaz road has to end up by connecting to Kampala road.
Generally, the Team instructed the CSC and TAs to submit their list of
Key Staff to Client/ PORALG for further action too.
Therefore, from these basis, the CSC is required to act upon those
challenges and weakness as shown so that the project to be completed in
time as well as in quality.

For Package 2 & 3;
We have received an email from PORALG with comments done by World

Bank Team concerning the Bidding Documents of packages 2 & 3 which
were submitted to them for review. Therefore, I attach the comments for
your early actions so that to allow other procedures to be done.
For Package 5;
On 4th September, the Team from TA and Client’s side did the site visit at
package 5 and observed some issues which need early action to be taken
by the Contractor before rain season starts; -
 At Bush, Mnara and Gude roads, the Contractor has excavated the
roads and start filling up pavement layers but there is a need of
providing the quick protections to the excavated road sides either
by constructing side drains or whatever to avoid erosion in which if
it rains can cause fallen of nearby buildings and lead to
unnecessary claims from the owners.
 To date, the Contractor has not yet started the construction of
Bombom market regardless that there is a free site to start
construction for more than 3 months now with no reason.
 Most of the site sections found not busy, only one motor grader
found moving around for the whole site. This leads to delay of
works and completion time in general. The Contractor will not be
entitled to claim for extension of time basing to all of these delays.
 For all roads already started construction, there are water ponds
with water changed colour to green and not moving because there
are no side drains provided to allow surface and subsurface water
to flow and leave the road pavement layers safe. The ponding water
has started wetting the pavement layers which is endangering the
road.
Therefore, I am sending these matters to you for your quick action.

you to proceed with your construction by basing on the following conditions; -
 Make sure that you follow the Building Permit no. 2292 dated on 30.07.2012 conditions issued by Ilala
Municipal Council.
 Make sure that there is safety at your site during construction,
 Make sure that you follow all the construction regulations.
The Ilala Municipal Council will cancel your Building permit if you won’t obey and observe the said above and granted
Building Permit conditions.

SUB: RECTIFICATION OF SNAGS AT PACKAGE 1
Reference has made to the heading above and the joint inspection done by a
team from Consultant, Contractor and Client.
The team observed the following defects during site inspection at Package1:-
I. A number of street lights are no well working; at Mbaruku Road 4 Pcs,

Kiungani road 3, Omari Londo 6 Road, Ndanda Road 5 and Olympio
Road 6. Therefore, required immediate rectifications.
II. Road signs; at Olympio Road there is road sign giving contradiction by
showing the Olmpio roa being main and not Alykhan road such that will
result to accident, and other roads do not have clear road signs;
therefore, required immediate rectifications.
III. At the DMDP Office Building; poor finishing of top floor terrazzo which
subjected to small cracks, finishing and general completion of the guard
house, supplying of all required office furniture and other approved
facilities. Therefore, required immediate rectifications.
Therefore, you are required to immediately instruct the Contractor to rectify all
observed snags and defects within one month and the team will do inspection.

Dear Sir,

SUB: Observations after Inspection done by CAG and IMC on two different
days at Package 1
Reference has made to the heading above and the joint inspection done by a
team from CAG, Consultant, Contractor and Client, also refer to our letter
dated on 17th Aug, 2018 Ref. number IMC/HD.20/2.
The Inspection team observed that still there are snags and defects at package
1 in which the major works were completed on 27 th February, 2018 and Project
Manager issued the Certificate of Completion such that is in the Defect Liability
Period. Regardless that, another team did inspection on 17 th August, 2018 and
required you to instruct the Contractor M/S China Railway Seventh Group to
attended and rectify all snags and defects, still the following defects and snags
were found on 12th September, 2018 during CAG inspection and auditing;
I. Non supply and fixing of more than 30 pcs of kerb stone at the office
building near the generator house,
II. Poor finishing of the part floor inside the generator house
III. Failure to put terrazzo floor on the part which is on the floor top of the
main office building
IV. Security guard house was not yet installed with electricity and its
facilities
V. Poor finishing on the places where the roof top stairs were fixed
VI. Most of the roads under package 1 were not installed with all required
road signs.
VII. Some office furniture and equipment were not yet supplied as required
on the contract agreement.
Therefore, we strictly require you again to instruct the Contractor to attend and
rectify all the observed defects and snags immediately and the re-inspection has
scheduled to be done on 29th September, 2018.

SUB: INCIDENT REPORT
Please refer to the above captioned subject and the verbal information delivered
to you on 19th January, 2019 concerning the accident occurred to Mr. Kelvin
Nderanga worked at Nyanza Road Works package 6 Ukonga Ward.
We verbally informed you that, there is an incidence of a person injured at

Chacha road one of the roads in package 6. The person who affected was
working at Nyanza Road Works as a site Surveyor. According to the information
given by UWP Consulting, the patient was hit by a fallen old electric pole which
had rotten. The area where accident happened was not busy with any
construction activity going on. The accident was happened on 18 th January,
2019 during noon hours while the patient was just passing along Chacha road
from his lunch time to his working section.
Immediately after the incidence Nyanza Road Works took the patient to nearby
Health Care Dispensary at Ukonga for treatment and there he referred to
Muhimbili National Hospital.
Basing to the CSC incident information reported on 18 th Jan, 2019 through

phone and then formalized on 19 th Jan, 2019, we also did our findings so that
to know exactly how and what was the cause of the accident and come up with
the followings;-
 The accident was happened on 18th Jan, 2019 in Package 6 at Chacha

road during noon hours,
 The person involved or affected by the accident was Mr Kelvin
Nderanga who was an a site Surveyor working at Nyanza Road Works,
 There were two electric poles standing at a street/ feeder earth road
joining chacha road at chainage 3+000 where by one electric pole is new
which hanging with electric wires and the other one which felt had not
tied with electric wires means was no longer use but was vertically left
standing. It was seen also that, the felt pole was already rotten (see
attached picture).
 The same day when incidence happen it was rain,
 The area where it happened was not busy with any construction works
during the incidence. The patient got the accident while was returning
from his lunch time to his working section.
 The patient was immediately rushed to nearby Health Care Dispensary
then admitted to Muhimbili Hospital where he intensively cared. The
patient stayed at Muhimbili Hospital for about (3) weeks up to his death
which reported on 5th January, 2019 by Contractor Nyanza Road Works.
From the verbal information sent to us on 5 th January, 2019 by the Contractor

M/S Nyanza Road Works is that, Mr Kelvin the patient who was admitted at
Muhimbili National Hospital passed away early in the morning and they
arranged and serviced to all necessary requirements and cooperated with his
relatives and family. They started journey travelling to his mother land Kagera
Region for burial on 6th January, 2019 while assisted by Nyanza Road Works 4
Staff.

SUB: UNSATISFACTORLY PERFORMANCE
Reference has made to the 2 sec August, 2019 joint meeting with TARURA CEO and the
above heading.
We regret to inform you that we are not happy with your performance basing to the
following general and specific facts;
I. Contractors on site are not well supervised in terms of quality control, pushing
them to complete their works in time and be active on works as per their
Contracts. This has resulted most of the works to lag behind the Contracts time
of completion.
II. Your Client had been instructed you several time through letters and meetings
to act on different matters like preparation or producing proper and important
reports (regarding your supervision works example Final Draft report for
package 1 and the whole status), to take Contractual actions to Contractors
who are not performing with no concrete reasons, but at the end you are failing
to do so or you do differently.
III. It has also noted that, within your Staff, only few are active in a manner that
you are not able to supervise effectively the available works and leading to poor
and unsatisfactorily products as well Contractors not completing their works on
time as stipulated in the Contracts.
Basing to these weaknesses mentioned above, we are again cautioning and needing
you to resume your activeness in supervision before the Client think of suspending
your Contract as stipulated in Clause GCC18 of your Contract.

lililokuwa limewekwa juu zabuni hiyo wakati wa uchunguzi, na hivyo kuendelea na
mchakato wa zabuni tajwa kwa haraka ili kuikamilisha.
Kwa barua hii, Halmashauri ya Manispaa ya Ilala inaomba ruhusa kuendelea na

mchakato wa zabuni hii ya mifereji ili kazi za ujenzi ziweze kuanza mapema kama
ilivyokuwa imepangwa, kwa ajili ya kuwaondolea adha ya mafuriko Wananchi wa

wengi kazi haiwezi kutekelezeka kabisa eneo hili, kuanzia chainage
1+020 - 1+180 ndilo eneo pekee linaweza kufanyika kazi na kuanzia
chainage 1+180 - 1+209 kuna wafidiwa 2.
II. Mfereji wa Bonde la Sungura; Mfereji Mkubwa; kuanzia chainage 0+000
-0+120 kazi inaweza kufanyika, kuanzia chainage 0+120 hadi chainage
0+120 - 0+700 kuna wafidiwa kazi haiwezi kufanyika na kuanzia
chainage 0+700 -0+840 kazi inaweza kufanyika, Mfereji wa Bonde la
Sungura; Mfereji mdogo Na. 1; 0+000 - 0+040 kazi inaweza kufanyika,
Mfereji mdogo Na. 2 kuanzia chainage 0+000 - 0+104 kuna wafidiwa kazi
haiwezi kufanyika, Mfereji mdogo Na. 3 kuanzia chainage 0+000 – 0+100
kuna wafidiwa kazi haiwezi kufanyika.
III. Mfereji Tenge Liwiti; kuanzia chainage 0+000 – 0+800 kazi inaweza
kufanyika na kuanzia chainage 0+800 – 0+960 kuna wafidiwa 3.
IV. Mfereji wa Buguruni Kisiwani; kuanzia chainage 0+000 – 0+1450 kazi
inaweza kufanyika japo wafidiwa kadhaa wapo kwenye corridor.
V. Mfereji wa Mafuriko; Kazi inaweza kufanyika.
Kutokana na taarifa yangu ya ukaguzi, naomba ufanye yafuatayo ili

kuharakisha utelekezaji kwenye package hii;
Kuandaa taarifa itakayoonyesha idadi ya wafidiwa wote waliokwisha fanyiwa

uthamini kwenye package hii na kiasi gani cha fedha kinahitajika, ufuatilie site
kuona kama wapo wafidiwa ambao hawajafanyiwa uthamini na wafanyiwe,
wasilisha taarifa, je, taarifa ya uthamini wa wafidiwa hawa ipo kwenye hatua
gani, na uiwasilishe kwangu kabla ya tarehe 30/09/2019.
Tafadhali fanyia kazi mapema kwa kuwa Mkaandarasi yupo eneo la kazi na

Reference has made to the above subject and some joint meetings held two
weeks ago.
We are reminding you to make follow up and push the two Contractors in
Package 2 and 3 respectively to prepare and submit their Program of Works
which will match with the available corridors as we jointly inspected and
agreed. For Package 2 Msibazi River Basin drains; Mafuriko drains 1.23km,
Tenge Liwiti drain 0.96km, Buguruni Kisiwani drain 1.5km, Bonde la Sungura
main drain at ch. 0+000 – 0+120 is free, 0+120 -0+700 is obstructed, 0+700
-0+840 is free, Bonde la Sungura small drain 1 at ch. 0+000 – 0+040 is free,
Bonde la Sungura small drain 2 at ch. 0+000 – 0+104 is obstructed, Tembo
Mgwaza main drain at ch. 0+000 – 0+880 is free, ch. 0+880 – 1020 is
obstructed and Tembo Mgwaza small drain at ch. 0+000 – 0+200 is free. A total
of free corridor to work is 4.95km which is 80% of the free corridor.
For Package 3 Yombo River Basin drains; Food Security no.1 at ch. 0+000 –
0+400 is free & 0+400 – 0+700 end of drain is obstructed, Food Security no.2
at ch. 0+000 – 1+300 is free, 1+300 – 2+700 is obstructed although we have
paid 80% and are demolishing up to 15 th Oct, 2019 95% free corridor will be
there, Mpogo River at ch.0+000 – 4+700 is obstructed and evaluation was done
we are making follow to get money for compensation, Minazi mirefu drain at
ch. 0+000 - 0+200 is obstructed by 40% & ch 0+200 – 0+700 is free so 90% the
drain is free. The issue of detention pond, we jointly agreed that you will do
setting out so that everyone can see clearly the area to be utilized and decision
to be made quickly by the owners and client side.

Generally, we are working for the obstruction for the sections seen to be
obstructed and up to December, 2019 all obstructions will be completely
removed.
Therefore, you are asking to instruct all Contractors to updated and submit
their program of works basing to the available corridors and they are required
to start their physical works and mobilize the full equipment and staff as per
their Contracts.

Utekelezaji wa mradi wa DMDP unaoendelea katika Kata zenu unajumuisha uwekaji wa taa za
solar ambazo tayari zimekwisha wekwa katika barabara za Dispensary, School, Zimbili,
Kampala, Chunge na Limbanga. Taa hizo za barabarani zimekaguliwa kwa mara ya kwanza
nyakati za usiku na kuonekana zinawaka vizuri na kupunguza adha giza.
Hata hivyo, wakati taa hizo zinawekwa kumetokea changamoto kwa baadhi ya wananchi wasio
waaminufu kuziiba pamoja na sola zake jambo ambalo lilipelekea Wakandarasi kuweka ulinzi
kwa kipindi chote wakati zikiwekwa. Kutokana na hali hiyo, ni vyema sasa maeneo tajwa hapo
juu ambapo uwekaji umekamilika mkaweka ulinzi pamoja na kuwajulisha wananchi wao
wenyewe kuwa walinzi wa taa hizo na miundombinu mingine yote iliyoboreshwa ili kuwasaidia
kama ilivyokusudiwa.
Pia, utekelezaji bado unaendelea kwa maeneo mengine yote ambapo mradi wa DMDP
unatekelezwa.

IDARA YA UJENZI
Tafadhali husika na mada tajwa hapo juu.
Idara ya Ujenzi ni moja ya Idara katika Halmashauri inayosimia miradi

mbalimbali inayohusu kazi zote za ujenzi katika Halmashauri kama ifuatavyo;-
Ujenzi wa majengo ya madarasa katika Shule zote za Msingi na Sekondari,

ujenzi wa majengo ya Ofisi za Kata zote, ujenzi wa majengo ya Hospital na
Vituo vya Afya vyote, ujenzi wa Masoko yote na ukarabati wa majengo yote
yanayomilikiwa na Halmashauri pamoja na miradi ya DMDP.
Hata hivyo, Idara ya ujenzi hutakiwa kuandaa Makisio ‘’BOQs’’ inapohitajika

kwaajili ya ujenzi wa majengo ama miundombinu yeyote kwenye Halmashauri.
Idara ya Ujenzi ndiyo inayosimamia ujenzi wote unaofanyika kwenye
Halmashauri na kuhakikisha ujenzi unafanyika kwa viwango na kutoa taarifa
mbalimbali kwako kuhusu maendeleo ya miradi yote ya ujenzi. Pia Idara ya
Ujenzi kwa mujibu wa Sheria za Ardhi na Mipangomiji ndio inayosimamia
shughuli zote za ujenzi wa majengo Mijini kwa kushirikiana na Idara ya
Mipangomiji.
Yote hayo, ni lazima Mtumishi wa Idara ya Ujenzi aweze kufika eneo la kazi
ama eneo linalotakiwa kufanyika kazi ya ujenzi ili aweze kupima na kuandaa
makisio ama kufanya ukaguzi wa kazi hizo za ujenzi.
Kwa shughuli zote hizo, Idara ya Ujenzi inaupungufu wa Watumishi na

Vitendea kazi kama ifuatavyo ;-
WATUMISHI
Watumishi wa Kada ya Uhandisi Ujenzi ‘’Civil Engineers’’ angalau kwa sasa

walitakiwa kuwepo 9 lakini wapo 3, Wakadiriaji Majenzi ‘’Quantity Surveyors’’
angalau walitakiwa kuwepo 6 lakini wapo 3, Wabunifu ‘’Architects’’ walitakiwa
angalau kuwepo 6 lakini wapo 3 na Fundi Sanifu ;;Civil and Building
Technician with FTC or Diploma level’’ walitakiwa angalau wawepo 12 lakini
wapo 5. Kwenye mradi wa DMDP walitakiwa Wahandisi Ujenzi ‘’Civil
Engineers’’ 4 lakini yupo 1.
VITENDEA KAZI
 Idara ya Ujenzi haina gari hata moja ambalo linatembea kwa zaidi ya
miezi sita sasa.
 Idara ya ujenzi haina Ofisi hasa Ofisi ya Mkuu wa Idara ya Ujenzi na
kwaajili kutunzia kumbukumbu (Masijala ya nyaraka).
 Idara ya Ujenzi haina vifaa vya kupima ubora wa vifaa vya ujenzi ama
ujenzi uliokwisha fanyika kama vile ‘’Rebound harmar machine’’ kwaajili
ya kupima uimara wa majengo yaliyojengwa.
CHANGAMOTO
Miradi ya ujenzi inayotekelezwa kwa Mwaka huu wa fedha ikijumuisha ujenzi

wa masoko, madarasa, Machinjio, Ofisi za Kata, Hospitali na Vituo vya Afya,
ujenzi wa miradi ya DMDP, Ukarabati wa majengo Shule kongwe na majengo
mengine ya Serikali katika Halmashauri yetu ni miradi zaidi ya 300 ambapo
kila mradi unahitaji usimamizi wa Mtaalam hasa Mhandisi ama Mbunifu wa
mara kwa mara ili kuwa na miradi yenye ubora na thamani.
Kwa kuwa pia miradi hiyo inatekelezwa maeneo mbalimbali za Halmashauri

inahitaji usafiri wa gari muda wote kwenye Idara.
OMBI
 Naomba Idara ya ujenzi ipewe gari amabalo ni zima kwaajili ya

usimamizi na ufuatiliaji wa miradi hii muhimu ambayo Serikali inatumia
fedha nyingi,
 Naomba Idara kuongezewa Watumishi wa Kada za Uhandisi hata 3,
Wabunifu hata 2 na Wakadiriaji hata 2 wa Muda Maalum ‘’Temporary
Employees’’ kama Afisa Utumishi anavyoweza kushauri ili kuimarisha
usimamizi wa miradi hii muhimu wakati Halmashauri ikijipanga.
MAPENDEKEZO
Idara ya Ujenzi ilitenga kwenye bajeti ya 2017/2018 fedha kwaajili ya ununuzi

wa magari 3 ya Idara lakini pamoja na kuanzisha mchakato na taratibu za
kufanya manunuzi, ununuzi haukufanyika na badala yake Idara ya Usafi wa
Mazingira ikazitumia fedha hizo kununua magari. Naomba kwa Mwaka wa
fedha 2019/2020 Idara ya Ujenzi imetenga fedha ili kununua magari ya Idara
iruhusiwe bila ya fedha hizo tena kutumika kwingine.
ATHARI ZA UPUNGUFU WA WATUMISHI NA VITENDEA KAZI KWENYE

IDARA YA UJENZI
 Utendaji kazi kwa sasa si mzuri kwa kuwa Watumishi wengi waliopo kwa
sasa ni wale wenye sifa ya Fundi Sanifu Wasaidizi ‘’Auxillary
Technicians’’ ambao hata kuandaa taarifa ni shida,
 Usimamizi wa miradi inayoendelea haufanyiki kikamilifu kutokana na
upungufu wa Wataalam Wahandisi,
 Upatikanaji wa Makisio ‘’BOQs’’ yanapohitajika huchelewa kutokana na
kukosekana kwa usafiri,
 Majengo ya watu binafsi yanayojengwa kwenye maeneo ya Halmashauri
hayakaguliwi wala kufuatiliwa kikamilifu kutokana na upungufu wa
Watumishi wenye sifa na kukosa usafiri jambo ambalo linaweza
kupelekea kujengwa chini ya viwango na kuja kuanguka na kusababisha
madhara ama vifo kwa awananchi,
 Ongezeko la ujenzi holela wa maghorofa Mitaani bila vibali vya ujenzi na
usimamizi hafifu.

Utekelezaji wa ujenzi wa mifereji tajwa hapo juu ulianza tangu tarehe

15/10/2019 Wakandarasi ni M/s Chongqing International kwa package 2
Miefreji ya Bonde la Mto Msimbazi jumla kilomita 6.14 na M/s China Railway
Seventh Group kwa package 3 Mifereji ya Bonde la Yombo jumla kilomita 9.82.
Hata hivyo, ipo changamoto ya uwepo wa vizuizi (Wafidiwa) katika maeneo

hayo wapatao 130 ambao bado hawalipwa kupisha utekelezaji kwa Shilingi
1,169,188,493.53. uwepo wa vizuizi (wafidiwa) hao umetokana na Marejeo ya
Usanifu ‘’Design Review’’ uliofanyika kwa kuongezwa ukubwa (upana) wa
mifereji hiyo ili kukidhi hali halisi kwa kuzingatia kuwa mifereji hii yote ipo
kwenye Bonde la Mto Msimbazi Yombo ambayo yamekuwa yakibadilika
badilika kwa kuongezeka upana na kusababisha madhara kama mafuriko,
uharibifu wa miundombinu mbalimbali kama barabara na minginepamoja na
kusababisha maafa kwa wananchi wanao yazunguka. Awali fidia iliyofanyika
ilihusisha wafidiwa 135 na Shilingi 964,695,648.90 kutoka Serikali Kuu
zililipwa.
Kwa kuwa upatikanaji wa fedha za fidia umekuwa ukichukua muda

kupatikana na kupelekea kazi kuanza kwa kusuasua, nashauri Halmashauri
iangalie namna ya kuanza kulipa fidia hii hata kwa awamu kwa mfereji mmoja
mmoja ili kuepuka kucheleweshwa kwa utekelezaji wa ujenzi wa mifereji hii
muhimu. Hili pia, litaokoa uwezekano wa Serikali kuingia hasara kwa
kuwalipa Wakandarasi gharama za ziada kutokana na kuwacheleweshea
maeneo ya kufanya kazi kwa wakati.

Pamoja na uhitaji wa kuondolewa vizuizi hivyo, Wakandarasi wanazo nafasi za

kuanza kazi ya ujenzi wa mifereji wakati Halmashauri ikiondoa vizuizi hivyo
kama ifuatavyo;
Mkandarasi wa package 2 Mifereji ya Bonde la Mto Msimbazi ataanza na

mifereji ya Mafuriko na Buguruni Kisiwani yenye urefu wa kilomita 2.555
kati ya 6.14, na wa package 3 Mifereji ya Bonde la Mto Yombo ataanza na

Reference has made to the above subject and the joint site visit which was
done on 5th October, 2019 to all on going sites.
As we visited at Zimbili road and found an accident caused by rain water due
to incomplete side drain which was abandoned by Contractor and rain water
crossed to the local people’s houses as a result of block fencing wall felt and
crushed 3 motor vehicles which were parked.
We are reminding you to make follow up and instruct the Contractor to take
immediate measures to protect the possibility of more effects to happen to the
people due because rain is continuing, to make follow up for the remedial or
reconstruct the fencing wall felt and the repair of the 3 motor vehicles crushed.
Also, we remind you to instruct all Contractors to move around their areas or
road sites and check where the rain water is stagnated to avoid flooding to the
people.

Reference has made to the above subject.
We have observed that in the IPC no. 14 requested for payment more amount
which exceed the original allocated budget have been certified; see bill items
Part B Bush road paid to 130.1%, Part C Gude road paid to 176.35, Part E
Mbilinyi road paid to 129.8%, Part G Jamaka road paid to 113.3%, Part H
Zahanati road paid to 143.4%, Part K Binti Musa road paid to 125% and Part L
Bethel road paid to 198%.
Therefore, before you spend the Contingency, we are precautioning you to

make sure that the spending of Contingency hast Client’s approval. Also we
need to know exactly the updated forecasted amount to be spent in the
pending works after repacked some of the works. And, we need the official
communication of the estimates for the repacked works.
We remind you too that, the budgets for this package and other packages are
constrained so please make sure all works have to be completed within the set
budgets. (I have attached a copy for IPC no.14)

SUB: INCOMPLETED STORM WATER/MAJOR DRAIN IN PACKAGE 4
Reference has made to the above subject, joint inspection done by (Client, CSC
& Contractor) on 10th October, 2019 and the call made to you by Eng.
Ndyamkama on 12th October, 2109.
It was found that, the side drain which was constructed from Limbanga road
and it was suppose to direct storm water to the major drain, was left hanging
and lead storm water to be uncontrollable as a result people come up with
complains.
Therefore, basing to the discussion done jointly with presence of Kinyerezi

Ward’s Counciller who agreed to convice his local people to allow the major
drain be constructed through their locations, you are required to immediately
instruct the Contractor to start constructing that major drain as it was planned
before so that the complains due floods from the people to be treated.

We have come to reliaze that, some of the items in the BOQs for ongoing
packages were grouped such in that were tendered in Lumpsum regardless
that all activities should be paid as measured works.
For that sense, we are worring that items 1.1 to 1.3 of Other Community based
Facilities (Kigilagila sub-ward 1.1, Minazi Mirefu sub-ward 1.2 & Yombo sub-
ward 1.3 Buildings) which their costs indicated in the BOQ as lumpsum
amounts at the end will not reflect VALUE FOR MONEY. (Refer Package 5).
Therefore, it is important for us to have the breakdown of all building

structures showing the activities and their costs analysed from that lumpsum
amounts. Also, we are precautioning you to make sure that all works especially
on building structures are paid as measured works and must reflect the value
for money. Otherwise, we are going to deduct all works which are paid as
lumpsum and do not reflect value for money. The aim is to make sure that we
achieve good products with value money and avoid unnecessary auditing
queries.

Utekelezaji wa ujenzi wa barabara ya Chacha Package 6 Ukonga unaofanywa na M/s

Nyanza Road Works unasusua hasa kwa upende wa ujenzi wa mfereji wa pembeni
mwa barabara ‘’side drain’’ kipande cha mita 500 kutokana na Wananchi kutaka
kujua endapo mali zao zinazoathirika zitalipwa.
Hata hivyo, tarehe 11/10/2019 na 15/10/2019 vilifanyika vikao vya pamoja kwa
kushirikisha uongozi wa Serikali ya Mtaa na Mheshimiwa Diwani ili kupata suluhu
ambapo wananchi zaidi ya 14 walihudhuria na kuelimishwa umuhimu wa kujengwa
mfereji huo.
Kwenye kikao hicho, Wananchi walitoa malalamiko na madai yao kama ifuatavyo;-
i) Baadhi yao walikuwa wakidai hawajafanyiwa uthamini na wameathiriwa,

ii) Wananchi wote katika barabara hiyo wahitaji kujua ni lini watalipwa fidia zao,
iii) Wananchi hao walihitaji kuonyeshwa ni kiasi gani kila mmoja atalipwa kama
fidia yake na vitu gani vi efanyiwa uthamini.
Hata hivyo, walipewa elimu ya umuhimu wa kujengwa mfereji huo kwa haraka ili
kuondoa adha ya maji kuingia kwenye makazi yao hasa vipindi hivi vya mvua, pia
walijulishwa kuwa si vyema mfereji huo kutojengwa haraka kwa kigezo cha kusubiri
fedha za fidia na hatimaye kubakia hoja ya kuonyeshwa ni kiasi gani kila mmoja
anastahili kuja kulipwa kama fidia pamoja na Halmashauri kuwapa mikataba.
Hivyo, basi naleta kwako suala la wananchi kuhitaji kuonyeshwa fidia zao kuwa
watastahili kiasi gani ili ushauri kulingana na taratibu za Uthamini wa Ardhi pamoja
na kushauri kuhusu kupewa Mikataba na Halmashauri. Ushauri huo ni vizuri
uelekezwe kwa Mkurugenzi wa Manispaa ili mgogoro huo utatuliwe na mfereji uweze
kujengwa mapema.

kwenye mfereji wa Mafuriko Ilala tangu tarehe 15.08.2019 inatakiwa kukamilika ndani ya miezi
15 ya Mkataba,
Ujenzi wa Mifereji ya maji ya mvua kwenye Bonde la mto Yombo km 9.82 unaofanywa na
Mkandarasi M/s China Railway Seventh Group (CRSG) kazi imeanza kwenye mfereji wa
Mafuriko Ilala tangu tarehe 15.08.2019 inatakiwa kukamilika ndani ya miezi 15 ya Mkataba,
Ujenzi wa miundombinu ya barabara km 5.914 za lami Kata ya Gongolamboto unaofanywa na

Mkandarasi M/s Hainan International & Hari Singh JV kazi ipo kwenye umaliziaji (snaglist
rectification) Mkataba ulikamilika tarehe 23.08.2019 ukaguzi wa mwisho utafanyika 12.11.2019,
Ujenzi wa miundombinu ya barabara km 10.6 za lami zimejengwa, ujenzi wa masoko 3

unaendelea, vyoo vya umma 3 unaendelea, mifereji ya maji ya mvua km 3 imejengwa kazi hizi
zipo Kata ya Kiwalani na zinafanywa na Mkandarasi M/s Group Six Ltd. Kazi kwa ujumla ipo
90 % ya utekelezaji na Mkataba ulitakiwa kukamilika tarehe 31.10.2019 lakini Mkandarasi
ameongezewa muda siku 52,
Ujenzi wa miundombinu ya barabara km 9.8 za lami Kata ya Ukonga unaofanywa na
Mkandarasi M/s Nyanza Road Works kazi ipo kwenye umaliziaji (snaglist rectification)
Mkataba ulikamilika tarehe 30.08.2019 ukaguzi wa mwisho utafanyika 11.11.2019,
Kwa sasa utekelezaji wa Mradi umekuwa wa kusuasua pamoja na kuwabana Wakandarasi

kuongeza bidii kwenye utekelezaji kutokana na kuchelewa malipo yao kama ifuatavyo;-
Wakandarasi wa Package 2 na 3 ujenzi wa Mifereji ya Bonde la mto Msimbazi na Yombo jumla

km 15.96 waliomba malipo yao ya awali ‘’ Advance Payment’’ tangu mwezi wa August, 2019
ambayo kwenye Mikataba yao kifungu ‘’GCC49.1’’ yanatakiwa kulipwa 15% ya gharama ya
Mkataba yalitakiwa kulipwa ndani ya siku 28 tangu wawasilishe nyaraka muhimu ‘’Acceptable
advance payment guarantee’’ lakini hadi sasa hawajapokea malipo hayo,
Wakandarasi M/s Nyanza Road Works na M/S Group Six wa package 6 na 5 waliomba malipo
ya kazi zilizoidhinishwa na Mhandisi Mshauri M/s UWP Consulting kwa IPC No. 15, 16 & 17
na IPC No. 12, 13 & 14 kwa takribani miezi 3 sasa hawajalipwa na Kimkataba Mkandarasi
alitakiwa kulipwa ndani ya siku 28 tangu kuidhinishwa na Mhandisi Mshauri kifungu cha
Mkataba ‘’GCC 41.1’’.
Kutokana na hali hii naleta kwako ombi la kutusaidia kufanya ufuatiliaji wa malipo hayo ili
Wakandarasi waweze kukamilisha miradi hii kama ilivyopangwa na kuepuka kuomba malipo za
ziada ‘’Interest’’ kwa kucheleweshewa malipo yao ikizingatiwa kuwa Mhandisi Mshauri
amewasilisha barua kumb. Na 51312/6/01/01/02/055/pm ya tarehe 16/10/2019 ya kusudio la
Wakandarasi kususia kazi. Hata hivyo, nilimwandikia Katibu Mkuu Tamisemi barua Kumb. Na.

kuhakikisha kuwa barabara zilizopo maeneo ya Jiji la Dar es Salaam (CBD) hasa eeneo la Manispaa ya
Ilala zote zinajengwa kwa kiwango cha lami.
Utekelezaji huo unafanyika kupitia miradi ya DMDP, Mfuko wa barabara Road Fund na kwa kutumia
fedha za Makusanyo ya Ndani ‘’Own Source’’.
Hata hivyo, kutokana na ufinyu wa bajeti katika maeneo yote hayo ya vyanzo vya fedha, Halmshauri
imeshindwa kuweka lami baadhi ya barabara muhimu zenye urefu wa km 15.49 ambazo wakazi na
wafanyabiashara wakubwa wanapata adha sana wakati wa vipi vya jua hali inakuwa ni ya vumbi na
wakati wa vipindi vya mvua hali inakuwa na mashimo ya maji na makorongo.
Kutokana na adha hiyo, Viongozi mbalimbali wa maeneo hayo wamekuwa wakiomba msaada
kutengenezewa akiwemo Mheshimiwa Mbunge Jimbo la Ilala na wengine kwa kuzingatia kuwa
wakazi na wafanyabiashara wa maeneo hayo ndio hulipa kodi ya Serikali kwa kiwango kikubwa
kutokana na umuhimu wa maeneo hayo.

Utekelezaji wa ujenzi wa Miundombinu ya barabara na huduma za Kijamii kwa package 5 Kata ya

Kiwalani ulikuwa unahusisha;
Ujenzi wa barabara kiwango cha Lami km 11.59 kwa namba zipo barabara kumi nne (14),
Ujenzi wa Masoko matatu (3) na maeneo mawili (2) ya kupumzikia Umma
Ujenzi wa vyoo vya Umma vitatu (3)
Ujenzi wa Vioski vya maji safi
Ununuzi wa magari ya taka ngumu na Ujenzi wa Vizimba vya kukusanyia taka ngumu, kazi zote
zikiwa na gharama ya Tsh 21,250,224,647.
Utekelezaji wa mradi huu ulianza tarehe 31 Octoba , 2017 na kutakiwa kukamilika ndani ya miezi kumi
na tano (15), hata hivyo Mkandarasi alipoanza utekelezaji, changamoto zilijitokeza kwa kuonekana
uwepo wa maji mengi kwenye tabaka la ardhi karibu na usawa wa ardhi ‘High water table’ hali ambayo
wakati wa usanifu wa mradi haikuwa imeonekana na kuhusishwa kwenye usanifu ‘unforeseen soil
condition’ uwepo wa maji mengi hasa wakati wa kuchimba tabaka la juu ili kuanza ujenzi ulipelekea
Mhandisi Mshauri M/s UWP kufanya usanifu mpya ‘Review of Design’ na kumwelekeza Mkandarasi
kuweka mawe ‘Rock fill’ kwenye baadhi ya maeneo yaliyokuwa na maji mengi na yanatitia ‘High water
table and soil gripping’ pamoja na kutumia mifereji ya kupitisha maji chini kwa chini ‘ Sub – Soil Drains’ .
Changamoto nyingine kwenye utekelezaji wa package 5 ilikuwa na kuwepo kwa vizuizi ‘PAPS’ wafidiwa
ambao walikuwa bado hawajalipwa ili kupisha utekelezaji wa Mradi kwa kuwa Halmshauri ilikuwa bado
haijapokea fedha za kulipa fidia, moja ya maeneo yaliyohitaji fidia ni maeneo ya kujengwa Masoko,
Vyoo vya Umma na Community Parks.
Kutokana na Changamoto hizo, muda wa utekelezaji wa mradi wa miezi 15 uliisha bila Mradi kukamilika
na kulazimika kumuongezea Mkandarasi muda wa miezi 4.5 ambapo bado Mkandarasi hakuweza
kumaliza kazi na kuongezewa tena miezi 2.5 lakini pia hakuweza kumaliza kazi na mwezi septemba, 2019
aliongezewa miezi miwili (2) na kutakiwa kukamilisha kazi zote ifikapo mwezi Octoba, 2019.
Ilipofika mwezi Oktoba 2019 alikuwa amekamilisha kazi zifuatazo:-
Ujenzi wa Barabara za Lami Km 10.1
Ujenzi wa mifereji mikubwa ‘Major Drains’ km 1.8
Ujenzi wa Masoko 3 kwa asilimia 80%
Ujenzi wa vyoo viwili (2) shule za Msingi kwa 75%.
Aidha, kutokana na kwamba Barabara za Zahanati, Pepsi na Bombom zinaingiliana na ujenzi wa Mfereji
mkubwa uliopo kwenye package 3 unaotekelezwa na Mkandarasi M/s China Railway Seventh Group
ambao ujenzi wake umeanza mwezi Agosti, 2019, kazi hizi haziwezi kufanyika kama Mfereji wa huo
‘’Food Security two (IL2) drain’’ haujakamilika.
Ujenzi huu wa Mfereji wa Food Security two (IL2) wakati wa usanifu wa Mradi wa DMDP ulitakiwa
kuanza kabla ya ujenzi wa barabara hizo zilizopo package 5, kwa sababu hiyo imebidi barabara hizo
zisubiri ujenzi wa mfereji huo ujengwe suala ambalo linapelekea Mkandarasi wa package 5 kusimamisha
kazi akisubiri Mkandarasi wa package 3 kukamilisha kazi yake.
Kutokana na mkanganyiko huo, pamoja na changamoto nyingine za mradi, yafuatayo yalishauriwa,

kupendekezwa na kukubaliwa kwenye vikao vya pamoja na TAMISEMI – Kitengo cha Mradi,
Halmashauri (DMDP - Ilala, TARURA, Mhandisi Mshauri UWP, TAs na Mkandarasi M/s Group Six:-
I. Kazi zote ambazo Mkandarasi M/s Group six hajaanza kuzitekeleza (hajazifanya) ambazo ni
Ujenzi wa barabara ya Zahanati, Bombom na Pepsi, Ujenzi wa choo 1 na ‘Community Parks 2
asizifanye.
II. Kazi zote ambazo Mkandarasi wa package 5 M/s Group six hajazifanya ziondolewe kwenye
Mkataba wake. Hata hivyo Mkandarasi M/s Group Six alishaandika barua kuomba kazi zote
ambazo zitamchelewesha na hasa zinazozuiliwa na utekelezaji wa package 3 kwenye utekelezaji
wake ziondolewe kwenye Mkataba wake.
III. Kazi zote ambazo zimeondolewa kwenye Mkataba wa M/s Group Six package 5 zijumuishwe
kwenye package 3 inayotekelezwa na Mkandarasi M/s China Railway Seventh Group, na ifanyike
‘addendum’ kwenye mkataba wa package 3 ikionyesha kazi za awali pamoja na zilizoongezwa.
Baada ya zoezi la kutambua kazi zinazoondolewa kutoka package 5 kwenda package 3 addendum
iliandaliwa na kuwasilishwa kwa Mwajiri, TAMISEMI na Benki ya Dunia inayoonyesha kazi zilizoongezwa
kwenye mradi wa package 3. Baada ya mabadiliko haya ambapo kumekuwa na kazi za nyongeza na kazi
zilizohamishwa, kwa sasa gharama ya mradi wa package 5 haitazidi gharama ya awali ya Mkataba.
2:0 SABABU ZA KUONDOA KAZI HIZO KWENYE MKATABA WA PACKAGE 5 NA KUZIJUMUISHA KWENYE
MKATABA WA PACKAGE 3.
i. Muda wa utekelezaji wa package 5 umeisha licha ya kuongezwa muda mara 4 mpaka sasa, na
kazi ambazo hazijaguswa na Mkandarasi wa package 5 haziwezi kuendelea mpaka hapo
Mkandarasi wa parkage 3 atakapokuwa amekamilisha utekelezaji wa mkataba wake.
ii. Mkandarasi wa package 5 ili aweze kutekeleza kazi ambazo hajazigusa analazimika kusubiri
Mkandarasi wa package 3 kumaliza ujenzi wa mfereji wa Flood Security unaopita kwenye
barabara hizo, jambo ambalo itampasa mwajiri kumlipa gharama ya kuendelea kuwepo ‘site’,
faida pamoja na fidia, suala ambalo litamwongezea Mwajiri gharama ambazo zinaweza

The Zimbili Bridge need urgent Construction, because it is in critical condition and at any time it can be
broken if immediate measure will not taken
After CICO completed the emergency work on zimbili bridge, they closed the bridge off with concrete
bollards to ensure that only right passenger vehicles can cross the bridge, but the Public shift the
concrete bollard to allow heavy duty vehicles to cross the bridge, this situation is dangerous to the
existence of the Bridge, and if this situation continues the bridge will collapse at any time (t).
In order to rescue the situation and to avoid the Severe effect that may occur for the current use of the
bridge and the coming rainy season we recommend that the work should be done by CICO under
urgency.
The reason to propose Construction of Zimbili Bridge to be done by CICO as additional work is as
follows:-
i. The location of the ongoing work (package 2) is in proximity with the location of the Bridge
(Zimbili Bridge) .
ii. The Work shall be done under urgency due to critical condition of the bridge; the structure is
unsafe and can cause serious damage to the user. (see the photo)
iii. The fund to be used to finance the Project comes from the remaining funds from other
completed projects
iv. The work is not on the current approved World Bank package and there is no specific budget
allocated except to spend the remaining funds on the other project after getting approval from
world Bank.
v. The Contractor is undertaking similar works and he has already mobilized with plant and
equipment on the same area.
vi. The Bridge can easily be accommodated and completed within the ongoing package 2 contract
period
To avoid possible consequences of communication breakdown that may occur if the Culvert eventually
collapses, you are advised to authorize additional work to CICO based on the reason above, and we have
revealed that the contractor has adequate experience on construction of bridges of similar size

The Contractor group six is working on package 5 project; his contract period has expired despite having
been extended four times to date. In the light of this, the expert session from TAMISEMI, Council,
TARURA, Consultant Engineer – UWP and Contractor Group six sat down and agreed to re - pack some of
the work from package 5 due to the following reasons:-
i. The period for Contract for package 5 has expired despite being extended four time so far, and
the work not implemented by Contractor cannot continue until package 3 contractor has
completed his work
ii. For a package 5 contractor to implement the remaining works he has to wait for a package 3
contractor to complete the construction of a flood security, this can require the Employer to
pay the contractor (Group Six) the cost of remaining to the site as well as compensation, and
give the employer the cost that would be inevitable by doing the packaging so that the work
could be done by package 3 contractor
iii. The contractor for package 5 Group Six Company has agreed to the re- scoping and re
packaging of work without claiming any cost or compensation of any kind
Either, we recommend that these reduced works from package 5 to be added to package 3 due to the
following reason
i. The location of the ongoing work (package 3) is in proximity with the location of the remaining
work from package 5.
ii. The Contractor is undertaking similar works and he has already mobilized with plant and
equipment on the same area.
iii. The work can easily be accommodated and completed within the ongoing package 3 contract
period.
iv. To prevent the possibility of paying the contractor for package 5 compensation if he remains on
the site while waiting for the package 3 contractor to finish the work, so that he can complete
his work.
To ensure the project is completed without Legal and financial complication we advise the employer to
re – pack Package 5 and do additional work to package 3.

UTANGULIZI:
Awali wakati wa ujenzi wa barabara ya zimbili iliyopo kwenye package na 6 ilipoanza kutekelezwa mwezi
October, 2017, ndipo ilipogundulika kuwa kuna uhitaji wa ujenzi wa daraja hilo. Wakati wa usanifu wa
Mradi wa Ujenzi wa barabara hiyo ya Zimbili pamoja na kazi zingine za package 6 kulikuwa na Makalavati
(Box culverts) ya midomo mitano (5 cell) kuvuka mto msimbazi ambapo hakukuwa na haja ya kujengwa
kwa daraja hilo.
Baada ya mvua kubwa zilizonyesha mwezi machi hadi mei, 2018, mto Msimbazi katika maeneo
mbalimbali ya Jiji la Dar es Salaam ulifunikwa na kupelekea kupanuka na kusababisha mmomonyoko
ulioharibu vivuko mbalimbali na nyumba za Wananchi na mali zao kwa Wakazi waliokuwa wanaishi
kando kando na Mto Msimbazi..
Kutokana na kupanuka kwa Mto Msimbazi pia kulisababisha Makalavati ‘5 cell box culvert’ kwenye
barabara ya Zimbili kuathiriwa na kusababisha barabara kutopitika kabisa na kupelekea usumbufu kwa
wananchi wa Gongolamboto na Ukonga wanaotumia barabara hiyo.
Halmashauri ilichukua hatua za dharura kutengeneza eneo hilo kwa kushirikiana na Wananchi pamoja na
Mkandarasi CICO kwa ajili ya kutumika kwa muda, ingawa mpaka sasa kinaendelea kutumika kama
kivuko cha muda japokuwa makalavati yamebomolewa na maji.
HATUA ZILIZOCHUKULIWA ZA KUDUMU
Kwa kuwa eneo hilo la daraja awali halikuwepo kwenye mpango wa kujengwa Mhandisi Mshauri
alimwandikia barua Mwajiri wake (Hlmashauri ya Manispaa ya Ilala) taarifa kuhusu hali halisi ya
makalavati hayo kutoa ushauri wa mapendekezo yake akimuomba amruhusu kufanya usanifu wa nini
kifanyike katika eneo hilo.
Mkurugenzi ambaye ni Mwajiri wake alimruhusu kuendelea na usanifu, ambapo vikao vya pamoja na
Wahandisi kutoka TMISEMI – Kitengo cha Mradi waDMDP na Benki ya Dunia vilikaa baada ya
kutembelea Mradi na kumwagiza Mtaalamu Mshauri kufanya usanifu wa haraka.
Mtaalamu Mshauri alifanya usanifu na kupendekeza kujenga daraja lenye urefu wa mita 40 na upana wa
mita 8 pamoja na mita 600 za barabara na ujenzi huo utagharimu TZS 4,304,066,255
Baada ya Mtaalam Mshauri kukamilisha usanifu aliwasilisha taarifa hiyo ya usanifu kwa Mwajiri,
Kitengo cha Mradi wa DMDP – TAMISEMI, TARURA, Wataalam Wahandisi TA na Benki ya Dunia. Baada
ya taarifa ya usanifu kuwasilishwa maeneo tajwa ilifanyiwa marekebisho mbalimbali ya Kitaalamu na
kisha kuwasilisha taarifa ya mwisho yenye makadrio ya Kihandisi (Final Design Report with BOQ).
Hata hivyo mjadala wa upatikanaji wa fedha kwa ajili ya Ujenzi huo ulifanyika kwa pamoja na Wahandisi
kutoka Benki ya Dunia, Tamismi – Kitengo cha Mradi, Manispaa ya Ilala, TARURA na Mtaalam Mshauri
UWP, na Mhandisi Mshauri aliagizwa kuwasilisha taarifa kuonyesha endapo fedha zinazobaki kwenye
utekelezaji wa miradi maeneo mengine ya miradi iliyokamilika kama zitatosha kugharamia ujenzi wa
daraja hilo.
Mtaalam Mshauri aliwasilisha taarifa iliyoonyesha taarifa ya fedha kama ifuatavyo:-
i. Kwenye utekelezaji wa mradi wa package 1, fedha zitakazobaki ni TZS 438,079,190.05

ii. Kwenye utekelezaji wa mradi package 4, fedha zitakazobaki kutokana na kutotekelezwa kwa
barabara ya High mountain na Bhagidad zilizokatwa na S.G.R ni TZS 2,362,195,506.90
iii. Kwenye utekelezaji wa Mradi wa package 6, fedha zitakazobaki kutokana na kukatisha kipande
cha mita 1,100 eneo la barabara ya Markazi hifadhi ya reli ya Tazara na Zimbili ambapo usanifu
wa daraja umefanyika ni TZS 2,650,887,197.70
Hivyo kuwa na jumla ya TZS 5,451,161,894.65 zitakazo baki kutoka katika miradi iliyotajwa hapo juu.
Baada ya Mhandisi Mshauri kuwasilisha taarifa hiyo ya fedha zitakazobaki, TAMISEMI kwa kushirikiana
na Halmashauri waliomba kibali cha kutumia fedha hizo zitakazobaki kutoka Benki ya Dunia kwa ajili ya
kujenga daraja hilo la Zimbili ambapo awali halikuwepo kwenye mradi.
Wataalam na viongozi wa Benki ya Dunia walipitia taarifa hiyo ya Mtaalam Mshauri na kuruhusu
utekelezaji wa kazi uendelee na kushauri kazi hii ya ujenzi wa daraja la Zimbili apewe Mkandarasi
anayeendelea na kazizenye asili sawa na ujenzi wa daraja.
Baada ya Benki ya Dunia kuruhusu ujenzi wa daraja hilo, kikao cha pamoja kati ya Tamisemi Kitengo cha
Mradi, Mhandisi Mshauri UWP, TAs, Halmashauri na TARURA walikubaliana kuwa, kazi hii ya ujenzi wa
daraja apewe Mkandarasi M/s CICO ‘Chongquing International Coorporation. Hata hivyo, Mhandisi
Mshauri alishaandaa Addendum na kuiwasilisha kwa Mwajiri.
SABABU ZA KUMPA MKANDARASI CICO KUFANYA UJENZI WA DARAJA HILO KAMA KAZI YA
NYONGEZA NI KAMA IFUATAVYO:-
i. Kazi hiyo ya ujenzi wa daraja ina asili sawa ‘same nature’ na ujenzi wa mifereji kwenye bonde la
mto Msimbazi unaofanywa na Mkandarasi M/s CICO. Mkandarasi huyo ameonyesha alishawahi
kufanya kazi za ujenzi wa madaraja.
ii. Kazi hii ya ujenzi wa daraja haikuwepo kwenye mpango ‘PAD’ wa awali, hivyo isingeweza
kujengwa kama kazi mpya kwa kuwa Miradi yote inayotekelezwa kwa awamu hii ya kwanza ni ile
iliyopo kwenye mpango ‘PAD’ ambayo Benki ya Dunia ilishaidhinisha.
iii. Fedha za ujenzi wa daraja hilo zinatokana na fedha zitakazobaki kutoka kwenye miradi mingine
ya DMDP inayotekelezwa.
iv. Mkandarasi anayeendelea na kazi M/s CICO hahitaji kulipwa fedha za kuwasilisha vifaa,
wataalamu na vifaa vingine (Mobilization and demobilization cost) kwa kuwa yupo eneo ambalo
mradi unapaswa kutekelezwa.
v. Mkandarasi wa Package 6 ambaye alikuwa anajenga barabara ya Zimbili Mkataba wake umeisha
yupo kwenye umaliziaji na muda wa matazamio ‘’Snaglist and DLP’’.
vi. Ujenzi wa daraja hilo kwa kumtumia Mkandarasi aliyepo Kazini tayari kutaharakisha upatikanaji
wa daraja hilo kwa wakati ili kuepuka usumbufu unaweza kujitokeza endapo daraja la muda
lililopo litasombwa na maji kwa kuwa tayari limekwisha dhoofika sana.
USHAURI NA MAPENDEKEZO
1. Sheria na Kanuni za Manunuzi zizingatiwe wakati wa utekelezaji wa mapendekezo haya.
2. Kwa kuwa gharama ya ujenzi huo wa daraja ikiwa kazi ya nyongeza utagharimu billion 4.30 na
ukilinganisha na gharama ya ujenzi wa Mfereji ya Mkandarasi pendekezwa ni sawa na ongezeko
la asilimia 30% ya Mkataba wa CICO unaendelea, ni vyema maombi haya yakapata idhini ya Bodi
ya zabuni na Kikao cha Kamati ya Fedha na Utawala kabla ya utekelezaji
Kwa kuwa kazi hii inapaswa kutekelezwa mapema ili kuweza kuzuia madhara yanayoweza
kujitokeza muda wowote kwa sababu ya udhaifu wa makalavati yaliopo na mvua zinazoendea,
nawasilisha kwa ajili ya kutolewa maamuzi ili kazi iweze kutekelezwa mapema.

Halmashauri ya Manispaa ya Ilala ikiwa ni moja kati ya Manispaa za Jiji la Dar Es Salaam zinazotekeleza
mradi wa DMDP chini ya Ofisi ya RAIS – TAMISEMI, inatarajia kutumia fedha Tsh. 4,304,066,255
kwaajili ya kujenga daraja la Zimbili linalovuka mto Msimbazi kama kazi ya nyongeza kwenye mradi wa
package 2 Mkandarasi CICO ambapo daraja hilo la Zimbili package 6 iliyokuwa inajengwa na
Mkandarasi Nyanza Road Works ambaye kazi yake ipo kwenye kipindi cha matazamio.
Ujenzi wa daraja hilo unatarajia kufanyika kama kazi ya dharura ama muhimu kutokana na kivuko/box
culvert lililokuwepo kuwa bovu na hatarishi kwa kuvuka ama kutumiwa na watu baada ya kusombwa na
maji ya mto huo na kusababisha kuta na nguzo kuvunjika. Kwa sasa kivuko hicho kimefanyiwa
marekebisho ya dharura ili kiweze kutumika kwa muda tu ila endapo mvua za masika zinazo kisiwa
kuanza hivi karibu zitakuwa nyingi, barabara hiyo muhimu haitakuwa na mawasiliano na wananchi
wanaweza kupata adha.
Pamoja na kuwa mawasiliano kati ya Halmashauri/TARURA wanaotekeleza mradi, Tamisemi, Mhandisi

Mshauri UWP na Benki ya Dunia yamekuwa yakifanyika kuhusiana na ujenzi wa daraja hili la Zimbili
ambapo pia Benki ya Dunia wameruhusu utekelezaji huo ambao awali haukuwa kwenye mpango (Nakala
za wasiliano zimeambatishwa), tunaomba ushauri namna nzuri ya kutuwezesha kuzitumia fedha hizo
ambazo ni zaidi ya 30% ya gharama ya mradi wa package 2 Tsh. 14,508,239,277.40. Namna nzuri kwa
maana ya njia sahihi ya manunuzi kwa kuwa tunaona kulingana na muda na uharaka wa utekelezaji wa
daraja hilo itakuwa inatupeleka kwenye njia ya ‘’Single Source’’.

UTANGULIZI
Barabara ya Zimbili ni moja kati ya barabara zinazojengwa kwenye mradi wa

DMDP awamu hii ya kwanza kwenye Package 6 ambapo hadi sasa imekwisha
jengwa kwa kiwango cha lami na kushindwa kukamilika kipande
kinachounganishwa na daraja la Zimbili/Ulongoni A kutokana na uhitaji wa
kujengwa daraja jipya.
Kama ambavyo imekwisha wasilishwa kwako, makalavati/daraja lililopo

limeharibiwa na kuvunjika baada ya mvua kubwa zilizonyesha kati ya mwezi
March hadi Mei 2018 ambapo awali hakukuwa na uhitaji wa ujenzi wa daraja
jipya hasa wakati mradi unasanifiwa lilikuwa imara. Kwakuwa ujenzi wa
daraja haukuwepo kwenye bajeti ya utekelezaji wa sasa, Halmashauri kwa
kushirikiana na Tamisemi Kitengo cha mradi wameomba Benki ya Dunia
kuruhusu daraja jipya linjengwe na hatimaye Benki wameruhusu na Taarifa
zote za usanifu na maombi ya kupata idhini yako ili ujenzi uanze
imewasilishwa.
HALI HALISI
Baada ya mvua kunyesha tarehe 28.12.2019, daraja hilo la zamani
limeharibiwa na kukatika kwa mawasiliano. Hata hivyo, ukarabati wa mara
kwa mara umekuwa ukifanyika ili kuruhusu kupitika kwa muda wakati ujenzi
wa daraja jipya ukisubiri kuanza. (Naambatisha na picha kuonyesha hali
halisi).
ATHARI ZINAZOWEZA KUTOKEA KWA SASA
 Daraja hilo la zamani kwa sasa limeharibika sana na mto umepanuka

sana hivyo mvua zikizidi kunyesha halitaweza kufanyiwa ukarabati kwa
urahisi tena,
 Gharama zinazotumika kufanya ukarabati wa mara kwa mara kwa sasa
zinakuwa kubwa fedha ambazo zingetumika kwenye ujenzi wa
miundombinu mingine na
 Daraja hilo la zamani linaweza kuanguka muda wowote likasababisha
athari kubwa kwa watumiaji.

SUB: QUICK RESPONSE ON THE COMPLAINT RISED BY A LOCAL PERSON MR.

SAUNDO M. MUTEGEKI AT KIWALANI DMDP PROJECT PACKAGE 5.
Reference is made to the above subject as well to the written complaint addressed and
sent to our higher level office of the Government and World Bank regarding the delay
of the completion of the mentioned project above.
We have received an email attached with written letter from World Bank which was
addressed and sent to their office showing and mentioning various weakness within
the package 5 project (Copy that letter is attached for your reference). Among the
weaknesses is delay of completion of drainage works, road humps, road signs,
markets and all other works.
Due to that complaint letter, the World Bank team has decide to organize themselves
to visit Ilala Municipal Council DMDP project and they have scheduled the visiting to
be on 29th and 30th January, 2020 and the Bank has required the PORALG and Ilala
Municipal Council to respond by writing on the complaint as quick as possible basing
the Time frame for completion this package 5 including Bombom markert, provision of
street lights, road safety/furniture’s and storm water drains.
7Therefore, we are then asking you to respond on this rised matter and prepare for the
coming of the taem from World Bank and PORALG as scheduled.

UPGRADING IN UNPLANNED SETTLEMENT, PACKAGE 5: CONSTRUCTION
OF INVESTMENT SUB-PROJECTS IN KIWALANI WARD.
SUB: RESPONSE ON THE COMPLAINT RISED BY A LOCAL PERSON MR.

SAUNDO M. MUTEGEKI AT KIWALANI DMDP PROJECT PACKAGE 5.
Please refer to the above Subject and the received email attached with a hand
writing letter from a local person Mr. Mtengeki of Kiwalani Ward regarding
package 5 DMDP project.
On 27th January, 2020, we received an email with a complaint letter attached

that forwarded by your office as it was sent from World Bank regarding the
implementation status and the general performance of package 5 project at
Kiwalani Ward.
The complaint letter which has 19 pages, in summary has mentioned the
failure of project completion timely especially on storm water drains, Bombom
market, provision of street lights and road safety/ furniture’s.
Basing to the above mentioned complaints, we are responding as follows;-
It is true that the Contractor’s contract duration was ended on 31 st December,

2019 and joint pre final inspection done on 6 th January, 2020 where by the
technical team agreed that, the Contractor should quickly work for the snaglist
and make completion for all pendings then the final inspection to be done after
20 day later from that date of pre final inspection. Unfortunately, the final
inspection is yet done and has scheduled to be done 6th February, 2020.
But regarding the general performance of package 5, a total of 10.58km among
of 12.049km have paved, 3 market buildings have built (Bombom market is at
90% of its completion business tables are in finishing, Kigilagila markert tables
for business have completed it is at 80% of the total completion, Minazimirefu
market is at terrazzo stage of construction and it is at 70% of its completion),
1.8km of storm water major drains have completed, street lights have installed
at Gude road, Bush road, Mbilinyi road, Betheli road and 300m of Binti Musa
road. The Contractor has also started road markings where by 5 roads have
painted (Gude, Bush, Jongo, Bethel and Mbilinyi roads).
For the case of road safety; most of the roads have installed with road signs
except the provision of road humps which the Contractor has instructed to
make sure that are early provided to all roads although, the Contractor is
claiming for his IPC no. 14 and 15 payments for more than 2 months now.
We are also apologizing on the delay to completion of package 5 and we asure

you that, once the Contractor is paid his IPCs as requested he must complete
all the pending works.
